Constitution of the Indiana University Faculty
IUPUI in the State System
The Executive Vice President and Chancellor (Indianapolis) provides executive oversight and leadership at IUPUI on behalf of the President, while also participating in the central planning and related functions of the Office of the President. The Office of the Executive Vice President and Chancellor (Indianapolis) is the conduit through which IUPUI officers communicate with Indiana University's central administration.
The Indiana Commission for Higher Education
An elected IUPUI Faculty Council has a central role in providing for faculty participation in institutional governance. There is also an elected Staff Council, which represents the clerical, technical and professional staff.

More information about the Faculty Council and these committees appears in the Constitution and Bylaws below. Assignments are based primarily on the responses to the annual Committee preference sheets circulated by the IUPUI Faculty Council Office.
Constitution of the IUPUI Faculty
One hundred voting members of the faculty constitute a quorum for a meeting of the faculty. The president must be the vice-chairman of the faculty or his appointee.
Bylaws of the IUPUI Faculty
The chairman of the committee is elected from among and by the committee's members. Further appeals by the complainant may be made to the President of the University and the Board of Trustees.
IUPUI Policy on School or Program Structuring
The activities of the boards and the faculty's complaints panel must be carried out in confidence. If a prior notice is not sent no later than two weeks before the meeting, approval by 2/3 of the total number of members of the faculty council is required.
Merger, Reorganization and Elimination of Academic Units and Programs Involving Core Schools
They will be invited to refer their concerns to the ad hoc Mine Warning Review Committee or the Faculty Council Executive Committee on their campus. The report is also sent to the UFC Executive Committee and the parallel committees of the BFC and IFC.
Administrative Organization
Every effort will be made to enable students enrolled in degree programs at the time of reorganization to complete the requirements for those degrees. Faculty members and librarians who object to the personal consequences of the reorganization of academic units and programs may file an appeal with the Faculty Review Board at their original campus of residence.
Administrative Committees
This committee is responsible for reviewing applications for Chancellor's Professorship and recommending finalists to the Chancellor of IUPUI. The aim of this committee is to promote the reduction, reuse and recycling of waste materials.
Administrative Titles
This committee acts as an internal extension of the Food and Drug Administration (FDA), expediting the review of protocols and eliminating the need to file a Notice of Claimed Investigational Exemption for a New Drug (IND) form in certain circumstances file with the FDA. . This committee reviews applications for sabbatical leave and makes recommendations, based on specified criteria and standards, to the IUPUI Chancellor through the Dean of Faculties.
Associate Dean and Assistant Dean (See Section Two)
The RDRC is the administrative body responsible for the use of radioactive materials in human research subjects for the purpose of obtaining basic information about human physiology, pathophysiology or biochemistry, but not intended for immediate therapeutic, diagnostic or similar purposes or to determine safety. and the effectiveness of a drug in humans.
Search and Screen Procedures for Administrators
The search committee will review the job description and may recommend changes to the Chancellor. The search committee will submit written recommendations to the Chancellor as required in the charge.
Review Procedures for IUPUI Administrators

Program Review
In the case of a study conducted in connection with a comprehensive assessment, the tabular results of the study will be reflected in the draft and final reports as provided in Article 8 above. In the case of an initial investigation of a dean, the Provost/Chancellor will prepare a summary report of the investigation results included in the table, in accordance with the consultation procedures set forth in Article 9 above.

Lecturer Appointments
Salaries for lecturers and senior lecturers should be commensurate with their education, qualifications, experience and responsibilities within their positions. Lecturers and senior lecturers will follow the same procedures as tenure-track faculty members to do so.
Research Associate
These recommendations should be based on the teaching and service mission, goals, and needs of the department or division. The Dean of School and Dean of Faculties for IUPUI will review and act on requests.
Scientist/Scholar
Support for professional development should contribute to the development of pedagogical practice and should be equivalent to that provided to faculty employees. Lecturers and senior lecturers have the right to petition the School Grievance Committees and the IUPUI Campus Faculty Review Board for redress of grievances related to dismissal, non-reappointment, academic freedom, salary adjustment, or other working conditions.

The chair of a department or director of a division will recommend the creation of new faculty positions.
Academic Specialist
An academic specialist may be appointed to a department, school, center, or academic service unit, subject to approval by the unit's senior academic administrative officer and the dean of faculties. Academic Specialists are employees of Indiana University and are subject to IUPUI and Indiana University regulations, including academic policies, including, but not limited to, policies regarding academic ethics, sexual harassment, and nondiscrimination.

Assistant Dean
Appointment as Assistant Dean will not alter, increase or diminish the responsibilities, rights, and privileges already inherent in being an academic or professional administrative staff member, as applicable, of IUPUI and Indiana University. Community scholars are expected to have expertise through experience or training that prepares them to contribute to the educational achievement of students in community-based learning. The Community Scholar differs from an adjunct appointment in not having direct responsibility and authority for teaching (i.e., awarding credit), research (i.e., receiving grants or contracts), or implementing service (i.e., committing the institution). Policy on Three-Year Formative Review of Tenure-Probationary Faculty and Librarians
The term "third year" refers to the third full academic year following the tenure of the probationary faculty member. The purpose of the AUDIT shall be to assist the tenure-track faculty member to be successful.
Fourth Year Review
A copy of any review report, whether from committees, the chair, or the dean, will be communicated to the faculty member under review within three days of completion. To ensure that the REVIEW is properly conducted for all applicable faculty members on probation, the dean of each school will be responsible for submitting copies to the chair or dean and to the committees.
Tenure Review
The REVIEW and its findings will NOT be used by the department chair or the school dean, or the Office of the Dean of Faculties, as the basis for a tenure decision, a landmark decision, a reappointment or non-reappointment decision, or any similar personnel action .

Exceptions to the Probationary Period
The case must be based on the merits of the applicant's achievements, which must be comparable to the merits of candidates who have completed the entire probationary period. Prior notification and approval of the faculty member's administrative staff is required before commencing overload activities. Questions regarding faculty overload that cannot be resolved at the academic unit level should be directed to the Dean of Faculty Office at IUPUI.

IUPUI Admission Policy
IUPUI Forgiveness Policy
The policy is not available to a student pursuing a degree after a first undergraduate degree, regardless of second degree level or place where the first degree was awarded. Invoking the forgiveness option does not preclude a student from using other options available for substituting course-specific grades for work completed after re-enrollment.
Grade Replacement Policy
If the request is approved, the dean of the school granting the request will have the authority to impose terms or conditions for the student's continued enrollment and may delegate such authority to readmission committees or other administrative officials. Invoking the forgiveness option does not preclude a student from using a grade substitution for work completed after re-enrollment, as defined in the Forgiveness Policy.

Religious Observance and Class Attendance

Faculty Involvement in Academic Affairs
The respective roles of faculty and administration in budgetary matters provide a basis for collective action in addressing problems when it comes to the financial health of the institution. The nature of the campus Budget Affairs Committee places it in a unique position to detect impending financial difficulties.
Impending Financial Difficulties
The plan will also be reviewed by the campus Budget Affairs Committee when the school or unit budget committee and the dean are in disagreement. At any time, the school or unit budget committee may request information from or communicate its concerns to the campus Budget Affairs Committee.
Financial Crisis
Upon notification by the Chancellor's Office of the circumstances indicating the existence of a crisis, the school or unit budget committee and the dean must jointly participate in the formulation of a plan to address the problem. Upon receipt of the recommendations of the campus Budget Affairs Committee, the Chancellor will implement the plan (as amended or approved).
