ANNOTATION
The neighborhood has been a social, cultural, spiritual and educational unity, a place of solidarity and embodiment in the history of our people.

INTRODUCTION
Today, in the process of restoration of the new Uzbekistan in our country, the neighborhood has found its full dignity as the foundation of youth upbringing and all-round perfection, a decent lifestyle. In this regard, the head of our state is Sh.M. Mirziyoyev's "glorification of human dignity - means ensuring the rights and freedoms, legitimate interests of everyone living in our country. In this regard, the neighborhood, which is the basis of our society, holds a decisive place," he said.
In the "development strategy of new Uzbekistan for 2022-2026" approved by the decree of the president of the Republic of Uzbekistan № PF-60 in 2022 28 January, 70-the goal was devoted to the issues of improving the state policy on young people, in which "educating young people in the spirit of patriotism, civil sense, tolerance, respect for laws, national and universal values, being able to resist harmful influences and currents, having firm confidence and views on life"
and "protecting young people from acts that lead to the violation of moral determined.
The introduction of a new system of working with young people in the neighborhood has become one of the important steps towards the implementation of the goals set in the development strategy, which is of great importance for the life and future of the youth of our country.
Decree of the president of the Republic of Uzbekistan on measures to radically improve the system of working with youth in the neighborhood of Yanvar in 2022 about introduced the position of youth leader in every settlement, village, Ovul, as well as in every neighborhood in cities, towns, villages and Ovul. It was determined that the activities of the leaders in the self- attached neighborhoods should be carried out in such directions as promoting culture and art, popularizing a healthy lifestyle and sports, organizing the effective use of information technologies, promoting spirituality and reading, educating in the spirit of patriotism and increasing legal literacy and supporting entrepreneurial ideas.
Our President Sh.M. Such work, carried out under the direct initiatives and leadership of mirzieyov, plays an important role in the systematic organization of work with young people in the neighborhood, in connection with their Real needs, desires, timely resolution of their problems and comprehensive support, as well as in the formation of a worldview, culture and thinking in accordance with the requirements of today's youth.
The concept of "Healthy Thinking" is interpreted in modern philosophical literature as an extremely important concept that expresses the value of universal thinking, the norm of thinking. This means that the more important the state of the human body for a person to lead

It is known that young people have a number of factors and conditions for the formation of healthy thinking, among which it is necessary to emphasize the positive changes in the place and time in which a person lives. It is natural that this factor contributes to a positive attitude to the environment, elevated mood, efficiency of activity, an unselfish attitude, tolerance and calm of the soul. Healthy thinking builds wisdom skills and invigorates the heart.”
The positive changes that are taking place in the life of young people in the neighborhoods today are creating the ground for further strengthening of their trust and affection towards the state of which they are citizens and the society in which they live. That is, the state has been actively pursuing the goals and ideas put forward by the state and society for the sake of benevolence, conscious pursuit and realization of the goals and ideas put forward by the state in the young people who have seen the ideas put forward on the issue of youth in practical terms in their lives, living conditions and
It is noteworthy that there is a special meaning in the transfer of youth leaders directly to the neighborhoods. The correctness of this approach is explained by the fact that in young people with a deeper understanding of their dignity, strength, opportunities, thinking becomes more healthy, more accurately, feelings such as patriotism, citizenship, inviolability are rapidly maturing, and destructive ideas do not leave a place in the minds and hearts of young people.
In philosophical literature, the question of sound thought is equally put on the question of prosperity. That is, in a place where thinking is healthy, there will be exertion, aspiration and strength for renewal, positive changes. Where the mind is healthy, the ability, talent and potential of a person are freely manifested. This, in turn, will lay the foundation stone for the later stages of development, will serve as a driving force.

From the above, it becomes clear that today in the youth policy of Uzbekistan the neighborhood is defined as the ultimate point where all processes, both the beginning and the results of all reforms and updates, are effectively manifested. At the same time, the harmony of material and spiritual well-being in the youth policy is manifested, in turn, in the economic-social and cultural-spiritual life of the neighborhood, in mutual integrity and attachment. And the fact that the activities of the youth leader were organized directly in the neighborhood gave clarity to the functions, authorities and institutions of the neighborhood Institute, was the introduction of unprecedented innovation.
In recent time, not only the study of the scientific and philosophical legacy of the Eastern Renaissance thinkers, but also the study of the fundamental works of the thinkers of the Antiquity and the Western thinkers is important in the development of philosophical education today.

In conclusion, the emphasis on the role and role of the neighborhood in the formation of Healthy Thinking in young people is becoming stronger today than ever. But today's approach, unlike its predecessors, has a clear goal, a plan and sufficient means of their implementation.
