One of the tasks of the HR Directorate is to provide non-lecturer employee performance appraisal services. For example, an institution involved in finance uses employee performance appraisal techniques by including different assessment components for each group, which is judged to be less effective due to the high subjectivity element [2]. The method is expected to eliminate the subjectivity of the assessment that comes from the person leading the department [3].
MBO is a performance appraisal technique based on the success of each member of the team in meeting their work goals [5, 9-11]. Data design is based on analyzing the relationship between data so that it can be well integrated into the system. The design process shows the workflow of the new employee performance appraisal system and the roles of the parties involved.
While the user interface design shows the appearance of the system when used by the user. The design of the data is confirmed with the SIM director to ensure that employee performance appraisal data can be integrated with other data. Thus, the results of the assessment are not an indication of employees' ability to complete their work in accordance with their respective duties and responsibilities.
Based on the results of the analysis, it appeared that the obstacle encountered with the existing performance appraisal system was that the results of the assessment could not reflect the actual work results, because what was being assessed was only behavior without assessing the work, so it did not reflect the ability of employees to perform their jobs in accordance with their duties and responsibilities. Broadly speaking, the workflow process design of the performance review system developed in this study is divided into five review stages. The process design of each phase of the employee performance appraisal system is described using the Business Process Model and Notation (BPMN) [15].
The second stage begins when the selected unit coordinator receives notification of the assessment schedule. The result of the fourth stage is a work performance assessment report (report card). If all evaluation results are complete, validation of the evaluation results can be performed and the evaluation process is completed.
The evaluator can deliver the evaluation results in a predetermined schedule according to the given role (as himself, superiors, colleagues, subordinates or clients). Based on the results of the questionnaire for administrators, it can be seen that 100% of the respondents agree that the developed system with simple settings and operation helped in the actual process of evaluating the work performance of employees and also provided reports as needed.
