(aJ Any Federal employees furloughed a a re ult of a lap e in appropriation , if any after midnight • ovember 13, 1995 until the enactment of thi joint resolution hall be compen ated at their tandard rate of compen ation for the period during vvhich there wa a lapse in appropriation .

All obligation incurred in anticipation of the appropriation made and authority granted by this Act for the purpo e of maintaining the e ential level of activity to protect life and prop- erty and bring about orderly termination of Government function are h er eby ratified and approved if other\vi e in accord \vith the provi ion~ of thi joint re elution.
