Webqual is an instrument for evaluating user perceptions of web page quality based on end-user perception. The importance to measure the quality that the user wanted, for example: "I think that LAPOR is easy to learn to operate", the response options use the Likert scale from 1 to 5 as follows: 1 = Very unimportant; 2 = Not important; 3 = Neutral; 4 = Important; 5 = Very important.
Results
This quadrant defines which attributes have met the respondents' expectations in LAPOR, so that these attributes should only continue the good work with the quality, which is easy to learn to operate (U1), the interaction is clear and. The result of the questionnaire obtained for functional and dysfunctional for each respondent is the pair based on table 5 below.
Discussion
While from the analysis of the Kano model, the index of customer satisfaction (SI) referred to the characteristics of LAPOR that have great effects on increasing user satisfaction that are of great concern to users, while the index of customer dissatisfaction (DI) refers to the characteristics of LAPOR defines what allows users to feel strong dissatisfaction if it is not fully fulfilled. The results of both data analysis processes are similar, even if they are not completely the same.
Conclusion
So that the extended of the result is considered to summarize the attribute of LAPOR that should be focused on to improve the system quality leading to customer satisfaction. The characteristics are easy to learn to operate (U1), interaction is clear and understandable (U2), the website is easy to navigate (U3), the website is easy to use (U4), attractive appearance (U5), create positive experience (U8) ), provides accurate information (IQ1), provides credible information (IQ2), provides timely information (IQ3), easy to understand information (IQ5), good reputation (SI1), personal information feels safe (SI3), communicates with the organization handling the complaint (SI6), and an overview of the website (O1).

Digital Humanities: Community Participation in the Balinese Language Digital Dictionary

Abstract
Introduction
There are three layers of the Balinese language: the low (basis bali sor), common or middle (basis bali madya), and high tongues (basis bali alus). Communicating in different layers of the Balinese language is vital in the Balinese social system and community.
Literature Review
Using this knowledge-based system in the form of a digital dictionary, the community can contribute by adding, refining and sharing heritage content related to the Balinese language. After the sample sentences were submitted to the BASABali Wiki digital dictionary system, the submitted content was checked for accuracy by the Balinese language experts. Currently, the BASABali Wiki content relies heavily on the Balinese language expert team working side by side to populate the bulk of the content.
The participants' perceived usefulness (PU) and perceived ease of use (PE) variables were measured using a 7-point Likert scale (1 = strongly disagree, to 7 = strongly agree).
Result
For ease of interpretation and to assess users' perceptions of the BASABali Wiki digital dictionary system, we grouped participants' raw scores for each of the above two-component items (PU and PE) into PUAVG and PEAVG samples, respectively, and calculated averages for each sample (Table 4). In conclusion, the results suggest that in general, users perceived the usefulness and ease of use of the Wiki BASABali digital dictionary system as positive. In addition, the complexity of the three different levels of the Balinese language (basic bali sor, basic bali madya, basic bali alus) was another challenge in the conservation project.
The results indicate that, for the most part, users rate the usefulness and ease of use of the BASABali Wiki digital dictionary system positively.

Interestingly, none of the participants mentioned that the prize or money was their main motivation for participating in this competition. We presented the details of our study on the digital preservation of the Balinese language using community crowdsourcing with a competition framework. Our contributions include digitizing the Balinese language by inviting the community to participate in an online competition to fill a wiki dictionary with Balinese sentences, make it available on the internet and evaluate the community-based contribution.
At the end of the online competition, we evaluated the system's features in terms of ease of use and usefulness.

The crisis caused by epidemics and pandemics made all organizations and communities work together to solve these problems. Epidemics and pandemics can trigger crises in a country where the country's leaders face unknown and poorly understood problems (D'Auria and De Smet 2020). Given the importance of ICT in managing the COVID-19 pandemic in Indonesia and to fill the gaps where few studies have been conducted to provide ICT recommendations for the development of e-Health in Indonesia (Sudarto et al. 2018), this study aims to provide recommendations for ICT solutions that can support government actions to overcome epidemics and pandemics in Indonesia.
This research intends to help the government and health organization in Indonesia and other countries with the same characteristics as Indonesia to develop ICT policies to deal with epidemics and pandemics, especially COVID-19.

Public health care institutions also develop their own information systems in the management of health services. Regulation of the Minister of Health no. 92 of 2014 determines the implementation of data communication in the integrated health information system. Regulation of the Minister of Health No. 20 of 2019 determines the implementation of Telemedicine services between health facilities.

Discussion and Implications
Handayani, Yazid, Bressan, Sampe /ICT recommendations for epidemics and pandemics. the meaning of a health-related data element; 7) data granularity: the level of detail at which data quality properties and characteristics in health data are defined; 8) data precision: the degree to which measures support their purpose and/or the closeness of two or more measures to each other; 9) data relevance: the extent to which health-related data are useful for the purposes for which they were collected; and 10) data timeliness: the availability of up-to-date data must be within the useful, operative or specified time. Finally, to our knowledge, few studies have been conducted to provide ICT recommendation for eHealth development in Indonesia (Sudarto et al. 2018). We have proposed a method for formulating recommendations for the further development of a robust national e-health strategy from an ICT point of view.
The structure should also advise the government on decisions about the necessary compromises that are highlighted, such as the balance between openness of data and privacy for citizens.

Information security management (ISG) involves developing and integrating management structures and organizations with a reporting process that covers all aspects of successful security programs and provides assurance to business management that risks can be properly defined and managed (Ferguson et al. 2012). Evaluate the effectiveness of adopting multiple ISG (XYZ framework) and compliance with information security regulations. Information Security Governance (ISG) is part of corporate governance that sets strategic direction, ensures that each goal is met, manages risk appropriately, uses organizational resources responsibly, and monitors the success or failure of corporate information security programs (Caballero 2014 ).
The analysis includes information security rules to be met and the ISG framework that will be used in the ISG implementation. There are four determinants of ISG implementation, which include: (1) risk assessment, (2) management support, (3) application of information security policy (ISP), (4) allocation of job responsibilities, and (5) compliance with information security standards. Effectiveness is measured by looking at the completeness of ISG processes and the level of compliance with information security regulations in the oil and gas industry.

As e-learning plays an increasingly critical role during the pandemic, the heavy reliance on the use of e-learning also becomes a challenge not only for higher education institutions but also students and lecturers. Examining the challenges in e-learning can guide various stakeholders such as higher education institutions and policy makers to meet the needs of e-learning system users, i.e. although many studies have attempted to uncover challenges that hinder e-learning implementation in general (Aung and Khaing 2015; Selim 2007; Tarus et al. 2015), there have been limited studies focusing on the challenges of delivering examine e-learning in the context of the pandemic.
Given the importance of continuous learning during this difficult time, this research seeks to explore the challenges faced by students, educators and higher education institutions during the COVID-19 pandemic.
Literature review
A well-designed e-learning system usually provides not only the learning material but also other activities such as quizzes, written exams and a discussion forum. This study is guided by the overarching question: "What challenges does e-learning face during the COVID-19 pandemic?" To answer this question and understand the challenges, we searched the existing academic literature as a source of data (see Figure 1). The search results are then refined by restricting the publication date to 2020, the year of the onset of the COVID-19 pandemic, resulting in 60 articles.
In addition, the results were further limited by studies that are in the final stages of publication, resulting in 49 articles.
Results & Discussion
Learning practically presents a challenge for students as they may find it difficult to understand the cognitive, social, learning presence in e-learning systems (Rannastu-Avalos and Siiman 2020; Zulkefli et al. 2020). For lecturers who are not accustomed and trained to create and deliver learning materials for the online platform, this can be a significant challenge (Farooq et al. 2020). Financial support can come in the form of budget assurance and ensuring that the e-learning implementation project is not delayed (Almaiah et al. 2020).
Once the e-learning is implemented, higher education institutions may also face a problem of lack of acceptance, which may result from change management issues, such as a lack of awareness and interests among users (Almaiah et al. 2020).
