OPTIMIZATION OF USE OF INDONESIA PORT INTEGRATION SYSTEM (INAPORTNET) IN SERVICE CLEARANCE IN AND CLEARANCE OUT BY THE OFFICE OF THE PORT AUTHORITY CLASS II PALEMBANG

Abstract
The Harbor Master’s Office of the Class II Palembang Port Authority is a technical implementing unit within The Ministry of Transportation in the waters of Palembang and its surroundings is under and directly responsible to the Director General of Sea Transportation. This study aims to determine the application of the use of the Indonesia Port Integration System (INAPORTNET) in service Clearance In And Clearance Outing the area of the Office of the Harbor Master of Class II Palembang Port Authority. This problem refers to Ministerial Regulation Number 93 of 2013 concerning the Organization and Business of Sea Transportation, Ministerial Regulation Number 93 of 2013 concerning the Organization of Business Related to Transportation in Waters, and Ministerial Regulation Number of 8 of 2022 concerning Procedures for Ship Service Through INAPORTNET.
The result of the study are: 1) Implementation of the use of Inaportnet by Office Harbor Master of Class II Palembang Port Authority in clearance services not optimal because there are obstacles in its implementation. 2) Obstacles faced by shipping company agencies and the Harbor Master’s Office of the Class II Palembang Port Authority in the use of Inaportnet in carrying out clearance services, including expired documents, lack of training and socialization, and weak internet network. 3) Efforts that can be made by the shipping company agency and the Palembang Class II Port Authority Harbor Master’s Office in dealing with obstacles that occur include extending expired certificates so that when uploading certificates to the system Inaportnet. There are no problems that could hinder the clearance process and socialization including training is carried out so that service users can Inaportnet do not feel confused in the stages of using the service Inaportnet can increase internet speed so that there are no problems related to the internet network when uploading data to the system.Inaportnet.

A. Tinjauan Pustaka 1. Introduction
Several regions in Indonesia have implemented the System Inaportnet which is used in ship arrival and departure services, one of the areas that has implemented the system Inaportnet namely at the Office of the Harbor Master and Class II Port Authority of Palembang and Boom Baru Port Which is one of the large ports in the province of South Sumatra, the port must have a system that has the ability to make services more effective and efficient.
However, in its implementation it has not been fully maximized. There are still some agents who do not fully understand how to use the system.Inaportnet, and sometimes experience system disruptions that slow down service to ships at the Port. Therefore, the author feels the need to conduct research on the system Inaportnet which is implemented at the Office of the Harbor Master of the Class II Palembang Port Authority, especially in terms of the use and understanding of service users regarding Inaportnet, which is poured into a thesis entitled “Optimization of usage Inaportnet in service clearance in and clearance out by the Office of the Harbor Master of Class II Palembang Port Authority”
2. Research Method
This research uses a qualitative descriptive method. Descriptive method is research that attempts to explain or describe phenomena or relationships between the phenomena being studied systematically, actually and accurately.
The purpose of descriptive research is to create a systematic description and picture, to find information based on real events, to identify problems with the support of accurate real evidence. In this study, the method used by the researcher is a qualitative that occur at the time the research is conducted and to obtain results from real data.
3. Results and Discussion
3.1 Data Presentation
The data presented in this chapter will be described descriptively, obtained from the results of
observations, interviews, and survey results on agent understanding when using the
system.Indonesia Port Integration System (INAPORTNET) in service clearance in and clearance out at
the Office of the Harbor Master of Class II Palembang Port Authority. By presenting the results of the
survey google from which was distributed to shipping agents at the Class II KSOP Office in
Palembang.
3.2 Data Analysis
Technical data analysis is a step used to analyze research data using a method or can be interpreted as a step to process data to become accurate information so that the data is east to understand and produces conclusions from the research.
According to Sugiyono (2010:355) data analysis techniques are the process of searching for data, systematically compiling data obtained from interview results, field notes and documentation by organizing data into categories, describing them into units, synthesizing them, compiling them into patterns, choosing what is important and what will be studied and making conclusions that they are easy to understand by oneself and others.
In analyzing the theoretical basis is needed that is related to the research conducted so that accurate analysis results are obtained. The analysis used in this study was carried out through observation with a descriptive method, namely by providing a description of the facts that actually occur in the field systematically and carefully, to then be compared with existing theories so that solutions can be provided for the problem after the research made observations regarding the obstacles faced by shipping agents and service officers at the Harbor master’s Office and Class II Palembang Port Authority in managing the process clearance in and clearance out boat.
3.3 Discussion
1) Implementation of use Inaportnet in service clearance by the Shipping Company at the Office of the Harbor Master of the Class II Palembang Port Authority.
Based on the author’s research conducted at the Office of the Harbor Master of Class II Palembang Port Authority, the author obtained research results and obtained information from interviews with Operational Staff, Section Heads, Harbor Master Employees and observation results. The information obtained by the author when carrying out field work practices can provide an overview of the implemented in service clearance by the Office of the Harbor Master of the Class II Palembang Port Authority:
a. Arrival notification service (clearance in) the ship uses a system Inaport in carried out by the Office of the Harbor Master of the Class II Palembang Port Authority.
1) The agent always monitors the ship’s position during the voyage and communicates with the ship, especially with the ship’s captain, to send … master cable to find out the estimated time when it will arrive. For the administration process clearance in the agent submits the ship arrival service within a maximum period of 1 x 24 hours, and the agent must first register the ship by submitting the agency designation to the system.Inaportnet to then be verified by the port organizer so that the ship service changes to ship news.
2) The agent completes the ship’s news data as completely as possible, then the ship’s
news is sent to the port organizer in the form of PKK (Ship Arrival Notification) to the
Harbor Master in the form of SPM (Entry Approval Letter). In the Verification process
by each agency, the time limit for providing a response to Inaportnet is 5 hours since the service was received. The following are the requirements for Ship Arrival Notification (PKK):

3) After the PKK AND SPM are approved, the PKK that has been verified by the port organizer, the BUP (Port Business Entity) sends the RPK-RO (Ship Mooring Plan and Operation Plan) data to the port organizer from the ship and Goods Service Request (PPKB) submitted as data from the PKK that has been verified. The data that goes to the port organizer in the form of PKK service is for ship mooring. The issuance of the pilotage SPK from the BUP, if the Commitment Making Officer (PPK) has been appointed by the port organizer, the Manuvering Approval Letter (SPOG) can be issued at least one hour after the pilotage SPK is issued. Then the pilotage SPK is issued, the ship can immediately contact the pilotage to moor the ship. Then what the agent does when the data Inaportnet verified are as follows:
a) Hold a pre-meeting at the One-Stop Service Center (PPSA) to determine pilotage hours and mooring time.
b) Holding a meeting to determine the bearth at the Harbor Master and KSOP and the agent.
c) Agents provide information to quarantine authorities for ship arrivals, which are then checked for issuance.Port Health Quarantine Clearance (PHQC) by attaching crew list.
4) When the ship arrives, the steps carried out by the shipping company agent are as follows:
a) After the ship has dropped anchor, the agent takes the documents and certificates to be processed for memorandum and processing clearance in and out. Before the documents and certificates are taken to the Harbor master.
b) The agent does Clearance Health Book to the quarantine authorities for ship inspection and PHQC submission. The agent attaches Health Book, Ships Sanitation well as Crew List.
b. Ship departure notification services (clearance out) ships by the Harbor Master’s Office of the Class II Palembang Port Authority with the system Inaportnet. 1) Document checking is carried out first and within 6 (six) hours before the ship leaves, the agent submits the ship exit service to the system.Inaportnet whose data is entered into the Port Organizer, LKK and LK3. Previously, the agent first made a ship departure report containing data manifest loading ship, crew data, ship certificate, and outbound guide. After all ship news is filled in completely and correctly, the agent then sends it to the Marine Traffic. Management Information System (SIMLALA) and then verifies whether there is a revision or is correct. The verified LKK that has been verified will be directly responded to by the Non-Online Tax Service System (SIMPONI) for the issuance of the code billing then the agent makes the payment of Non-Tax State Revenue (PNPB) Labuh from the code billing that has been obtained. If the payment has been made by the agent, them the LK3 can be verified immediately and the data can be entered into the Harbor Master so that the data can be verified so that the SPB can be issued. The issuance of the SPOG is a least 1 (one) hour since the sailing approval letter is issued. For administrative purposes clearance out. The ship agent attaches documents reporting the arrival and departure of the ship, proof of anchorage, proof of Vessel Traffic System (VTS), crew list, memorandum, manifest load, Master Sailing Declaration. Within 1x 24 jam hours the agent will notigy the departure to the KSOP Class II Palembang. The following are the requirements for the Ship Arrival and ship Departure Report (LK3):

2) After all documents and certificates are safe after being checked, the agent brings the documents and certificates back to the ship for further delivery to recheck by the ship's captain.
3) After the process clearance the sailing agreement letter has been completed and all administrative requirements for the ship have been paid for. The agent makes a ship report to the anchoring and mooring crew to confirm the ship's departure, then after On Board The ship departs to continue its journey to the next port. The validity period of the SPB at the port before departing to the next port is 1 x 24 hours.
In practice, the shipping company agents do not operate in accordance with the stages of using Inapotnet in their services clearance because there are obstacles in the smooth implementation of the use Inaportnet in the form of expired documents, lack of training and socialization and weak internet network connections which result in suboptimal use.Inaportnet so it can disrupt the smooth running of the process clearance in And clearance out.

Based on the results of observations, interviews and questionnaire distribution, several causes of obstacles in implementing the use of Inaportnet in service clearance.
