INTRODUCTION
A very large door of opportunities for the broad development of the national economy was opened in our country and good conditions were created. Within the framework of the state program" every family - entrepreneur", 5.9 trillion sums of loans were allocated to families starting their businesses in order to ensure employment of the population. In 2020, more than 100 thousand new business entities were created in our country. Today, the rating of "doing business" of the World Bank of the Republic has increased by 7 points. And this, in turn, ranks 8th among 190 countries of the world and took place among the best reformist countries.”
Today, as the president of Uzbekistan significant work is being done
by Sh.Mirziyoev in the economic sphere, of course, the interests of the people are at the forefront of this. In his work "intention is also great, life is light and future will be prosperous", the distinguished president gives a description of the economy. In this regard, a lot of work was carried out in the Republic in 2018. In the framework of such programs as" each family is an entrepreneur", and" youth is our future", a lot of work has been done to support the entrepreneurial initiative of our people, in particular young people, and they have been given great privileges to set up their own business. as an example, about 2 trillion sums have been spent in 2018 and more than 2 thousand 600 business projects have been implemented in places. And this is certainly a fruit of the reforms carried out on five important initiatives of the Republic of Uzbekistan.

383 Within the framework of the tasks established by the head of our state in the "development strategy" on the social protection policy aimed at the glorification of human dignity - up to 2026, the population in need will be fully provided with social benefits and material assistance today, an iron dam has been established in the neighborhoods with the aim of bringing out the population of poverty, which is acceptable to the practice of the whole world. Of course, the Iron notebook has handed over control to the leaders of the sector with the aim of securing transparency. To date, the Iron notebook has seven categories of citizens namely:
1. Poorly supplied;
2. Having a disability;
3. Need social protection;
4. The elderly alone;
5. Permanent unemployed citizens;
6. Unemployed citizens due to quarantine;
7. Families of returning citizens from severe epidemiological zones.
The main purpose of the Iron notebook is covid 19, which has shaken the whole world, known to us all, this disease has greatly influenced the way of life of many people in the family. This has largely affected our day-to-day working citizens. As a result of this, many of our citizens were unemployed, without money, and starved. In order to prevent this from happening, at the invitation of the president of our country, a project on iron defter was developed and implemented to improve the social situation of the people of the country and this gave a very good effect. And this project was taken as a template for the whole world. And through prestigious foreign magazines, our president was declared a man of the year in the field of economic development.
The development of legal frameworks for the economic support of small businesses and their populations through the provision of financial services and the legal regulation of these activities are topical. And the fact that this type of financial service is open and acceptable to its users is constantly associated with the improvement of legal procedures. It is worth noting that during 2016-2017, 156 billion US dollars were allocated by the entities operating in the field, and the main attention was directed to those in need of these services. However, in this case, there are such problematic cases as further improvement of the legal regulation of the activities of microcredit organizations providing microcredit services, expansion of the types of services provided by them, further simplification of the procedure for issuing microcredit and microcredit, elimination of various barriers and restrictions, optimization of the use of credit- related tools for microcredit services.
At present, research is being carried out on improving the contractual and legal order of provision of microcredit, microcredit, micro listing services, development of the basis of legal regulation of financial services rendered by microcredit organizations, pawnshops, creation of legal rules for reliable provision of rights and interests of users of microcredit services, as well as the definition of legal rules for increasing access to financial resources, in particular, there are scientific studies on the development of effective means of attracting investments in the market of financial services of microcredit organizations, the use of self-management methods in the field of microcredit activities, the development of legal bases for the organization of

The fact that so extensive and in-depth work has not been carried out in the field of legal creativity, law enforcement practice and legal regulation of the activities of microcredit organizations in the theory of civil law does not allow to make full use of the potential of this segment of the financial system today. After all, due to the fact that the conditions and requirements for the use of financial services provided by traditional banks are extremely serious and complex, that it is possible to have such an opportunity not only through various formalitieschiliklar and stages, the financial services provided by microcredit organizations are quite acceptable, aimed at the development of small business and the provision of Therefore, improvement of civil-legal regulation of the activity of microcredit organizations, improvement of legislation on the sphere and improvement of the theory and doctrine of civil law are of urgent importance. Improvement of the banking and financial system, in particular the Microfinance System, which is considered as a mechanism of financial support of small businesses and private entrepreneurship, financial support to large segments of the population plays a special role in the current socio-economic development of our country.
This article covers the main place of small businesses and businesses in today’s market economy. Including scientifically analyzed the development of small businesses and businesses, and the legal basis, at this time financially support small businesses and business, the latter is amended and the rules for this branch of national legislation are added.
The widespread introduction of new pedagogical technologies in teaching students in higher educational institutions and the effective use of innovative technologies are the main support for improving the quality of education. This article focuses on what reflects the quality of education in the higher education system, the factors that characterize the quality of education, and quality assurance.
In the system of banks, there is a factory of projects to support entrepreneurs. This has led to increasing investment from abroad and bringing cheap and long-term resources to and from the international financial market.
