PENGAWASAN BADAN KEHORMATAN DEWAN PERWAKILAN RAKYAT DAERAH DALAM PENEGAKAN KODE ETIK
(STUDI di DPRD KABUPATEN PESAWARAN) Oleh

Aturan yang memuat tugas dan kewenangan Badan Kehormatan telah diatur dalam Pasal 88 ayat (1) Peraturan Dewan Perwakilan Rakyat Daerah Peraturan DPRD Nomor 10 Tahun 2018 tentang Pedoman Penyusunan Peraturan Dewan Perwakilan Rakyat Daerah tentang Tata Tertib Dewan Perwakilan Rakyat Daerah. Diterangkan bahwa Badan Kehormatan DPRD mempunyai tugas ,meneliti dugaan pelanggaran terhadap sumpah/janji dan Kode Etik yang dilakukan Anggota DPRD. Berdasarkan hal tersebut terdapat pelanggaran terkait kode etik yaitu kasus asusila dan kasus pemalsuan ijazah oleh anggota DPRD Kabupaten Pesawaran.Maka tujuan pada penelitian ini adalah bagaimanakah pengawasan Badan Kehormatan Dewan Perwakilan Rakyat Daerah Kabupaten Pesawaran dalam penegakan kode etik. Metode yang digunakan adalah deskriptif kualitatif dengan pengumpulan data melalui observasi, dan dokumentasi. Teori yang digunakan yaitu teori pengawasan yang dikemukakan oleh Robbins and Coulter dalam Satriadi (2016) dengan menggunakan indikator Menetapkan standar (Standards), Pengukuran (Measurement), Membandingkan (Compare), Melakukan tindakan (Action).
Badan Kehormatan DPRD memiliki peranan penting sebagai pelaksanaan pengawasan,oleh karena itu untuk melihat pengawasam Badan Kehormatan dalam pengawasan terkait penegakan kode etik.

SUVERVISION OF HONORARY BOARD OF REGIONAL PEOPLE'S REPRESENTATIVE COUNCIL IN ENFORCEMENT OF THE CODE OF ETHICS

The rules that contain the duties and authorities of the Honorary Board have been regulated in Article 88 paragraph (1) of the Regional House of Representatives Regulations DPRD Regulation Number 10 of 2018 concerning Guidelines for the Preparation of Regional House of Representatives Regulations concerning the Rules of the Regional House of Representatives. It is explained that the DPRD Honorary Board has the task of examining allegations of violations of oaths/promises and the Code of Ethics committed by DPRD members. Based on this, there are violations related to the code of ethics, namely immoral cases and cases of forgery of diplomas by members of the Pesawaran Regency DPRD. So the purpose of this study is how to supervise the Honorary Board of the Pesawaran Regional People's Representative Council in enforcing the code of ethics. The method used is descriptive qualitative with data collection through observation, and documentation. The theory used is the supervisory theory proposed by Robbins and Coulter in Satriadi (2016) by using the indicators of setting standards, measuring, comparing, and taking action. The DPRD Honorary Board has an important role as the implementation of supervision, therefore to see the oversight of the Honorary Body in supervision related to the enforcement of the code of ethics.
