KERTAS POSISI DELRI
Dituangkan dalam satu Buku “KERTAS POSISI DELRI”.
Kertas Posisi yang terbagi ke dalam Kelompok PAWP dan Non-PAWP, sesuai pengelompokan substansi dan agenda negosiasi COP 24/CMP 14/CMA 1.3
(didahului dengan perundingan dibawah Badan Subsider : SBI 49, SBSTA 49, APA 1.7), merupakan guidance bagi Tim Negosiasi untuk memperjuangkan
kepentingan Indonesia dan juga berkontribusi pada solusi global, pada sesi perindungan di Katowice tersebut.
Mengingat perbedaan nature dari dokumen basis negosiasi antara agenda PAWP dan Non-PAWP serta tahapan/tingkat kemajuan negosiasi yang beragam pada agenda Non-PAWP, sehingga digunakan pendekatan yang berbeda dalam
penyiapan Kertas Posisi untuk keduanya, maka Tim Negosiasi perlu dengan cermat memperhatikan guidance di bagain awal Kertas Posisi.
KERTAS POSISI DELRI (CONT.)
Untuk agenda PAWP dengan target adopsi modalitas, prosedur dan guidelines implementasi Paris Agreement/Paris Agreement Rulebook, posisi yang tergambar dalam Kertas posisi adalah hasil pencermatan dan pemilihan substansi posisi pada keseluruhan text yang disiapkan bersama oleh Presiding Officers (Joint Reflection Notes besera dokumen addendum nya) sesuai mandat yang diberikan oleh
Parties di sesi perundingan Bangkok, dengan memberikan penandaan/legenda sebagaimana pada Bagian pertama Kertas Posisi (lihat Catatan penjelasan
Legenda).
untuk agenda Non-PAWP dengan target yang beragam sesuai status negosiasi di masing-masing isu/agenda item (dari target adopsi Keputusan COP/CMP/CMA sampai pada target hanya mencatat progres negosiasi maupun target lain yang dimandatkan), maka posisi dalam bentuk Matrix menyajikan mandat dari masing- masing agenda item, isu kunci, catatan posisi pada sesi sebelumnya, serta
posisi/catatan untuk posisi yang memerlukan pencermatan lebih lanjut sesuai dinamika dalam proses negosiasi.
Catatan : Untuk mendukung dalam negosiasi, masing-masing Lead Negotiator beserta Tim masing-masing masih perlu memperlengkapi diri dengan Keputusan-
