ABSTRACT

Theobjectivesofthisarticleweretocreatetoimplementandtoevaluatethemanagement modelfordevelopmenttoqualityschoolsofBanKhonkeannonsawanschoolundertheLoei Primary Educational Service Area Office 2 by 3 steps of research and developmentmethodology;(1)creatingthemanagementmodelbyliteraturereviewing,the scholarsinterview,draftingthemodels’suitabilityandfeasibilityassessmentby7the academic experts.The data were collected by interviewing and questionnaires.(2) experimentingthemanagementmodelinthefirstsemesterofacademicyear2020by20 teachersand190students.Theresearchtoolswerethemodelmanual,questionnairesand summaryform.(3)evaluatingthemanagementmodel.Thedatawascollectedfrom 9 teachersbyquestionnaire.Thestatisticsusedfordataanalysisweremeanandstandard deviation.Thefindingshowedasfollow:(1)Themanagementmodelfordevelopmentto qualityschoolsofBan Khonkeannonsawan schoolundertheLoeiPrimaryEducational ServiceAreaOffice2consistof6elements;(a)Principle,(b)objectives,(c)7qualityschool elements(d)7stepsofthemanagementprocess(e)outputsand(f)successfactorsandthe managementmodel’ssuitabilityandfeasibilityinoverallwerethehighestlevel.(2)The implementresultsthemanagementmodelshowedtheself-assessmentbasedonthequality schoolelementswashigh level,thestudentshad higheracademicachievementthan academicyear2019andthestakeholders’satisfactioninoverallwerethehighestlevel( ̅

=4.76,S.D.=0.04).(3)Theevaluationresultsofthemanagementmodelfordevelopmentto qualityschoolsofBan Khonkeannonsawan schoolundertheLoeiPrimaryEducational ServiceAreaOffice2infeasibilitystandards,Utilitystandardsandproprietystandardswere the highest level ( ̅ = 4 . 66 , S . 857 1.INTRODUCTION

Ban KhonKaennonsawan Schoolrealized the importance ofdeveloping quality classrooms.Therefore,theideaof​​expandingqualityclassroomshasintoawidearea,many classrooms.untilbecominga"qualityschool"wherequalityschoolsconsistofquality classrooms,environment,and satisfaction ofthose involved and the identityofthe educationalinstitutiontohappen,theremustbekeysupportingfactorssuchasmanagement, managementandnetworks,withkeydevelopment-drivenprocessesisthedevelopment usingspaceasabasetodrivequalitydevelopmentbyusinginnovationtochangeinagood wayorthegrowthoflearnersorpromotelearners'potential.Themaingoalofdevelopment ortheheartofdevelopmentis"qualityschools"arisingfrom qualityclassroomsbyproviding On-Site,On-line,On-Air,On-DemandandOn-handoflearningmethodduringCOVID-19

pandemic .

2.METHODS 2.1Participants

20teachersand190studentsatBanKhonkaennonsawanSchoolwhowerethe populationoftheschool.

2.2Measures

Thetoolsusedfordatacollectionwereinterviewform andmeetingrecordtodraftthe modelinthefirstphase.Ratingscalequestionnairetoexaminethedraftmodels’suitability andfeasibilityby7theacademicexperts.Inaddition,thelearningachievementrecording form forcollectingthestudents’learningachievement.Aschoolqualityassessmentform also used forself-evaluationoftheschoolquality.TheAnothertoolwasrating scale questionnaireforstakeholders’satisfaction.Alltoolswereinspectedthecontentvalidityand reliabilitythatindicatedthequalityofpsychometricproperty.

2.3Procedureanddesign

Thisresearchisresearchanddevelopment.Theresearchwasdividedinto3stepsasfollows:

Step 1 Creatingamanagementmodelto developinto aqualityschoolofBan KhonkaennonsawanschoolLoeiPrimaryEducationalServiceAreaOffice2.Theresearcher conductedastudyandanalyzedthecontentofthestudyconcepts,theoriesandrelated documents,suchastheconceptofeducationalreform atthebasiceducationinstitutionlevel, qualityschoolconcept,theconceptofagoodschooldistrictSub-district,qualityschool conceptinternationalstandard schoolconceptand interviews were conducted with 7 qualifiedpersons,togiveopinionsinconductingresearchtoimprovethequalityofthe studies,thenanalyzethem forconcordanceanddraw conclusionstogetherandtodrafta managementmodeltodevelopintoaqualityschoolofBanKhonKaenNonSawanSchool. Thenextstepwaspresentingthedraftmodelto7expertsandexperts,whichwereobtained bychoosingaspecificmodelandconductinggroupdiscussionsessionstoassessthe appropriatenessand feasibilityofthe modeland bring variousissuesto improve the managementmodeltodevelopintoaqualityschoolofBanKhonKaenNonSawanSchool.

Step2:Experimentingwiththemanagementmodeltodevelopintoaqualityschoolof BanKhonkaennonsawanschool.Theresearcherconductedtheexperimentalmodelsand educationalpersonneltotaling 9 people who were directing and responsible forthe experimentalmanagementmodeltodevelopintoaqualityschoolatBanKhonKaenNon SawanSchool.Thetotalnumberof190studentsingrades1-6andsecondaryinthefirst semesteroftheacademicyear2020.Thetoolsusedintheresearchwere1)amodelmanual 2) schoolquality assessmentform of Ban Khonkaennonsawan School3) learning achievementrecordingfor8learningsubjectofBanKhonkaennonsawanschoolstudents.

Step3:Assessingthemanagementmodelbystakeholdersusingthesatisfaction questionnaireandtheevaluationform byexperts.

2.4Dataanalysis

Thestatisticsusedinthedataanalysiswerepercentage,mean,standarddeviation.

andcontentanalysis.Thequantitativedatawasanalyzedbypercentage,mean,standard deviationwhilethequalitativedatawasanalyzedbycontentanalysis.

3.DISCUSSION

1.ManagementmodeltodevelopintoaqualityschoolBanKhonkeannonsawan schoolundertheLoeiPrimaryEducationalServiceAreaOffice2consistsof6componentsas follows:Principles,Objectives,ComponentsofaQualitySchoolManagementprocessto developintoSchoolQuality,Productivity,andSuccessConditionsandexpertsandexperts agreethattheoveralllayoutisreasonableandthepossibilitiesareatthehighestlevel.

2.From thetrialofthemanagementmodeltodevelopintoaqualityschoolofBan KhonkeannonsawanschoolundertheLoeiPrimaryEducationalServiceAreaOffice2,found hadself-assessmentresultsaccordingtothecompositionoftheschoolquality.Thequality isinGoodlevel,managecommunityparticipationtoimprovethequalityofprimaryschool education.Thedevelopedsizeissuitablefortheenvironmentcontext.Accordingtothe measure of success in perform work . 4.CONCLUSION

Basedontheassessmentofthemanagementmodeltodevelopintoaqualityschoolof BanKhonkeannonsawanschoolundertheLoeiPrimaryEducationalServiceAreaOffice2, found thatteachers and personnel.In education,Ban Khonkeannonsawan Schoolhas opinions on the managementmodelfordevelopmentto the quality schoolofBan Khonkeannonsawanschoolpossibilitysideandoverallsuitabilityisatthehighestlevel. Studentlearningskillsinthe21stcenturyisappropriate,useful,feasiblebeaccuratethe developmentprocessoftheeducationalinstitutionadministrationmodelwasatthehighest level.
