NATIONAL FFA BOARD OF DIRECTORS Kansas City, Missouri
October 6, 1951
The meeting was called to order by Dr. W. T. Spanton, Chaim.an, in the President Hotel, Roan 44].. Those present were: E. J. Johnson, R. E. Naugher, H. B. SWanson, all of the Office of Filucation, Wash- ington, D. C.; Elvin Downs, Assistant State Supervisor Agricultural Education, Utah; A. P. Fatherree, State Supervisor Agricultural FA.u- cation, Mississippi; H. N. Hansucker, State Supervisor Agricultural Education, West Virginia; Carl M. Humphrey, State .Director Agricul- tural F,clucation, Missouri; Dowell J. Howard, National. Treasurer, and A.
w.
Tenney, National Executive Secretary.A report was made by the executive secretary on the various activities relating to the convention.
The national advisor gave a detailed report on the :illegal use of the FFA enblsn.
The national advisor reviewed the new constitution 'With the Board.
It was moved by Mr. Humphrey that the wording of Article IV, Section A, be changed to read as follows: After the words "Board of Directors" in the first line, the following words should be inserted-
"On the reeamnendation of the Board of Student Officers and delegates at any national FFA Convention"; motion seconded by Naugher and passed.
It was recamn.ended by the Board of Student Officers that the American Fanner Applicants fran North Carolina, Pennsylvania, Virginia and James Barlass fran Wisconsin, 'Who were not recamnended for the · Degree in July, be recamnended for that degree.
It was moved by Swanson that the recamnendation of the Board of Student Officers concerning the above candidates be approved;
motion seconded by Johnson and carried.
The executive secretary presented letters fran the Officials of the Minnesota Association recamnending Mr. Holand for the Honorary American Fanner De.gree. A.rter due consideration, it was moved by Mr. Humphrey that Mr. Holand not be recamnended for that degree;
motion seconded by Mr. swanson and carried.
It was moved by Mr. Johnson that i f t:ime permits, Bob Snith be given a n opportunity to tell of the Young Fanner Program befcr e those in attendance at the convention; motion seconded by Naugher and carried.

The Rhode Island situation was presented to the Board. The executive secretary explained that Rhode Island was not in good
standing because national dues were not paid during the year 1950-51.
Since dues have been received fran that association for 1951-52 along with other materials requested, it was reccmmended that Rhode Island be reinstated. It was moved by Mr. Fatherree that Rhode Island be reinstated; motion seconded by Hansucker and carried.
The offer made by the president of Sears-Roebuck and Canpany to furnish a Sears plane for the annual officers' goodwill tour was discussed. It was moved by Mr. Naugher that we accept this offer;
motion seconded by Mr. Downs and carried.
A request frcm the Future Fanners of Japan for aid in developing sound working principles was discussed by the Board. A request fran the FAO that the FFA undertake an international project relating to the developnent of dE111ocratic principles in youth organizations in
other lands was also discussed. It was moved by Mr. Hansucker that the executive secretary be authorized to proceed in investigating the need for a project to develop and maintain democracy and that if advisable, undertake the establishment of such a project; motion seconded by Mr. Fatherree and carried.
It was moved by Mr. Johnson that the national FFA budget be amended to authorize the expenditure of $101000 or such amount as may be necessary in the opinion of the Boards of Student Officers and Directors for the investigation and development of the international democracy project; motion seconded by Mr. Fatherree and carried.
A request fran the :Michigan Association for the developnent
of a third edition of "Future Fanners of America in Action" was presented to the Board. It was moved by Mr. Fatherree that the Executive Secretary proceed in preparing a new brochure; motion seconded by Mr. DolVIls and carried.
The Board of Student Officers reviewed all candidates that have been rejected for the .American Farmer Degree and suggested that no
more applicants be recamnenEled this year. It was moved by Mr. Hansucker to accept the above recamnendation of the Board of Student Officers;
motion seconded by Mr. Fatherree and carried.
A request fran the Colorado Association that a part for the Sentinel be included in the Manual was presented to the Board. It was moved by Mr. Do"Wlls that the Executive Secretary collect ceremonies for
the Sentinel and subnit than to the Board of Student Officers in
January for consideration and adoption; motion seconded by Mr. Naugher and carried.
It was moved by Mr. Johnson that in canpliance with the request

It was moved by Mr. Hansucker that the executive secretary poll the states concerning the starting of a national magazine and that the summary of results be subni tted to the January meeting of the
Board of Directors; motion seconded by Mr. Naugher and carried.
A request frcm the Michigan Association that a sweetheart jacket be used as a jacket for FFA auxiliary manbers was presented.
It was moved by Mr. Downs that the sweetheart jacket not be used by FFA auxiliary members as their official jacket; motion seconded by Hansucker. and carried.
It -qs moved by Mr. Tenney that itEms sold by the Future Fanners Supply Service be open for canpetitive bidding at intervals not to exceed three years; motion seconded by Mr. Fatherree and
carried. ·
It was moved by Mr. Fatherree that the executive secretary be instructed to draw up specific standards for all. supplies
handled by the Future Farmers Supply Service; motion seconded by
Mr. Johnson and carried. ·
It was moved by Mr. Fatherree, seconded by Mr. Humphrey, - and carried, that steps be taken by the Board of Directors of the Future Farmers of America to bring suit in the courts, if necessary against any canpany, or concern, or individual that is manufacturing and/or selling FFA :supplies bearing the emblem of the
FFA, the letters, "FFA", or the words, 11Future Fanners of American without authorization of the National Board of Directors of the Future Fanners of America.
