These provisions are not intended to hinder research and development by foreign universities, research and development institutes, entities or persons in the territory of the Republic of Indonesia, but to protect the people, nation and state from possible harm that may result from such research. and development activities.

The Rights and Obligation of the Counterpart

The counterparty could agree to an agreement with the foreign researcher in terms of co-authorship of intellectual property rights, such as a patent, and any publication: books, magazines or scientific journals. A copy of all documents of agreement between the interlocutor and the foreign researcher must be forwarded to the Foreign Research Permit Secretariat, Ministry of Research and Technology.
On behalf of the foreign researcher, the counterparty must provide a presentation of a research proposal or a progress report and preliminary final report on the research results, if requested by the coordinating team.

The information includes personal details and the status of their relationship with the foreign university, research and development institution and entity.
Be responsible" means the sponsor's responsibility for research and development activities carried out by foreign universities, research and development institute, entity or person during their presence in the territory of the Republic of Indonesia to carry out research and development activities.
