According to Article 41 of the Minister of National Development Planning/Head of the National Development Planning Agency No. 4/2011 on the Procedure for Planning, Proposal, Assessment, Monitoring and Evaluation of Projects Financed by External Loans and Grants, grants must be used to support national development programs , resilience to natural disasters and to provide humanitarian assistance. It has therefore been administered through a rigorous planning process under the coordination and supervision of The National Development Planning Agency (Bappenas), as the main body responsible for national development planning. For the year 2021, the DRKH 2021 is adopted through the decree of the Minister of National Development Planning/Head of the National Development Planning Agency (Bappenas) number KEP.133/M.PPN/HK/12/2021 on the list of planned subsidy projects (DRKH) Year 2021 (Daftar Rencana Activity Hibah Tahun 2021).

With the entry into force of this document, it is expected that ministries/agencies whose proposed projects are included in the DRKH 2021 will be able to use this document as a guideline to prepare the implementation of the projects, so that the result can be used to support the achievement of national development goals. According to Government Ordinance No. 10/2011 on the procedure for the procurement of external loans and grants, the Indonesian government can receive grants to support national development programs to deal with the consequences of natural disasters and to provide humanitarian assistance. The DRKH 2021 is established by Decree of the Minister of National Development Planning/Head of the National Development Planning Service (Bappenas) number KEP.133/M.PPN/HK/12/2021 on the List of Planned Grant Projects (DRKH) Year 2021 ( Daftar Rencana Kegiatan Hibah Tahun 2021).

Background and Justification

Virus Disease 2019 (COVID-19) outbreak, which has a very significant effect on the social and economic life of people in urban areas. In line with the policies of the President and the Minister of Public Works and the Minister of Housing, the DFAT program will be an instrument of government assistance to the community to restore social and economic conditions due to COVID-19 impacts through the implementation of activities with cash for Labor and Labor Intensive Methods in infrastructure improvement and/or development settlement.

The project supports the achievement of RPJMN 2020-2024 targets, specifically under National Priority 2 (Regional Development for the Reduction of Inequality) and National Priority 6 (Development of the Environment, Increasing disaster resilience and climate change). The project objective is also aligned with National Urban Policy and Low Carbon Development Policy in RPJMN.

Project title: Improving the capacity and quality of services as referral care in response to the COVID-19 pandemic in Referral care in response to the COVID-19 pandemic at Universitas Brawijaya Malang Technical Hospital. As a compulsory teaching hospital in a government university, Brawijaya University Teaching Hospital (Rumah Sakit Universitas Brawijaya-RSUB) plays a central role in the academic health system in Malang Raya and East Java. The prolonged Covid-19 pandemic calls for a key role for RSUB to contribute, as evidenced by its responsibility as one of the reference laboratories in the province of East Java.

With a strong commitment to contributing to the containment of the Covid 19 pandemic, the RSUB has increased its peak capacity through the development of a temporary laboratory unit, an emergency isolation transit area, an outpatient clinic and an isolation ward, as well as "a safe house". The increasing trend of Covid 19 cases and their severity points to the need to strengthen RSUB capacity as part of the Covid 19 referral system within Malang and East Java. Therefore, in order to increase its capacity, the RSUB needs to scale up the capacity and the quality of the Covid 19 service unit, which is also important in the long term to manage infectious disease problems.

In addition, East Java and Malang Raya are one of the tourist destinations and play a central role in trade and higher education in Indonesia. The activities of construction and development of infrastructure to deal with Covid-19 at RSUB were carried out in conjunction with activities to increase the capacity of the teaching hospital at Brawijaya University. This non-refundable activity complements the RSUB construction and adds equipment specifically for Covid-19 services.

Project title: Contribution to Indonesia's COVID-19 response through short-term measures. Regarding curative services, the University of Hasanuddin Teaching Hospital (Rumah Sakit Universitas Hasanuddin-RS Unhas), has been established as a referral center for Covid-19 patients (Governor's Decree No. 955/III/2020). Although the hospital has 200 beds, it does not have, but does have an isolation room/intensive care unit (ICU) based on the WHO standard regarding airborne infectious disease.

Currently, the microbiology laboratory of the hospital is designated as a reference laboratory for testing swabs using the PCR method (Act of the Ministry of Health HK.01.07/Menkes.
