ABSTRAK

Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik. Kebutuhan dan kepuasan masyarakat sebagai konsumen jasa terjamin dengan pelayanan prima.Seluruh Instansi Pemerintah, baik Kementerian/Lembaga, Provinsi, serta Kabupaten/Kota harus berkomitmen untuk memberikan pelayanan prima.

Menciptakan keyakinan publik terhadap penyelenggaraan pelayanan masyarakat oleh pelaksana pelayanan masyarakat ialah syarat lain dari Undang-Undang Nomor 25 Tahun 2009.Pengelolaan pelayanan publik mesti mengacu kepada standar pelayanan yang ditetapkan. Birokrasi yang kompleks, inefisiensi,waktu penyelesaian yang lambat, bermusuhan, dan ambigu, serta biaya layanan yang tidak diketahui,Penguasa wilayah terus dituntut buat bisa melangsungkan pengembangan ataupun membuat inovasi baru dalam membagikan kenaikan mutu pelayanan publik di masa globalisasi saat ini yang penuh dengan tantangan.Peraturan Walikota Tanjungpinang Nomor 6 Tahun 2022 tentang Pelaksanaan Sistem Informasi Kearsipan Dinamis Terintegrasi digunakan sebagai persetujuan penandatangan atas informasi elektronik dan/atau dokumen elektronik yang ditandatangani dengan tanda elektronik.Tujuan penelitian untuk mengetahui Efektivitas e-signature di Kantor DPMPTSP Tanjungpinang merujuk pada indikator Pencapaian Tujuan, Integrasi, dan Adaptasi. Penelitian menggunakan metode penelitian kualitatif dengan sampel 5 informan yang merupakan masyarakat/Pemohon, Hasil penelitian berdasarkan (1) indikator pencapaian tujuan program e-signature tersebut dikatakan sudah efektif dalam hal mengurangi kunjungan pemohon yang datang langsung ke kantor sehingga tidak ada antrian panjang dikantor,(2) indikator integrasi yang dijalankan efektif dari segi sosialisasi program, penyampaian sosialisasi tidak didapatkan oleh sebagian masyarakat atau pemohon (3) indikator adaptasi sudah cukup efektif karena masyarakat mampu beradaptasi, menerima dan mendukung program e-signature.

Kesimpulan penelitian dinilai efektif dan belum efektif surat rekomendasi dari dinas terkait sangat lama bahkan seminggu sampai sebulan.

EFFECTIVENESS OF E-SIGNATURE IN INVESTMENT AND INTEGRATED SERVICES ONE DOOR IN TANJUNGPINANG CITY

ABSTRACT

Law Number 25 of 2009 concerning Public Services. The needs and satisfaction of the community as service consumers are guaranteed by excellent service. All Government Agencies, both Ministries/Institutions, Provinces and Regencies/Cities must be committed to providing excellent service. Creating public confidence in the implementation of community services by community service implementers is another requirement of Law Number 25 of 2009. The management of public services must refer to the established service standards.

Complex bureaucracy, inefficiency, slow, hostile and ambiguous turnaround times, as well as unknown service fees, regional authorities are continuously required to be able to carry out developments or create new innovations in providing public service quality improvements in today's globalization era which is full of challenges. Tanjungpinang Mayor Regulation Number 6 of 2022 concerning Implementation of an Integrated Dynamic Archival Information System is used as signatory approval for electronic information and/or electronic documents signed with an electronic signature. The aim of the study to determine the effectiveness of e-signature at the Tanjungpinang DPMPTSP Office refers to the indicators of Goal Achievement, Integration and Adaptation. The study used qualitative research methods with a sample of 5 informants who were members of the public/applicants. The results of the research were based on (1) indicators of achieving the objectives of the e-signature program were said to be effective in terms of reducing applicants' visits to the office so that there were no long queues at the office,( 2) integration indicators that were carried out effectively in terms of program socialization, the delivery of socialization was not received by some of the community or applicants (3) adaptation indicators were quite effective because the community was able to adapt, accept and support the e-signature program. The conclusions of the research are considered effective and not yet effective. Letters of recommendation from the relevant agencies take a very long time, even a week to a month.
