The OB unit is responsible for strengthening agricultural extension services in the country, including all monitoring and evaluation (M&E) activities. EXTENSION SUPPORT TO CENTRAL INSTITUTE /DOE Page 8 interfaces with different stakeholders, Action Research Studies related to Agricultural Extension, Documentation of Success Stories/ Best Extension Practices and Felicitation of farmers, etc. The entire M&E segment as outlined above will be supported under the component. Support to Central Institutes/DOE'.

Develop links between prominent state, regional, national and international institutions concerned with agricultural extension management and also agricultural development. To cater to the training needs of mid-level extension functionaries of district/block/taluk level (Assistant Director) working under agriculture and allied departments of States/UTs. The Director (Admn), Directorate of Extension, GOI, is a nominated member in the Management Committee. ii) Memorandum of Understanding is signed between the Vice-Chancellor of the relevant SAU and Director (Admn), DOE, Ministry of Agriculture, GOI.

SAMETIs are mandated to build the capacity of agricultural extension officers and line departments of the respective states in agricultural extension.

Mechanism to establish Linkages between MANAGE, EEIs and SAMETIs

SAMETIs will similarly become part of the political decision-making bodies of educational institutions at the regional level after rotation. MANAGE will help EEIs and SAMETIs; EEIs will assist SAMETIs and SAMETIs will assist all educational institutions in the state to complete their educational programmes.

ORGANIZATION OF MODEL TRAINING COURSES (MTCs)

Shifts are organized by ITPO, Industry Associations, host countries nominated by Indian Missions, IC Division of the Department. Preparation in terms of decisive theme of the event; design and development of publicity and display material of standard quality should be started early i. Documentation of the event is essential with a detailed report on the participation to be submitted immediately upon return and follow-up action initiated in relation to Trade Inquiries received in the event.

Space can also be rented as per requirement in the case with the approval of competent authority. Furthermore, the selection of the event must be done in such a way that it may not conflict with other events.

Advance publicity through press releases, AIR, DD, Kisan Call Centres, Kisan Vani program through FM radio stations should essentially be arranged for the fairs with suitable coverage of the event in the local newspapers, TV and Radio.

The cooperation of various State Agriculture Departments/SAUs/ICAR institutes/raw material suppliers along with the participation of farmers in the region should be ensured. The cooperation of the local media can also be ensured to report on the events and peculiarities of the fair and its wide resonance. The DAC would write letters of recommendation to state governments in the region for their participation and sponsorship of farmers in the fair under prevailing schemes.

SUPPORT FOR INTERNATIONAL, NATIONAL AND STATE LEVEL SEMINARS/ WORKSHOPS/CONFERENCES

Maximum funding support up to Rs.5 lakhs for the International events;

A maximum of 5 events can be supported in a year subject to budget availability @ one event in each of the 5 Regions of the country under the RAF model.

These guidelines will not apply to such exhibition/ fairs/ workshops/

FARMER’S CAPACITY ASSESSMENT AND CERTIFICATION

Pattern of Assistance & Fund Flow

200/- is earmarked for skill assessment and certification of each farmer, the breakdown of which is given in Annexure-VII. Quarterly reports that reflect the total number. of farmers whose skills have been certified will be submitted by SAMETIs to DOE. ii) Ten farmers per block per year to be selected for skill assessment &. An appropriate number of blocks from different districts of the country shall be covered every year under this component under the XII Plan, subject to the availability of budgetary funds.

To have economies of scale and a workable group size, each Block will be covered once in 3 years with a target of 30 farmers. The SNO will be identified to coordinate the implementation of this component at the state level and to facilitate the selection of districts/blocks and supervise/monitor the activities for Skill Assessment and Certification of farmers. The SAMETI will organize the Certification process through the vocational training institution/KVKs/NYCs/NGOs/RSETIs etc and carry out the pre-planning formalities at the beginning of the first month of every year for better participation in coordination with the certification agency. ii) The number of farmers to be certified per year in each Block will be reflected in the respective BAPs, DAPs and SEWPs as this will be a mandatory activity and essentially required to be carried out. iii).

The designated skill assessment agencies will liaise with local employer/agro-industries for placement of skilled candidates and maintain a database of all certified farmers, who have got wage/work employment. iv). Use of photos, videos etc. which shows the performance of a task when the assessor cannot be present. iii) Review of Products Models, items, objects made, fixed or repaired by the farmer. Written/verbal communication, picture diaries, posters developed by the farmer, product with supporting documents, journal etc.

This may include short answers, discussion, multiple choice, self-demonstration, response to the scenarios, spot handling of implements/tools, knowledge of policy and procedures, etc. vi). Applicants who do not meet the minimum requirements for EVL will be notified in writing within 10 days of receipt of their application. Candidates will be required to demonstrate compulsory skill or subject-specific skill or undergo oral skills test and also demonstrate the relevant skills to determine competencies against the skill standards set for self-employment/wage employment.

SKILL TRAINING OF RURAL YOUTH

SAMETIs will release the funds to designated training institutions in their respective states. and ensure regular submission of accounts settlement of all training programs to DAC through ATMA.). There will be an expenditure estimate @ Rs.400/-per participant per day as per ATMA Cafeteria norms. (iii) The rates of cost for each training (Rs. 400/- per head/per day are given in Annexure VIII.
