Implementation of the mandate of Government Regulation no. 10/2011 related to the procedure for the procurement of external loans and grants, which is further regulated by the Regulation of the Minister for National Development Planning/Head of the National Development Planning Agency no. 4/2011 regarding the procedure for Planning, Proposal, Evaluation, Monitoring and Evaluation of Projects Financed by Foreign Loans and Grants, the Ministry of National Development Planning/National Development Planning Agency has compiled and issued the List of Priority Foreign Loans Planned or Daftar Rencana Prioritas Pinjaman Luar Negeri (DRPPLN ) 2020 by Decree of the Minister of National Development Planning/Responsible for the National Development Planning Agency Number KEP.65/M.PPN/HK/06/2020. This document begins the first year of the medium-term foreign planning process in accordance with the new period of development of the Medium-Term National Development Plan (Rencana Pembagunan Jangka Menengah Nasional/RPJMN, which also constitutes the last phase of the Long-Term National Development Plan ( Rencana Pembagunan Jangka Panjang Nasional/RPJPN) 2005-2025. Consequently, DRPPLN 2020 contains the list of project proposals for external loans from ministries/agencies, local governments and state-owned enterprises (SOEs) in DRPLN- JM 2015-2019-including all revisions its-, which have met most of the readiness criteria required by the rules in force, and has continued with development partners for its funding indicator.

As the last phase of the long-term national development plan, the medium-term national development plan (Rencana Pembangunan Jangka Menengah Nasional/RPJMN) is expected to fulfill the various development programs that have been completed in the previous development phases in the long term. Some of the principles are that the loan is used transparently, responsibly, prudently and productively. For the year 2020, the DRPPLN was issued on June 30, 2020 by Regulation of the Minister of State Development/Head Mr. .

It contains the shortlisted project proposals from those listed in the planned medium-term external loans (Daftar Rencana Pinjaman Luar Negeri Jangka Menengah/DRPLN-JM are just the proposals that meet most of the required readiness criteria under the Regulation of the Minister of National Development Planning /Head of the National Development Planning Agency Number 4/2011 on the procedure for planning, proposing, assessing, monitoring and evaluating projects. The summary of the proposed projects in DRPPLN 2020 based on the implementing agencies is shown in Table 1, the share of allocation to infrastructure and non-infrastructure sectors is shown in Table 2, while a summary of projects by funding sources is shown in Table 3.
