Abstract

The purpose of the research specifically is to understand and find out how law enforcement against the Lumajang Regent Regulation Number 56 of 2019 is carried out among the community, traditional markets, and modern markets, and to understand and know the legal remedies that can be taken by the government in maximizing the Lumajang Regent's Regulation Number 56 of 2019 concerning Reducing the Use of Single-use Plastic Bags. In this case, the basis for issuing the Regent's Regulation is to increase public awareness in realizing a clean environment from waste.

When it comes to waste management, the Lumajang local government requires the participation of various parties. With the participation of various parties, it is hoped that waste management efforts can run well so that waste in Lumajang Regency can be reduced. INTRODUCTION

Garbage is a crucial problem because the effects of waste can affect various aspects of life.

Garbage can be a cause of environmental damage including the accumulation of waste from industrial and household activities. Until now, waste is a developing country's unresolved problem.

Incomplete waste management in developing countries not only causes the urban/district environmental situation to look unaesthetic, but also causes various problems such as: flooding, environmental pollution, declining public health status, and social problems. Waste will continue to be produced as long as humans live. People who are humans who inhabit the earth from time to time will increasingly cause the amount of waste to continue to increase, if it is not balanced with solutions to reduce waste. With the consumptive nature of humans, of course it has a risk that results in waste. If a solution is not immediately given to handle it and manage it, it will have an impact on environmental damage and natural disasters that can occur, with this occurrence, humans will be harmed. In addition, waste can also be recycled so that the waste can be reused.

The purpose of limiting the use of waste is so that all levels of society consisting of the government and the community itself can be moved to contribute to waste reduction. Reduce, Reuse, and Recycle (3R) is a term used in recycling and reuse activities. However, this activity has a major obstacle, because the community still lacks awareness of the importance of sorting waste and there is still a lot of non-organic waste that cannot be decomposed quickly such as plastic.

The authority of the Lumajang Regency government in the plastic bag reduction program is based on the issuance of Regent Regulation Number 56 of 2019 concerning Reducing the Use of Single- use Plastic Bags. In this case, the basis for issuing the Regent's Regulation is to increase public awareness in realizing a clean environment from waste. In managing plastic waste, a special method is needed because it cannot be decomposed, one way is by recycling and turning it into goods that can be sold.

RESEARCH METHODS

In compiling a study, the author is guided by the research method in order to get concrete results.

By using the research method, the author can dig up information so that it can then be processed for further formulation of the legal material that will be the basis of the research. By applying normative juridical research methods and problem approaches .

DISCUSSION

The solution in dealing with waste is to limit the use of an item that can cause an increase in waste, besides that it can also be recycled so that waste can be reused. CONCLUSION

Legal Efforts That Can Be Taken By The Government In Optimizing Lumajang Regency Government Regulation Number 56 of 2019 are based on Article 17 and Article 18, namely if disobedience is found from PSP users, guidance and supervision will be carried out as well as administrative sanctions (Article 17). Administrative sanctions consist of a written warning from the Regent through the agency in charge, and making a statement of ability to reduce the use of PSP.
