As the chief executive of the University, the President is appointed by the Trustees and is responsible for the operation of the entire University within the framework of the policies provided by the Trustees. The President is responsible for fulfilling the objectives of the University, for defining the missions and priorities for its various units, as well as for the effective and economical planning, use and management of its resources.
Administration
After serving as the first president of the University of Missouri and the first chancellor of the University of Wisconsin, John Lathrop was named Indiana University's fourth president in 1859. On January, the year-old David Starr Jordan was inaugurated as the seventh president of Indiana University.

In 1865 he again became president of the University of Missouri and died in office in 1866. He returned to IU in 1893 to accept a professorship in the department of psychology and the appointment of vice president of the university.

Board of Trustees
As the university's governing body, the Indiana University Trustees are charged by the Indiana General Assembly with a wide range of policy and decision-making authority to carry out the University's programs and missions. In 1838 it established Indiana University and provided for a board of twenty-one members and the Governor as ex officio vice president of the board.

Between 2006-07 and 2008-09, the annual percentage of students borrowing student loans in Bloomington decreased by 1%, while the percentage receiving gift aid increased by 3.3%. The average gift aid per students increased at approximately the same rate as the average per student loans: 24%. Between 2006-07 and 2008-09, the annual percentage of students borrowing student loans at the regional IU campuses increased by 6.2%, and the percentage receiving gift aid increased by 7.5%.

However, campus-specific numbers vary from these general trends, in part because of each campus's percentage of independent students (who have higher borrowing limits) and part-time students (who can attend and borrow for more years than full-time students). . Hoosier students made up 88.4% of those filing a FAFSA, and 78% of those Hoosier FAFSA filers had financial need. For those Hoosiers who filed a FAFSA and had financial need, the charts below illustrate the percentage of students by family income.
Financial need is determined based on the FAFSA and the estimated cost of attendance, which includes tuition, mandatory fees, room, board, books and supplies, local transportation costs, and personal expenses. The next two pages of the Fact Book show the average percentage of need that was covered by gift aid, work-study and need-based loans for Hoosiers in the lower two income brackets shown below.

The chart below illustrates the average percentage of full-time Hoosiers' financial need that was not met by grant aid or need-based self-help (unmet need) for low- and moderate-income students. Also shown are the average percentage of needs met by grant aid and needs-based self-help for students with the level of unmet need shown below. Full-time, low-income Hoosier students have a greater share of their financial needs met through donations than their middle-income peers, in part due to federal and state need-based subsidies, which target students with lower income.

The use of restricted funds is determined by the funding source: federal, state, or local government; private industry; or foundation support.
