The purpose of an occupational health and safety management system is to provide a framework for managing occupational health and safety risks and opportunities. Implementing an occupational health and safety management system in accordance with this document enables an organization to manage its occupational health and safety risks and improve its occupational health and safety performance. An occupational health and safety management system can help an organization meet its legal requirements and other requirements.

The implementation of the OH&S management system is a strategic and operational decision of the organization. The success of an OH&S management system depends on the leadership, commitment and cooperation of all levels and functions of the organization. The OH&S management system approach used in this document is based on the Plan-Do-Check-Act (PDCA) concept.

This document contains requirements that an organization can use to implement an OH&S management system and to assess compliance. This document helps an organization achieve the intended results of its occupational safety and health management system. According to the organization's OH&S policy, the planned results of the OH&S management system include: .. a) continuous improvement of OH&S efficiency;.

This constitutes one of the common terms and essential definitions for ISO management system standards given in Annex SL of the ISO Consolidated Annex to the ISO/IEC Directives, Part 1. Note 1 to the entry has been added to clarify the relationship of nonconformities to the requirements of this document and with the organization's own requirements for its OH&S management system. occurrence arising out of, or in the course of, work which results or may result in injury and ill health C主监).

NOTE Work environment risks and work environment opportunities can result in other risks and other opportunities for the organization. The organization must establish, implement and maintain a process(es) to: .. a) determine and have access to up-to-date legal and other requirements applicable to its hazards, occupational health risks and occupational health management system;. The organization must maintain and store documented information about its legal and other requirements and must ensure that it is updated to reflect any changes.

NOTE Legal and other requirements may result in risks and opportunities for the organization. The organization should consider the hierarchy of controls [see .8..l.2.) and the outputs from the OH&S management system when planning to take action. When planning its actions, the organization must consider best practices, technology options, and financial, operational, and business requirements.

The organization must communicate externally information relevant to the OH&S management system, as determined by the organization's communication processes and taking into account its legal and other requirements. Documented information of external origin, which the organization has determined is necessary for the planning and operation of the welfare management system, should be identified and controlled where necessary. At workplaces with multiple employers, the organization coordinates the relevant parts of the occupational health and safety management system with the other organizations.

The organization must ensure that contractors and their workers meet the requirements of its OH&S management system. The organization shall ensure that its outsourcing arrangements comply with legal and other requirements and with the achievement of the intended outcomes of the safety and security management system. The organization must evaluate OH&S performance and determine the effectiveness of the OH&S management system.

Once the organization has adopted them, they are processed when planning and establishing the working environment management system. An organization has the freedom and flexibility to define the boundaries and applicability of the occupational health and safety management system. The credibility of the organization's occupational health and safety management system will depend on the choice of boundaries.

The scope is a factual and representative statement of the organization's activities included within its occupational safety and health management system boundaries that must not mislead interested parties. Those involved in the organization's OH&S management system should clearly understand their role, responsibility(s) and authority(ies) to achieve the intended results of the OH&S management system. Other risks for the OH&S management system must also be assessed using appropriate methods.

The implementation of the actions taken is expected to achieve the intended results of the occupational health and safety management system. Monitoring can be applied to the occupational health and safety management system, to processes or to controls. The scope of the audit program should be based on the complexity and maturity of the occupational health and safety management system.

The organization's procurement process(es) should define and apply occupational health and safety criteria for contractor selection. NOTE It may be useful to include the occupational health and safety criteria for contractor selection in the contractual documents. The controls to be applied to these functions and processes must be defined within the occupational health and safety management system.

NOTE Coordination with external suppliers can help an organization address any impact that outsourcing has on well-being performance.

The organization must ensure that monitoring and measuring equipment is calibrated or verified, as appropriate, and used and maintained appropriately. NOTE There may be legal requirements or other requirements (e.g. national or international standards) regarding the calibration or verification of monitoring and measuring equipment. Organizations may be subject to requirements related to the OH&S management system that mandate the use of specific terms and their meaning. An understanding of an organization's context is used to create, implement, maintain and continuously improve its OH&S management system. The scope and applicability may include the entire organization, or a particular part of the organization, provided that the senior management of that part of the organization has its own functions, responsibilities and authorities for establishing an OH&S management system.

The H&S policy is a set of principles set out as commitments in which top management sets out the long-term direction of the organization to support and continuously improve its H&S performance. The H&S policy provides an overall sense of direction, as well as a framework for the organization to set its objectives and take actions to achieve the intended outcomes of the H&S management system. These obligations are then reflected in the processes an organization establishes to ensure a robust, credible and reliable H&S management system [including addressing the specific requirements in this document].

The term "minimize" is used in relation to OH&S risks to outline the organisation's aspirations for its OH&S management system. The consultation and participation of workers, and, where they exist, worker representatives, can be key factors of success for a BG&E. management system and should be encouraged by the processes established by the organization. Planning is not a single event, but an ongoing process, which anticipates changing circumstances and continuously determines risks and opportunities, both for the workers and for the OH&S -management system.

The actions planned must be primarily managed by the BH&S management system and must involve integration with other business processes, such as those established for the management of the environment, quality, business continuity, risk, financial or human resources. The objectives must be linked to risks and opportunities and performance criteria that the organization has identified as essential for achieving the intended outcomes of the H&S management system. The organization is not required to establish H&S objectives for each risk and opportunity it determines.

In addition to workers [especially temporary workers, contractors, visitors and other parties must be aware of the occupational health and safety risks to which they are exposed. Depending on the nature of an anticipated change, the organization may use one or more appropriate methods (eg design review) to assess the OSH risks and OSH opportunities of the change. The organization's procurement process(es) should address requirements, including e.g. supplies, equipment, raw materials and other goods and related services purchased by the organization to comply with the organization's health and safety management system.

Performance evaluation is an activity undertaken to determine the appropriateness-suitability and effectiveness of the subject to achieve the established objectives of the OH&S management system.
