KONEKSI PILOT will be evaluated and inform about subsequent grant rounds and the grant process. The research budgets will be evaluated based on value for money principles regardless of category. The total funding available for the initial phase is up to AUD 2,500,000, which will be spread over a selected number of high quality, multidisciplinary and diverse research activities across the priority area of ​​environment and climate change.

The maximum threshold for the pilot round of funding for each individual project will be a maximum of AUD 350,000. Research budgets will be evaluated based on the principle of value for money, regardless of category.

ECC grant selection process

Eligible entities

Applications must consist of a partnership between at least one Australian institution and at least one Indonesian institution. Not an Australian, a permanent resident of Australia, an Australian organization or based in an Australian organisation; or. Not an Indonesian, a permanent resident of Indonesia, an Indonesian organization or based in an Indonesian organization.

You must ensure that your application is complete, accurate and submitted in accordance with these Guidelines and the application form. You cannot change your application after the closing date and time without prior approval from the KONEKSI Secretariat. If you discover an error in your application after it has been submitted or if there are any changes to contact details or other information relevant to the completion of the project, as long as this does not change the content of your application, you should contact the KONEKSI Secretariat at cfp@koneksi-kpp.id.

We do not accept additional information or requests from applicants to correct a submitted application after the closing time. If you have any questions during the application period, please contact the KONEKSI Secretariat, cfp@koneksi-kpp.id. KONEKSI strives to allocate all grant funds allocated for the KONEKSI PILOT during the start-up grant round.

All potential awards will be considered against the outcomes of the ECC (and/or criteria in these guidelines) and value for money. As the wider KONEKSI program develops, there will be significant opportunities to explore a range of topics in future years.

You can submit your EOI in English or Indonesian using the application form which can be downloaded from www.koneksi-kpp.id The application form includes information to help you. The application form must be submitted electronically by e-mail to cfp@koneksi-kpp.id with the address: ECC EOI: Name of the applicant's lead organization - Keywords of the project title. If you have any technical problems, please contact cfp@koneksi-kpp.id, KONEKSI will not provide application forms or accept applications for this grant opportunity by fax or mail.

The EoI should identify the leading Indonesian and Australian partner organizations that will work together on the project. Co-financing requirements are described in section 8.1 and will be processed in phase 2 grant applications. The EoI should also identify any previous and existing project-relevant collaborations that support the project proposal and will support the existing organization for organizational-level collaboration.

Submit a project concept of no more than 250 words with a brief summary of the proposed research, including objectives, methods, expected effects and outcomes. Your project should fall within the list of topics and ECC topics agreed between the Government of Australia and the Government of Indonesia as areas of mutual interest. Provide a statement of no more than 750 characters (approximately 100 words) describing the intended benefits and impact of the project.

You should consider how the proposed research will connect with the Knowledge to Policy (K2P) and/or Knowledge to Innovation (K2I) cycle in Indonesia. A Compliance Committee established by the KONEKSI Secretariat will assess each organization that submits an EoI. They will conduct an initial assessment of applications against the EoI selection criteria and reject project concepts based on barrier requirements or approve project concepts to proceed to the next round (Phase 2).

Since grant recommendations will primarily be based on the information contained in the application forms, the documents must be clear, accurate, complete and focused. KONEKSI's grant database will provide a systematic approach to grant management. Key monthly financial information will be recorded and accessible to beneficiaries. Notification of ineligibility for grant evaluation (if relevant): The pool of experts for the technical evaluation committee for grants will be published on the KONEKSI website.

Grants will be processed using two synchronous evaluation streams that reflect the categories of grant evaluation criteria: one stream for general evaluation and due diligence, and another for research merit. These will be combined and ranked by the Grants Technical Review Committee, which will draft grant recommendations. Any application that does not meet the hurdle requirements will be excluded from further evaluation at this stage of the process.

Meanwhile, applications that meet the hurdle requirements will be reviewed by peer review panels selected from a panel of detailed evaluative experts. Review panels will be assigned specific criteria to review grant applications based on their research, academic and technical merit. This group will be published and published on the KONEXI website with the start of Phase 2.

It will be possible to nominate assessors who you deem unsuitable to assess your application due to a conflict of interest. Relevant experts from this pool will be identified for each grant proposal and nominated to form a specific Grants Technical Review Committee for each proposal. The general and detailed assessment results from the KONEKSI Secretariat, the Compliance Committee and the peer review panels form the basis of the assessment, a ranked list of applications will be developed and used as the basis for the overall grant assessment.

The KONEKSI Secretariat will then report to the KONEKSI Program Technical Committee and Program Management Committee for a no-objection review of award recommendations. DFAT will then review applications against its policy, determine successful applicants and make final approval of grant applications. The Department of Foreign Affairs and Trade will then make the final decision to approve an award based on recommendations from the KONEKSI program management committee and Program Technical Secretariat.

If there are unreasonable delays in finalizing a grant agreement, the grant offer may be withdrawn, and the grant may be awarded to another applicant. Where a beneficiary fails to fulfill the obligations of the grant agreement, KONEKSI may withhold or suspend the funding to the beneficiary; and/or require the beneficiary to repay all or part of the award. KONEKSI will make an initial payment upon execution of the award agreement and upon receipt of a valid invoice.

Further payments, detailed in the grant agreement, will be made on a phased basis based on your interim reports, including acquittals, and receipt of a valid invoice. Grants will be awarded in the currency reflected in the budget (AUD or IDR). You are responsible for any financial differences that may arise from the time of submission of the application to the completion of the project due to exchange rate fluctuations.

If you wish to propose changes to the grant agreement, you must submit them in writing before the end date of the grant agreement. If successful, your donation will be listed on the KONEKSI website and within 21 days from the effective date as required by the CGRG. If you are not successful, you can ask for feedback from KONEKSI within one month after you have been notified of the outcome.

All complaints about a grant process must be submitted in writing to cfp@koneksi-kpp.id. Any questions you have about ECC grant decisions should be sent to cfp@koneksi-kpp.id. You may want to list @koneksi-kpp.id as a trusted address in your email system.

You should note how the proposed research fits into the knowledge-to-policy (K2P) and/or knowledge-to-innovation (K2I) cycles in Australia and Indonesia. Also provide a statement demonstrating how the proposed research could be of value in supporting partnerships between Australia and Indonesia.

Application

Demonstrated experience, mechanism and ability to ensure that any ethical clearance is received in a timely manner to conduct activities. Explain how each of the key partners identified in Part 1 will participate in this program activity and for what purposes. The partnership demonstrates a broad commitment to the principles of diversity and inclusion, including reference to diversity and inclusion in the character/agreement of the partnership (if any) and a diverse composition of the board of directors of the lead partners and senior management teams (i.e. gender equality, senior/mid and early career researchers etc. and in particular how they will be supported throughout the project).

What is the definition for each performance indicator and what is the unit of measurement. Have the organizations previously collaborated or worked on these issues or opportunities – refer to publication/appendix or research demonstrating relevant experience – below or as an appendix. The story describes how the applicant determined the cost per unit and number of units for each line item.

Describe how the activity contributes to better policy and innovation and will support sustainability, scale-out and/or scale-up (if applicable). Identify and discuss how the program activity contributes to VfM and/or provides Value-Add. This focuses primarily on the additional benefits that can be realized beyond the stated objectives of the program activity relative to the value of the investment required for the activity.

This may involve a discussion about why the approach to implementing the activity was chosen – in that it offered FFM or additional benefits. The applicant must use its best efforts to ensure that funds provided under the contract do not provide direct or indirect support or resources to organizations associated with terrorism. If, during the contract, the Applicant discovers any link whatsoever with any organization or individual associated with terrorism, it must notify KONEKSI immediately.

To determine whether there has been a published determination of an individual or entity by the 1267 Committee, the Recipient should refer to the consolidated list available online at the Committee. On behalf of the applicant organization, I understand and accept that submission of this concept note does not guarantee any funding or technical support from the KONEXI Program.
