Terms of Reference for
Position: Human Resource Manager, full-time Duration: 8 Months (with possibility to extend) Starting date: October 2023 (as soon as possible)
Duty station: Centro Audiovisual Max Stahl Timor-Leste - CAMSTL, Dili, Timor-Leste Background
CAMSTL (Centro Audio-visual Max Stahl Timor-Leste) was founded in 2003 by Max Stahl, the award-winning British filmmaker who filmed the Santa Cruz Massacre in Dili in 1991, with the vision of collecting and preserving the history of Timor-Leste and prospectively documenting the
“birth of the (new) nation”. The archive now contains more than 8000 hours of audio-visual material, much of which is transcribed into multiple languages.
The main activities of CAMSTL include collating, transcribing, and preserving audio-visual materials, socializing archival content through the showing of films and through working with educational institutions for research and study purposes, making films, serving as a resource for research into the history of Timor-Leste and continuing to prospectively document current events of national significance to the new nation.
CAMSTL won the Archive Preservations Project and was awarded the Archive Achievement Award by the International Federations Archive Television (FIAT/IFTA) in 2012. The archive was awarded UNESCO Memory of the World status in 2013.
A ‘front office’ of the CAMSTL archive is also located at the University of the Coimbra, Portugal. A large portion of the archive is also preserved in the National Audio-visual Archive (INA) in Paris, the largest audio-visual archive in the world.
CAMSTL has three departments: Audiovisual Archive and Preservation, Audiovisual History and Patrimony (Education), and Audiovisual Collection and Production.
Since Max’s death in October 2021, CAMSTL has been in negotiation with the Timor-Leste government to transition from a Foundation to a Public Institution of the State. These negotiations are ongoing.
In preparation for this planned institutional transition, CAMSTL is reviewing and improving its internal processes and functioning. CAMSTL is looking for a person with strong Human Resource Management who can work with current staff and policies to strengthen the capacity of human resource functioning of the institution and to bring human resource implementation up to standard.
Job Description
· Support the development and implementation of human resources initiatives and
systems
· Provide advice on human resource policy and procedures
· Actively engage in recruitment through the preparation of job descriptions, advertising, and managing processes
· Responsible for hiring, developing, and looking after employees
· Develop training and development programs to benefit existing staff
· Review of employment and employment conditions to ensure legal compliance.
· Assess individual employee job performance and provide feedback for potential use in
determining promotions, salary increases, and termination of employment
· Designing programs and procedures to ensure that all candidates, employees, and
customers are treated fairly and without discrimination.
· Support office management staff absence in times of heightened activity or other
reasons.
Report to the Director of CAMSTL.
Prerequisite qualifications
Ø Bachelor’s Degree in Human Resource Management
Ø Minimum of 5 years work experience in Human Resource Management
Ø Fluency in written and spoken Tetum and English; Portuguese would be desirable Ø National citizen of Timor-Leste
