None of the funds made available to the Department of Energy under this Act shall be used to implement or finance approved premium assistance or loan guarantee programs, unless special provisions are made. The Secretary is authorized to accept lands, buildings, equipment, and other contributions from public and private sources and to prosecute projects in cooperation with other agencies, Federal, State, or private, provided that revenues received from the sale of products produced in facilities operated as part of the Department of Energy's programs granted under this Act shall be covered by the Treasury as miscellaneous receipts. For construction, major repairs, improvements, and equipment of medical and related ancillary facilities, including staff quarters; preparation of plans, specifications and drawings; obtaining locations; purchase and installation of portable buildings; purchase of a trailer; Provided, that these funds, in addition to other appropriations of the Smithsonian Institution, shall be available for payment in the foregoing c•1r1·ences: Provided, That none of these funds shall be made available to the Smithsonian arch foundation: Provided, That which you shall not exceed can be used for approval.

For necessary expenses for planning, construction, renovation and equipment of buildings and facilities in the National Zoological Park.
