Decision: Major revisions required

The research provides a comprehensive and informative overview of the Balinese laws and regulations related to tourism, as well as the importance of village-based tourism in Bali and Timor Leste. The paper could be further improved by adding a more critical analysis and synthesizing the findings from the different sources. Here are some specific suggestions for authors

1. The literature review must discuss two main themes: Balinese laws and regulations

related to tourism and village-based tourism in Bali and Timor Leste.

(6)

2. The review should provide a comprehensive overview of the Balinese laws and regulations related to tourism, including the most recent regulation enacted in 2020.

The author also needs to highlight the government's commitment to protecting Balinese nature and culture, which are considered the main resources of Bali's tourism industry.

3. Regarding village-based tourism, the authors are encouraged to highlight the importance of community participation in tourism development as a vital factor in economic growth, citing the Bali Provincial Regulation of 2015. The author should note that rural or village-based tourism is unique, rooted in local cultural traditions and nature, and enhances the development of local and rural communities.

4. The Results & conclusion should provide an overview of the legal framework for sustainable tourism in Bali, highlighting the importance of preserving Balinese cultural values and promoting responsible tourism practices.

5. The paper could also provide more information on the specific challenges and opportunities faced by each village in developing its tourism sector and explore how local communities are involved in decision-making processes related to tourism development.

Decision: Major revisions required

The study provides a clear and concise overview of the research field. Here are some more suggestions for authors

A. The abstract must include relevant keywords that can assist readers in identifying the focus of the study.

B. The introduction should provide a good background of the context of the study and highlights the importance of the Bali Provincial Regulation No. 5/2020 and the need for comparative research to develop village-based tourism destinations in Bali and Timor Leste.

C. The study could be more specific about the methods used in the study, as it only mentions a normative and empirical legal analysis without providing further details.

D. The authors could also provide more information on the findings of the study, especially in terms of how Bali Provincial Regulation No. 5/2020 compares with other regulations in neighboring countries.

E. Finally, the authors could benefit from a clearer statement on the implications of the study's findings for the tourism business in Bali and Timor Leste.
