I. M/s Sree Ramakrishna Minerals, Sy.No.348/1, 343/2 & 343/A, Compartment No.77, Emboy Reserve Forest, Sarparajapuram, Ramallakota (V),Veldurthy (M), Kurnool District has obtained CFO of the Board vide order dt. 16.10.2018 with a validity period up to 31.05.2019 to carryout mining of Iron Ore – 16,170 Tons/Annum. Now the mine has applied for renewal of CFO of the Board.

II. The details of the industry as reported by the RO, Kurnool through inspection report dated 30.09.2019 are as follows:

: The industry utilizes water for dust suppression for sprinkling on the haulage roads, green belt development and domestic purposes.

2 The project authority shall file the water Cess returns in Form-I as required under section (5) of Water (Prevention and Control of Pollution) Cess Act, 1977 on or before the 5th of every calendar month, showing the quantity of water consumed in the previous month along with water meter readings.

The industry shall remit water Cess as per the assessment orders as and when issued by Board.

3 The project authority shall provide septic tank followed by soak pit within one month and report compliance.

: The unit has not constructed septic tank for disposal of domestic waste water.

4 The project authority should comply with the National ambient air quality standards as per MoEF, GOI notification dated. 18.11.2009 along the premises of the factory as prescribed below.

5 The project authority shall carry out only semi- mechanized open casting mining and shall carryout Mining of Iron ore in the mine lease area of 31.17 Ha only.

: The unit carrying out semi- mechanized open cast mining in area of 31.17 Ha.

6 The project authority shall use non electrical delay detonators and shock tube initiative system for blasting.

: The unit representative has informed that they will be using delay detonators and shock tube initiative system for the blasting.

7 The project authority shall adopt wet drilling method and use pneumatic/hydraulic drilling machine with inbuilt dust extraction cum collection system to control dust emission.

The unit is carrying out wet drilling method to control dust emissions during drilling.

8 Fugitive dust emissions from all the sources should be controlled regularly. The industry shall provide water spraying arrangement on haul roads, loading and unloading and at transfer points for dust suppressions.

: The unit has deployed water tanker for water sprinkling in the mine haulage roads.

9 The project authority shall deploy water tanker exclusively for water sprinkling in the mine haulage roads for dust suppression.

10 The project authority shall lay concrete/construction of pucca/tar roads for connecting mine area and nearest road.

11 The project authority shall provide ambient air quality stations and submit the analysis reports to the Board regularly.

12 The project authority shall take appropriate measures to ensure that the ground level concentrations shall comply with revised National Ambient Quality Norms notified by MoE&F, GoI on

16.11.2009.

13 The project authority shall implement the following measures to reduce the air pollution during the transportation of the mineral.

 Road shall be graded to mitigate the dust emissions.

 Overfilling of tippers and consequent spillage on the roads shall be avoided. The trucks shall be covered with tarpaulin.

 Water shall be sprinkled at regular interval on the main haul road and other service roads to suppress the dust.

: Noted by the unit.

14 The project authority shall implement the following measures to reduce the noise pollution.

 The proper and regular maintenance of the vehicles and other equipment.

 Limiting time exposure of workers to the excessive noise. Worker employed shall be provided with protection equipment and ear muffs.

 Speed of the trucks entering or leaving the mine is to be limited to the moderate speed of 25KMPH to prevent undue noise from empty trucks.

15 The project authority shall provide ear plugs / muffs for the workers engaged in the operations of HEMM, etc.,

16 The project authority shall construct garland drain and siltation ponds of appropriate size for the working pit to arrest the flow of silt and sediments within one month. The water so collected shall be utilized for watering the mine area, roads, green belt development, etc., The drains shall be regularly de- silted particularly after monsoon and maintain properly.

17 The mine shall earmark separate area for overburden dump yard & collect solid waste i.e., overburden (top soil and waste material) properly.

The topsoil shall be stacked properly with proper slope with adequate measures and should be used for plantation purpose.

: The Mineral waste is being dumped towards western side within mine lease area.

18 The over burden and waste material shall be dumped in the dump yard with in the quarry lease area only. Under no circumstances, the project authority shall dump the overburden soil outside the quarry lease area. The Board is constrained to revoke the CFO issued by the Board in case overburden soil is dumped outside and also if complaints were received from the surrounding without any further notice.

19 The over burden and waste material shall be dumped in the dump yard within the quarry lease area only. Under no circumstances, the project authority shall dump the overburden soil outside the quarry lease area. 20 No change in mining technology and scope of working should be made without prior approval from the Board. No further expansion or modification in the mine shall be carried out without prior approval from the Board.

information / fabricated data and failure to comply with any of the conditions mentioned in this order may result in withdrawal of this order and attract action under the provisions of relevant pollution control Acts.

23 The Board reserves its right to modify above conditions or stipulate any further conditions in the interest of environment protection.

25 The project authority shall not dump the overburden ,top soil etc..,generated during the mining operations outside the mine lease area under any circumstances.

26 Where ever top soil exists during mining operation shall be removed and staked separately so as to utilize for restoration or rehabilitation of the land.

27 The project authority shall adopt the following measures to control erosion of dumps:

 Retention/toe walls shall be provided at the foot of the dumps.

 Worked out slopes are to be stabilized by planting appropriate shrub / grass species on the slopes.

 Garland drain around the dump for diversion of storm water. The garland drain shall be routed through siltation pond of adequate size.

: The unit has not constructed retention wall for the mineral waste dump and also not provided garland drain for diversion of storm water and siltation pond.

28 The project authority shall develop greenbelt along the mine lease area with tall growing trees with wide leaf area after the commencement of the mining operations.

: The unit has planted about 100 saplings along the boundary within the premises.

29 The project authority shall submit the compliance report on the consent for operation(CFO) conditions for every six months i.e. on 1st January and 1st July of the year to Regional Office, Kurnool on regular basis.

9. Inspection Officer’s remarks:

1. M/s Sree Ramakrishna Minerals is located at Sy.No.348/1, 343/2 & 343/A, Compartment No.77, Emboy Reserve Forest, Sarparajapuram, Ramallakota (V), Veldurthy (M), Kurnool District and is engaged in Mining of Iron ore – 16,170 TPA over an extent of 31.16 Ha.

2. The industry was issued with CFO of the Board vide order dt: 16.10.2018 for mining of Mining of Iron Ore – 16,170 TPA with a validity up to 31.05.2019. Now the industry applied CFO renewal of the Board.

3. The industry utilizes water for dust suppression for sprinkling on the haulage roads, green belt development and domestic purposes. The unit has not provided septic tank followed by soak pit for disposal domestic waste water.

4. The industry generates solid waste i.e., Mineral Waste is being utilized for back filling of worked out pits. The waste dump is being stabilized by green cover and protected from erosion by constructing a retaining toe wall.

5. The industry has not implemented the following measures as stipulated in the CFO Order dt: 26.09.2019 such as i) construction of retaining / Toe wall around the overburden dump.

ii) Construction of garland drain and siltation pond for the working pit to arrest the flow of silt and sediments. iii) Construction of septic tank for the disposal of domestic effluents iv) providing of tractor mounted tanker for sprinkling water along the haulage roads.

6. The industry vide letter dated:30.09.2019 has submitted that they will implement the above measures within one month. A copy of the letter is enclosed.

12. Regional Office Remarks:

In view of the above, the industry’s application for Consent for Operation for Renewal may be examined and suitable decision may be taken.

13. Zonal Office Remarks:

RO reported that,

 The industry has not implemented the following measures as stipulated in the CFO Order dt:

26.09.2019 such as i) construction of retaining / Toe wall around the overburden dump. ii) Construction of garland drain and siltation pond for the working pit to arrest the flow of silt and sediments. iii) Construction of septic tank for the disposal of domestic effluents iv) providing of tractor mounted tanker for sprinkling water along the haulage roads.

 The industry vide letter dated:30.09.2019 has submitted that they will implement the above measures within one month..

The attached inspection report forwarded by the EE, RO, Kurnool may be reviewed.

The issue is placed before the CFO Committee for review and recommendations
