The National Infocomm Competency Framework (NICF) is part of

the Singapore Workforce Skills Qualifications (WSQ) system and it was developed as a joint effort by the Singapore Workforce Development Agency (WDA), the Infocomm

Development Authority of Singapore (IDA) and strategic stakeholders in the infocomm industry. NICF was completed in 2009 and to date, 587 competency standards have been identified for 314 job roles. Besides serving as a national framework for training providers to develop and align their training programmes to, the NICF is used as a tool for businesses to develop their human resource capabilities within the organisation. These may include the development of job profiles, recruitment and interview checklists, training roadmaps, performance assessment and appraisals framework, and in- house training curriculum.

Companies can leverage on NICF as a Hr tool to develop its own in-house talent management framework. Under the NICF Skills and Talent recognition (NICF-STAr) programme, companies can receive funding of up to $20,000 when they adopt NICF in the following ways:

i. Job profiling

ii. Development of recruitment Checklist iii. performance and Assessment management iv. Development of Training Needs Analysis v. In-House Training

IGNITE stands for “Immerse, Grow, Navigate in Infocomm Technology with Eloquence”.

IGNITE is an apprenticeship programme developed by the WDA to prepare for job-ready new entrants through on-the-job and NICF training programmes to join the ICT sector.

Under NICF-IGNITE, employers’ and new entrants’ needs are carefully assessed and matched for the apprenticeship to take place. Employers can claim for up to 70% of the monthly training allowance capped at $1,400 per month from the WDA during the apprenticeship period.

As part of the Skills Training for Excellence programme (STEp), WDA is jointly working with the Singapore infocomm Technology Federation (SiTF) to offer up to 24 Infocomm Technology (ICT) - STEp Scholarships for the ICT sector.

The ICT-STEp Scholarship is supported by the Infocomm Development Authority of Singapore (IDA), and aims to groom Singapore Citizens who are currently employed in the ICT sector (both ICT organisations and end-user organisations) and have been identified by employers for potential leadership positions in the company. Scholarship recipients will receive up to 90% course fee funding for the chosen master programme.
