Law School

IU School of Law-Indianapolis Named for Business and Civic Leader Robert H. McKinney. On Dec. 1, 2011, IU President Michael A. McRobbie announced the naming of Indiana University School of Law- Indianapolis to Indiana University Robert H.

McKinney School of Law in honor of Indianapolis attorney, banker, and civic leader Robert H.

McKinney in recognition of the largest gift ever received by our school, and one of the largest in legal education. His gift of $24 million, along with matching funds committed through the IUPUI IMPACT fundraising campaign, brought the total value of the gift to $31.5 million. The landmark gift will provide funding for five endowed chairs to attract and retain nationally recognized scholar-teachers to the faculty. The gift will also create a $17.5 million endowment to fund McKinney Family Scholarships for outstanding students. Bob McKinney stated that our law school plays a vital role in developing the leaders Indiana needs to succeed and that he was excited to be able to make a commitment that will help the school build on its proud heritage and achieve its goal of being one of the best law schools in the country.

Originally trained as an engineer, McKinney received his law degree from IU and holds a bachelor’s degree from the U.S. Naval Academy. Until his retirement in 2005, he served as chairman and CEO of First Indiana Corp., parent company of First Indiana Bank…

(now known as M&I Bank). He was also a founding partner of Bose, McKinney & Evans LLP, an Indianapolis law firm from which he retired in 1992.

Hall Center Welcomes Health Law Expert Nicolas Terry to the Faculty. Nicolas Terry, leading

authority in the intersection of medicine, law and information technology, has joined our law school as the Hall Render Professor of Law and co-director of the Hall Center for Law and Health. Before joining our school on January 1st, Professor Terry was the Chester A. Myers Professor of Law at Saint Louis University School of Law, where he taught torts, products liability, health information technology, law and science, and health care quality. He was co- director of SLU’s top-ranked Center for Health Law Studies from 2000 to 2008. From 2008 to 2010, Professor Terry served as SLU’s senior associate dean.

Born in England, he was educated at Kingston University and the University of Cambridge, and he first taught at the University of Exeter in England before joining the Saint Louis faculty. He will lead our Hall Center with co-director Dr. and

Professor David Orentlicher. Professor Terry replaces the Center’s founding director for 24 years, Eleanor DeArman Kinney, who retired from IU in June, 2011.

The Hall Center will celebrate its 25th year this April.

New Joint Degree Program made the National Jurist. The newly created joint law and medical degree program at the Indiana University Robert H.

McKinney School of Law was introduced and featured in an article in the National Jurist on Oct. 7, 2011.

The article included information about the joint degree program and how it was created and quoted several statements made by Professor Priscilla Keith, the Director of Research and Projects at the Hall Center for Law and Health. It mentioned how the degree can be wrapped up in just six years, as opposed to the common seven-year time frame, and gives students the option of matriculating into starting with either the law school or medical school first. (Many schools in the U.S. requires the medical school first.) Mention was also made of the new concentration in Environmental and Natural Resources Law and the Global Crisis Leadership Forum that took place in Oct., 2011.

Super Bowl XLVI IUPUI Website

In less than a week, Super Bowl XLVI will be here with more than 150,000 football fans expected in the downtown area, and the American Football Conference champion team will be housed in the University Place Hotel here on campus. Months of planning have gone into making room for this welcome onslaught of visitors to our campus and city, but it will also mean there will be some inevitable disruptions. Please be aware of the IUPUI Super Bowl website, which will be your one-stop resource for up-to-date campus-specific information on traffic, parking, class cancellations, building closures, and more. In the “News”

section of the website, you will find specifically targeted messages pertaining to students, faculty, and staff. These messages will help everyone be informed about how Super Bowl week will affect them. Many other Super Bowl issues will be addressed via the website under “Frequently Asked Questions.” The website address is:

Note: The law school building will be closed on Sat., Feb. 4th and Sun., Feb. 5th during Super Bowl Weekend; the law library will also be closed and students will NOT have Jagtag access to the law school building during this time. Check with your professors regarding classes on Th., Feb. 2nd, Fri., Feb. 3rd, Sat., Feb. 4th and Mon., Feb. 6th as there will be no student parking available in parking lots near the law school. On Friday, Feb. 3rd all day and Monday, Feb. 6th until noon, the building will again be locked but the library will be open and students will have Jagtag access.

New Assistant Director of Student Financial Aid Services

LeAndra Ross has joined IUPUI as assistant

Director of student financial aid services, replacing former

financial aid assistant director, Jennifer Vines, who has accepted an opportunity to work within the Dental School. LeAndra will provide advising and programming for both prospective and current law students. She joins us from Ivy Tech Community College where she served as a financial aid specialist and outreach coordinator. Prior to Ivy Tech, she worked for the Office of Student Financial Assistance at IU Bloomington. LeAndra earned her bachelor’s degree and master’s degree in public affairs at Indiana University.

LeAndra will be available for appointments at Inlow Hall to discuss financial aid. An appointment book is located in the Student Affairs office on the 1st floor, Rm. 119, and appointments are typically held on Monday and Tuesday afternoons on the 3rd floor in Rm. 387. If you need to drop off paperwork for Ms. Ross on a day she is not at Inlow Hall, you may drop it off in the Student Affairs office.

The main Financial Aid office is located in the Campus Center, 420 University Blvd., on the 2nd floor in Rm. CE 250A.

When Ms. Ross is not available, you may stop by and meet with a counselor or make a personal payment. Walk-in advising hours are: Monday−Thursday, 8:00 a.m.− 6:00 p.m.;

A drop box is available for your convenience in the north hallway outside the Student Financial Services area to collect documents and/or payments. Make sure your name and university ID number appears on every page of the forms.

Free Wellness Screenings

Student Health Services is offering students FREE Wellness Screenings including: blood pressure, cholesterol and glucose levels, body fat analysis/body mass index, height/weight, vision, pregnancy, and strep test. Wellness consultations and resources are also available. Wellness Screeings are offered Monday through Thursday from 10:00 a.m. to 2:00 p.m. in Campus Center Student Health CE 213. The Operation L.A.W.S. (Law Alumni Working with Students) program will present a Continuing Legal Education program on labor relations in the NFL, particularly the 4½ month lockout that once threatened to delay or cancel the 2011 football season. Dean Gary Roberts, a sports law expert, will discuss the issues that drove the lockout and litigation, how the new collective bargaining agreement resolved certain issues, and what issues remain to be resolved. Scheduled panelists for the presentation are Dennis Curran, senior vice

president and general counsel for the NFL Management Council, and Gregg Levy, senior partner at Covington and Burling and chief outside counsel for the NFL.

2011 Nobel Peace Prize Winner Leymah Gbowee

The Indiana University Robert H. McKinney School of Law, in collaboration with other departments on the IUPUI campus, is honored to host a talk by the 2011 Nobel Peace Prize Winner, Leymah Gbowee, on Thursday, February 16th. A peace and women’s rights activist, laureate and author, Leymah Gbowee was a joint recipient of the 2011 Nobel Peace Prize, along with Liberian President Ellen Johnson-Sirleaf and Tawakkul Karman of Yemen.

Ms. Gbowee, founder of the Liberian Mass Action for Peace, played a leading role in ending Liberia’s Second Civil War, as documented in the acclaimed documentary “Pray the Devil Back to Hell.” Ms Gbowee, who is based in Accra, Ghana, is the executive director of the NGO Women Peace and Security in Africa (WIPSEN- Africa), and heads the newly established reconciliation process in her native Liberia. Women’s Caucus Auction

This year’s 2012 auction will benefit the Bette J. Dick GAL for Kids Program at Kids’ Voice of Indiana.

Children who are involved in divorce, visitations, guardianship, adoption, or paternity cases often have no voice in the decisions that will impact the rest of their lives. The GAL for Kids Program tries to fill that void by providing volunteer guardian ad litems (GAL). GALs are community volunteers, pro bono attorneys, and law students who are trained to represent and protect the best interest of children by giving them a voice. Increasing the number of trained volunteers is important for serving the growing population of children that need a voice and Women’s Caucus is hoping to provide the resources to train 40 new volunteers. Indiana Supreme Court Lecture

A Conversation with

Chief Justice Rebecca White Berch Supreme Court of Arizona

Rebecca White Berch was appointed to the Arizona Supreme Court in 2002 and became its 23rd Chief Justice in 2009. Before her appointment, she served the state as Solicitor General of the State of Arizona, Special Counsel to the Attorney General, First Assistant Attorney General, and as a Court of Appeals Judge.

Following graduation from law school, Justice Berch practiced law in Phoenix. In 1986, she joined the faculty at Arizona State University College of Law. She also holds a Master’s degree in English. Justice Berch has authored several law review articles and magazine articles, two books, and two chapters for books. A strong proponent of pro bono work, Justice Berch participates in and strongly encourages all lawyers to engage in volunteer work. The Pro Bono Suite at the Sandra Day O’Connor College of Law is named in her honor.

First Annual

National Professional Responsibility Moot Court Competition

Friday, March 9 Saturday, March 10 Indiana University

Robert H. McKinney School of Law

This two-day competition is open to all ABA-accredited

law schools throughout the United States and will focus on a question of professional responsibility. The National Professional Responsibility Moot Court Competition will offer students an outstanding opportunity to engage in advocacy on cutting edge professional responsibility concerns. The moot will test skills in appellate brief writing and oral advocacy on two specific issues drawn from real opinions, providing experience in interpreting professional responsibility standards and scholarly resources first hand.

Oral arguments will begin on Friday, March 9, and conclude on Saturday, March 10. All rounds of the competition will take place at Inlow Hall.

Faculty, Students & Staff in the Spotlight !

Elizabeth Allington, Director of Communications and Creative Services, celebrated her 15th anniversary with our law school this past December, 2011. She was recognized at the Chancellor’s Employee Convocation held in the fall semester. Congratulations!

Professor Cynthia Adams, at the invitation of the Kenya School of Law, made a presentation on clinical skills curriculum development at the school’s Midterm Review, held in Nairobi last September. The Kenya Law School is consulting with Professor Adams on enhancing its Advocates Training Programme.

Kenya Law School, founded in 1963 as the country’s first law school, began its one-year Advocates Training Programme in 2008 upon recommendation from the Ministerial Taskforce on the Development of a Policy and Legal Framework for Legal Education in Kenya.

The Programme provides clinical skills training to prepare students for admissions to the Roll of Advocates and to become officers of Kenya’s High Court.

Professor Karen Bravo, a well-known international law scholar and an expert in the study of human trafficking, has been named Associate Dean for International Affairs. She will collaborate with law school administration and faculty to identify and prioritize goals for international programs and initiatives, and to raise awareness of the school’s international initiatives among internal and external constituencies.

Kristin Brockett, faculty assistant to Professor and Chancellor Emeritus Gerald L. Bepko, has received recognition this month for her 5 years of service to our law school and the IUPUI campus. Congrats!

Professor George Edwards’ most recent book, the LL.M. Roadmap: An International Student’s Guide to U.S. Law School Programs, was given an excellent synopsis in the November 2011 issue of the National Jurist. To review the article, go to the following link:

On Saturday, January 7, 2012, Professor Edwards was elected as Secretary of the Association of American Law Schools (AALS) Section on Graduate Law Programs for Non-U.S. Lawyers. This section is involved with Master of Laws (LL.M.) programs for international students at over 130 law schools in the U.S. Next year, Professor Edwards will be elevated to Chair- Elect and the following year to Chair of the AALS Section on Graduate Programs for Non-U.S.

Lawyers. He was also elected in January 2012 to serve as an Executive Committee Member of the AALS Section on Post-Graduate Legal Education (for both U.S. and non-U.S. lawyers) and to serve as Secretary of the AALS Section on International Legal Exchange.

On January 13, 2012, Professor Edwards was

appointed as the Center for National Policy Fellow in International Human Rights. The Center for National Policy noted that this prestigious appointment was made in recognition of his expertise in the field of study and the contributions he has made across the world in furthering the cause of human rights. The Center for National Policy is located in Washington D.C. and focuses on national infrastructure, national and homeland security and resilience issues. Since its creation in 1981, the CNP has served as a catalyst for insightful dialogue and informing pragmatic policy solutions on these critical issues.

Kathy Jensen, administrative assistant to Dean Gary Roberts, was recognized this past December for 10 years of full-time service to our law school and the IUPUI campus. Kathy has actually been at our school for 15 years working part time her first 5 years.

Professor Rob Katz and Professor Andy Klein provided their expert analysis on Indiana State Fair disaster claims in an article that was featured in The Indianapolis Star. Professor Katz, a charity law expert, commented on the system devised by officials to distribute donated funds to victims, and Professor Klein, a tort law expert, commented on the state’s…

liability limits. The article entitled “Adding Insult to Injury for Victims of State Fair Stage Collapse?” was featured in the Oct. 30, 2011, issue of The

Indianapolis Star weekly newspaper.

Professor John Krauss was appointed in Nov. 2011 by Governor Mitch Daniels to serve on the Indiana

Education Employment Relations Board. As a lawyer in alternative dispute resolution, Professor Krauss has been a member of the board’s Ad-hoc Panel of Mediators and Fact Finders since 1991 and is also Director of the Indiana Advisory Commission on Intergovernmental Relations. At IUPUI, he heads the IU Public Policy Institute− a collaborative, multi- disciplinary research institute within the IU School of Public and Environmental Affairs−that serves as an umbrella organization for research centers affiliated with SPEA, including the Center for Criminal Justice Research, which regularly works with state agencies on matters of public safety.

Professor Gerard Magliocca has been appointed Associate Dean for Research of our law school. In this capacity, Professor Magaliocca will advise

faculty on research and article placement, promote and market the scholarly output of the faculty, and

organize scholarly presentations by our faculty and by visitors from other schools as well.

Professor Allison Martin’s work on the role of hope in legal education was recently featured in The National Law Journal, ABA Journal, and the Huffington Post. The original article, entitled “The Future’s So Bright I Gotta Wear Shades: Law School Through the Lens of Hope” was based on research conducted in 2007 by Professor Martin and Dr. Kevin L. Rand, Assistant Professor of Psychology at IUPUI.

Professor Martin was lead author on the article which first appeared in the Duquesne Law Review. Duquesne University School of Law also built a conference around the topic in 2009, and in December 2011, a second social science article appeared based on the same study. The study receiving national attention examines the personality traits of law students as predictors of success. Professors Martin and Rand suggest that legal educators can engender hope in their students by helping law students formulate appropriate goals, increasing law students’ autonomy, modeling the learning process, helping law students…

Professor Heather McCabe was recently elected Chair of the Health Law Special Interest Group with the American Public Health Assoc. Also, during the American Public Health Association’s Annual Meeting held in Washington, D.C., October 29−November 3, 2011, Professor McCabe juried presentation of Health Reform and Persons with Disabilities: Ensuring the

“Bridge to Reform” is not a “Bridge to Nowhere,” and juried poster “It’s all about the implementation: How health reform’s implementation details will impact persons with disabilities and chronic conditions.”

Professor Florence Roisman participated in a conference at American University’s Washington College of Law in Washington, D.C. on Sept. 24, 2011. The conference, co-sponsored by UC Davis School of Law and the Baldy Center for Law & Social Policy, was called “ClassCrits IV: Criminalizing Economic Inequality,” and Professor Roisman spoke on a panel entitled “Brick by Brick: Understanding Systems of Domination in the Core Curriculum.”

Winners of the Honorable Robert H. Staton

Intramural Moot Court Competition were determined during the final championship round held in the Indiana Supreme Court on Monday evening, Nov. 7, 2011. The team of Nabeela Virjee and Robert Karanovich emerged as the winners. The runners-up were Sara Bowers and Anne Medlin Lowe. The judges also named Nabeela Virjee the top advocate in the championship round. After the final round, the Moot Court Board announced the winners of other Moot Court Society honors: Andrea Kochert, Best Advocate in the preliminary rounds; Sara Bowers, Best Brief. Friends of the Court honors for the practitioner and student most helpful during the Staton Competition went to: Practitioner, Christina Bellardo, a 2011 graduate of our school and member of the Moot Court Society’s Order of the Barristers; Student, Josh Levin, member of the Moot Court Society’s…

Procedures for Scheduling Law School Student Events/Meetings/

Table Requests

NOTE: If your student group is working with an “outside”

group (i.e. bar association, not-for-profit, etc.), please check with the Office of External Affairs

(Dean MacDougall), Rm. 355C, [email protected].

There may be special considerations depending on the nature of the event. Also, students are not able to

schedule events in the Atrium or Courtroom. If you wish to reserve either of these areas for “ student-only” events, please contact Regina Bennett ([email protected]) in the Student Affairs Office, Rm. 119.

These procedures must be followed for any room/table requests by student organizations:

1. Go to the Events Calendar to place a tentative hold for your meeting/event/table no later than five (5) business days prior to your event, meeting, etc.

2. Check the calendar for any conflicting activities already scheduled. If you event conflicts with an already scheduled speaker or significant event, it can hurt attendance for both.

3. Select the calendar for the room you want to use and make sure it is available at the date and time you want.

4. Click the “Submit Event” button on the top right of the calendar and enter all the required information about your event. Be sure to select the room you want, if using a room in the law school for the event, and be sure to include your name and e-mail address.

5. Fill out and submit an Event/Meeting/Table Request Form no later than five (5) business days prior to the event/meeting. (Requests are not accepted until two (2) weeks prior to the start of a semester.

Please submit your Event/Meeting/Table Request Form the same day you place your event hold on the Events Calendar.

* If your request has been approved, the event will appear on the Events Calendar within five (5) business days of your request.

* If your request is denied, your event will be deleted from the Events Calendar and the person who submitted the request will receive an e-mail from the Student Affairs Office.

Sister Heart Project 2012

The annual Sister Heart Project with the Indiana Women’s Prison will once again begin in February. This project was started in 2004 by Professor Mary Harter Mitchell with the hope of providing every woman in the Indiana Women’s Prision a small gift.

You will begin to see “pink” boxes in the front of the student mail folders and on the 3

rd

floor that will provide a place for any approved donations listed on each box. Most needed items include: lotion (body/hand), shampoo, deodorant, tooth paste and tooth brushes.

NOTE: If you have a physical condition which prevents you from walking down the stairway, please go to one of the two designated “safe rooms”

in the building: Rm. 267 or Rm. 387. Safe rooms will be checked by the fire department and persons located in these rooms will be carried to safety by fire department personnel in the event of an actual fire.

TORNADO WATCH: The “campus siren” will sound but evacuation is NOT required.

TORNADO WARNING: When a severe weather warning is activated by: sirens, Jag Alert, campus emergency alert radios, or law school personnel, evacuation is necessary. Evacuate immediately to the designated areas of the building not exposed to windows or other potential hazards from shattered glass. (Classrooms are now designated “shelter in place” locations with the installation of special laminate on the windows preventing flying glass and other debris from entering the classrooms.)

Please see the designated areas posted at the north elevators on each floor of the law school building. DO NOT use the underground parking garage as a shelter location.

Campus Police Escorts

Police escorts are available to students and Employees 24 hours a day. Please call 274-SAFE or 274-7233 between 6:00 p.m. and 2:00 a.m. if you are concerned about your personal safety.

Emergency phones are available in parking garages and in outside areas on campus. The outside campus phones are identified by yellow boxes and a distinctive blue light above them.

Emergency phones are also found in the hallways of some campus buildings. These provide free access for people on campus to request any type of assistance. All emergency phones are identified by the word EMERGENCY and connect to the IUPUI Safety Dispatch Center (911).

The IUPUI shuttle system operates Monday through Friday all year round, except during university recognized holidays. There are 3 shuttle routes: the Campus Route, North Campus Route, and HITS Express, complimentary of Parking &

Transportation Services and available to anyone in the university community. IUPUI has improved the Jags Express shuttle routes to meet your campus transportation needs. Additional parking is available just minutes from campus along Indiana Avenue and on 16th St. at Bush Stadium. The Jags Express lots offer convenient parking and easy transportation to campus. Buses leave every 10 minutes between the hours of 6:00 a.m. and 10:00 p.m., Monday – Friday.
