Abstrak
Pengawasan Penggunaan Kendaraan Dinas Berdasarkan Peraturan Daerah Kota Tanjungpinang Nomor 5 Tahun 2008 Tentang Pengelolaan Barang Milik Daerah, berdasarkan fenomena yang sering terjadi yaitu pelanggaran terhadap penggunaan kendaraan dinas diluar jam operasional yang mempunyai wewenang dalam pengawasan yaitu walikota dan dibantu oleh kepala instansi/unit kerja yang berfungsi melakukan pengawasan internal dalam ruang lingkup instansinya masing-masing. Rumusan masalah dalam penelitian ini ialah bagaimana ketentuan pengawasan penggunaan kendaraan dinas berdasarkan peraturan daerah kota tanjungpinang nomor 5 tahun 2008. Adapun tujuan dalam penelitian ini ialah untuk mengetahui dan mempelajari ketentuan pengawasan penggunaan kendaraan dinas berdasarkan peraturan daerah kota tanjungpiang nomor 5 tahun 2008.
Metode penelitian ini menggunakan metode yuridis normatif dengan pendekatan studi dokumen dengan sumber bahan hukum seperti peraturan perundang- undangan dan bahan hukum lainnya. Hasil penelitian penulis ketentuan penggunaan kendaraan dinas dikota Tanjungpinang belum memliki aturan yang jelas terkait penggunaan, pengawasan serta sanksi terhadap pelanggaran penggunaan kendaraan dinas, sehingga pelaksanaan pengawasan serta penerapan sanksinya berdasarkan peraturan daerah kota Tanjungpinang belum efektif.

Abstract
Supervision of the use of official vehicles based on the Tanjungpinang City Regional Regulation Number 5 of 2008 concerning the Management of Regional Property, based on a phenomenon that often occurs, namely violations of the use of official vehicles outside of operational hours who have the authority to supervise, namely the mayor and assisted by the head of the agency/work unit that functions to carry out internal control within the scope of their respective agencies. The formulation of the problem in this study is how the provisions for supervising the use of official vehicles are based on the Tanjungpinang city regulation number 5 of 2008. The purpose of this study is to find out and study the provisions for the supervision of the use of official vehicles based on the Tanjungpiang city regulation number 5 of 2008. This research method uses a normative juridical method with a document study approach with sources of legal materials such as legislation and other legal materials. The results of the author's research that the provisions for the use of official vehicles in the city of Tanjungpinang do not have clear rules regarding the use, supervision and sanctions for violations of the use of official vehicles, so that the implementation of supervision and the application of sanctions based on the regional regulations of the city of Tanjungpinang has not been effective.
