THE FULFILLMENT OF COMPREHENSIVE CHILD RIGHTS TO HEALTH IN LPKA KARANG ASEM BALI

Abstract
This article aimed to investigate How is The fulfillment of the right to comprehensive child rights to health in LPKA Karang Asem, Bali. The right to health is one of the rights of children ulfillment of the right to health in which is regulated in Article 44 of Law number 35 of 2014 on the Amendment of Law number 23 of 2002 on Child Protection has to be implemented. Unfortunately, however, there is a paradigm of inconsistency between regulations relating to the purpose of parenting and child coaching.Paradigm change of special protection for child in trouble with law as a protégé as Number 12 of 1995 on Correctional System. The method used in this study is a qualitative empirical juridical approach.
This interdisciplinary method is useful to get a thorough description related to facts of an implementation of a policy and its social impact. The research result concludes that The responsibility, in this case are LPKA, Local Government c.q /represented by the Office of Justice and Human Rights and the Office of Health and the Central Government represented by the Ministry of Justice and Human Rights and the Ministry of Health, also society and parents.
A. INTRODUCTION
The right to health is one of the rights of children that the State guarantees. The State obligation to ensure the fulfillment of the right to health in which is regulated in Article 44 of Law number 35 of 2014 on the Amendment of Law number 23 of 2002 on the Child Protection has to be implemented. Central and local government shall provide facilities and implement a comprehensive healthcare effort for children so that they can obtain optimal health condition since they are in the womb. The provision of facilities and implementing healthcare efforts are supported by community participation. The efforts include preventive, promotive, curative and rehabitative both on basic healthcare and referral services and a free comprehensive healthcare for poor families (Abussalam dan Adri Desasfuryanto, 2014).
Article 59 of Child Protection Act set about special protection guarantee for children as the accountability of government, local government other related government institutions ty.

Abstract
The enactment of Law Number 46 Year 2009 on The Corruption Court, is authorized to examine and decide the crime of corruption cases proposed by KPK or Prosecutor. Based on Article 35 paragraph (1) jo paragraph (4) of Law Number 46 of 2009, confirmed that corruption courts (Tipikor courts) are only located in each provincial capital whose jurisdiction covers the province concerned. By this provision, the Prosecutor Office in each district/city must transfer the corruption cases to the Corruption Court in the provincial capital. There are the problems as the following: first one, Is the process of criminal justice in the archipelago province (like NTT) able to fulfill the judicial principle of quick, low cost and simple?; second one, Is this condition not an obstacle in the process of criminal law enforcement in NTT?; The result of this research is that the Corruption Court in Kupang, conducted by several Prosecutor Offices, the samples do not meet the judicial principles of quick, low costs and simple. The obstacles besides spending much expenses, there are other factors such as weather, intentionally neglect the obligation as the experts, witnesses due to long time and high expenses. Law enforcement becomes less maximal due to the existing budget, and it can only be done by a minimal law enforcement process with a fairly expensive cost.

A. INTRODUCTION
Law enforcement is a process of enforcing legal norms in a real way. Norm or rule is a guidelines of behavior in the state society life. The criminal law enforcement process conducted by a system called the criminal justice system. As a system, the criminal justice system is a work mechanism undertaken by some components such as police sub-systems, prosecutorial sub-systems, court sub-systems and sub-systems of penitentiaries. Some of these sub-systems are cooperating to achieve goals. Court (criminal) as a sub-system of the criminal justice system has a purpose to uphold truth and justice.
Criminal law enforcement procedure (material) is regulated in criminal law and criminal procedural law. The main source of criminal procedure law is the Criminal Procedure Code. In addition there is a special criminal procedural rule. Special criminal procedure law is contained in legislation outside the Criminal Procedure Law (KUHAP) and

Abstract
World Trade Organization (WTO) is an international organization which has an important role in ensuring that the flow of global trade can run with as few barriers as possible. However, according to Article XX (b) of GATT, the WTO members may apply trade measures in order to protect human, animal or plants life or health. Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) is an elaboration of the provision of Article XX (b) of GATT. According to the SPSA greement, the WTO members have the right to apply measures necessary to protect human, animal or plant life or health, based on sufficient scientific principles and scientific evidences, as well as not constituting arbitrary discrimination or a disguised restriction on international trade. Fulfilment of the scientific and technical needs in the application of the SPS Agreement, the SPS Agreement refers to International Plant Protection Convention (IPPC) as the relevant international organization for promoting the harmonization of phytosanitary measures based on international standards adopted by IPPC. This article discusses the application of the SPS Agreement and IPPC in three WTO cases, i.e. Japan – Agricultural Products II (2001), Japan
