Overview

Introduction

Education and counseling are cornerstones of the program and aim to alert student-athletes and coaches to the potential harm of substance abuse. Education and counseling are supplemented with a drug and alcohol testing component as studies have shown that education alone is not a sufficient deterrent to drug use. The IUPUI drug testing protocol is designed to be fair, to achieve reliability of test results, and to protect the privacy rights of the student-athlete.

This program and its administration are subject to change by the Drug and Alcohol Education and Testing Committee. However, any change shall be made only by action of the Director of Athletics upon approval by the Chancellor of the University and shall not be retroactive. Any changes or amendments shall apply to and apply to all student-athletes upon notification and confirmation by such student-athletes that the program is so amended or modified.

Although this is a student-athlete-based program, student support staff such as cheerleaders, student managers, and student trainers may be included.

Educational Component

Test results will not be shared with anyone except in accordance with this program or as otherwise required by law. After initially agreeing to such testing, the program will be deemed to have decided not to participate in the program and will be immediately removed from all athletic activities, resulting in the loss of financial aid. Educate the student-athlete and other appropriate personnel about the problems associated with drug and alcohol abuse and how such use can adversely affect the student-athlete and his/her team and teammates.

Each team and coaching staff will meet annually for educational sessions that will focus on, but not be limited to, information regarding the dangers of using performance-enhancing drugs, illegal drugs and alcohol. All absences will result in the student-athlete having to attend a makeup session. Athletic trainers, student athletic trainers, team doctors and other responsible personnel must participate in these educational sessions.

Appropriate athletic department personnel are expected to attend NCAA drug and alcohol education seminars, national clinics and seminars, and participate in drug department education courses to stay informed of current information.

Counseling Component

Safe Harbor Program

A student-athlete will be permitted to participate in the Safe Harbor program only once during their athletic eligibility at IUPUI. While in compliance with the Safe Harbor Program treatment plan, the student-athlete will not be included on the list of students eligible for random drug testing by IUPUI. Students in the Safe Harbor program may be selected for drug testing by the NCAA.

The director of athletics, assistant AD for sports medicine, the Office of Athletics Compliance, the student-athlete's head coach, and the team physician may be notified of the student's participation in Safe Harbor. Other university employees may only be informed to the extent necessary for the implementation of this policy. If the student-athlete is determined to be using new substances after the initial testing of the Safe Harbor Program (as determined by follow-up testing), or is not adhering to the Safe Harbor Treatment Plan, the student-athlete will be removed from the Safe Harbor Program deleted. Harbor Program and be subject to appropriate sanctions as described in the IUPUI.

Participation in the Safe Harbor Program will be treated as a positive test as it relates to sanctions, and any positive test after the first test in the Safe Harbor Program will be treated as the next positive test.

Drug Testing Component

As part of the student-athlete's annual pre-season medical examination, an initial urine sample may be collected from each participant. Upon notification, the Office of Athletic Compliance will notify the student-athlete of the positive result. The team physician, head coach, director of athletics, and staff athletic trainer will also be notified of the student-athlete's positive test result.

All individuals with previous positive drug test results will be subject to unannounced drug testing as part of their treatment program during their athletic eligibility. Regardless of test results, random drug testing will be conducted on an unannounced basis throughout the calendar year. Based on “reasonable suspicion” that a student-athlete is using drugs inappropriately, the student-athlete will be tested according to the random drug testing protocol.

In addition, all student-athletes who tested positive will undergo further testing.

Specimen Collection Guidelines (Provided by Drug Free Sport)

Once a sample has been provided that meets the specific weight and pH parameters at the site, the student-athlete will select a sample collection kit from an inventory of such. The sample processor will open the kit, demonstrate to the student-athlete that the vials are securely sealed, open the plastic, and open the A vial's lid. The sample processor will tightly close the lids on each vial and then seal each vial using the vial seals attached to the CCF; ensure that seals are tightly attached to the vials without tears or loose areas.

The sample handler will place the laboratory copy of the CCF in the back pouch of the plastic bag and the vials in the front pouch of the same bag. When the two split samples are collected and packaged, care should be taken to place one sample in the shipping container for shipment to the "drug abuse" laboratory and one sample in the shipping container for shipment to "anabolic steroids." laboratory. After the collection is completed, the samples will be forwarded to the laboratory, and copies of any forms will be sent to authorized persons.

If the student-athlete does not comply with the collection process, the collector will notify IUPUI and Drug Free Sports.

Responses to Test Results

The sample processor should pour urine into vials above the minimum volume level (35 ml in A bottle; 15 ml in B bottle) and pour as much urine into vials as possible, being careful not to exceed the maximum levels (90 ml in A bottle). does not exceed; 60 ml in B bottle). The sample processor must then collect all necessary signatures (collector, donor, witness and collector/sample processor) and dates/times where indicated on the CCF.

First Positive Test

The student-athlete will be suspended from the intercollegiate athletics program for one calendar year. To be eligible to return as a student-athlete, the individual must undergo mandatory counseling and/or treatment including unannounced retesting as directed by the Team Physician.

Third Positive Test

Reinstatement

Appeals

The student-athlete will be given the opportunity to decline the proposed sanctions or reasonable ones. The Appeals Committee renders a decision within five business days of each hearing and will notify the student-athlete, head coach, team physician, director of athletics and the Office of Athletics Compliance in writing of its decision. The team doctor will keep a written record of the appeal committee's decision, including all evidence that the committee assesses.
