Annexure-I Terms of Reference for consultant to assist in preparation of a draft report on the
State of Indian Agriculture 2013-14
1. The draft report on the State of Indian Agriculture should be prepared as per the Chapter Plan and PERT Chart annexed at Annexure II and III respectively. The time lines mentioned in the PERT Chart should be strictly adhered to.
2. Agricultural inputs such as land resources, water/irrigation, power, seed, fertilizer, farm machinery & equipment, labour, credit, agriculture infrastructure, post harvest management and food processing etc., which have a bearing on agricultural performance should be analyzed with respect to their adequacy, timely availability, prices/affordability, efficiency, etc.
3. Investment in the agriculture sector should be analyzed in the macro context with its links with other sectors / schemes e.g. irrigation, fertilizer, rural connectivity, MGNREGA, electricity, demand and supply situation, prices of inputs and outputs, post-harvest infrastructure etc. which are drawing heavily from the resources pool with their impact on investment for agriculture.
4. The present institutional mechanism for input provisioning and output procurement, processing and distribution particularly for foodgrains and oilseeds should be examined with respect to their adequacy, effectiveness and efficiency. In this context the investment, institutions and incentives should be analysed to assess whether the policies, programmes and schemes are attune to better outcomes for the sector and a higher income to the farmers on a sustainable manner.
5. The chapter/section should be analytical and research oriented where the statements/assertions should be based on empirical evidence. Research studies done by the AERCs, NACP, NCAER, CACP, IFPRI, FAO, OECD, World Bank etc.
can be mentioned in the report with proper acknowledgement.
6. A brief review of the objectives and achievements of the 11th Plan and the objectives and issues for the 12th Plan for agricultural sector could be included in Chapter 1.
For example ratings of states on the basis of their marketing reforms, agricultural productivity per unit of water used, emphasis on productivity increase to guard against increasing cost of cultivation/production etc as highlighted by the CACP could be mentioned in the report.
7. Analytical notes on inter alia, the present status, the policies and programmes, challenges and way forward: Crop production: Trends in area, production and yield at national and States level, of traditional and horticulture crops, rate of growth (physical production) in area, production and yield etc.
8. Land use pattern – crop-wise and state-wise; irrigation development trends – crop- wise and state-wise; growth of the agriculture sector; capital formation in agriculture; regional variation in growth and development etc. in agriculture sector 9. Application of agricultural inputs and their cost -crop-wise and state-wise over the
years as available under the cost of cultivation studies.
10. Success experiences and the challenges in different regions and crops should be identified and strategies to scale up the development process for different inputs, regions and crops should be mentioned. While doing so the best practices available in the country or abroad could be bench marked.
11. The first consolidated Draft Report should be submitted by 30.04.2014.
12. The Department of Agriculture & Cooperation, DES will provide some material and statistical data for preparation of the Report.
13. The consultancy fee would be inclusive of all services and taxes. The money will be released in three installments, 30% advance while issuing the approval, 30% on submission of the 1st draft and the remaining 40% after submission of the final report.
14. The cost will be met from the Plan Scheme of Directorate of Economics and Statistics,
