SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 08.04.2016.

Summary observations of the Group on Agenda Items

Details of the mean maximum and minimum temperature during the week 31st March, 2016 to 06th April, 2016 were as under:-

Maximum Temperature

Above normal by 4 to 60C over many parts of Punjab, Himachal Pradesh, Haryana &

Delhi, some parts of East Rajasthan, West Madhya Pradesh and isolated pockets of West Rajasthan, West Uttar Pradesh, East Madhya Pradesh and by 2 to 40C over Marathwada, many parts of Jammu & Kashmir, Uttarakhand, Rajasthan, Uttar Pradesh, Madhya Pradesh, Jharkhand, Vidarbha, Madhya Maharashtra, Telangana some parts of Himachal Pradesh, Bihar, Chhattisgarh, Odisha, Interior Karnataka, Rayalaseema, Kerala and isolated pockets of Punjab, Haryana, Arunachal Pradesh, Konkan and Lakshadweep.

Below normal by 2 to 40C over many parts of Sub-Himalayan West Bengal, some parts of Gangetic West Bengal and isolated pockets of Bihar and Jharkhand.

Normal to near normal in remaining parts of the country.

Minimum Temperature

Above normal by 4 to 60C over Uttarakhand, many parts of Himachal Pradesh, West Rajasthan, Haryana & Delhi, West Uttar Pradesh, some parts of Jammu & Kashmir, Punjab, East Rajasthan, Bihar and isolated pockets of East Uttar Pradesh, Jharkhand, West Madhya Pradesh and Madhya Maharashtra and by 2 to 40C over Sub-Himalayan West Bengal & Sikkim many parts of Jammu & Kashmir, Punjab, Rajasthan East Uttar Pradesh, Bihar, Jharkhand, Gengetic West Bengal, Gujarat, Madhya Maharashtra, Marathwada, Telangana, Andaman and Nicobar Islands, some parts of Madhya Pradesh, Odisha, North Interior Karnataka, Rayalaseema and isolated pockets of Assam, West Uttar Pradesh, Chhattisgarh and Vidarbha.

Normal to near normal in remaining parts of the country.

In the pre-monsoon season, weekly Rainfall for the country as a whole during the week 31st March, 2016 to 06th April, 2016 was 11% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was higher by 14% in East & North East India and lower by 13% in North West India, 48% in Central India, 64%

in South Peninsula

The cumulative rainfall in the country during the winter season i.e. 01st March, 2016 to 06th April, 2016 was 3% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 14% in East &

North East India, 1% in Central India, 54% in South Peninsula and higher by 17% in North West India.

Out of 36 met sub-divisions, 19 met sub-divisions constituting 57% of the total area of the country has received excess/normal rainfall, 17 met sub-divisions constituting 43% of the total area of the country has received deficient/scanty rainfall.

In view of the various interventions taken by Government of India to promote the production of summer pulses in the country, a letter from Secretary, DAC&FW may be sent to State Governments for including the summer pulses under the Timely Reporting Scheme (TRS) so as to maintain/monitor the database under summer pulses separately.

Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 07th April, 2016 was 37.92 BCM as against 55.34 BCM on 07.04.2015 (last year) and 49.44 BCM of normal (average storage of the last 10 years) storage. The same storage position (% of FRL) was observed in the corresponding period of 2009 when the overall monsoon deficiency was 23% over LPA. Current year’s storage is 69% of the last year’s storage and 77% of the normal storage.

All-India progressive procurement of Rice as on 08.04.2016 for the marketing season 2015-16 was 304.11 lakh tonnes against the procurement of 261.51 lakh tonnes upto the corresponding period of last year.

Availability position of seeds and fertilizers has been found satisfactory.

1. Pre-Monsoon Season (March – May) during the week ending on 06th April, 2016

Sub-division-wise daily distribution of rainfall and minimum temperature are shown in Table-1.1

Rainfall during the week (31st March, 2016 to 06th April, 2016) Rainfall was excess/normal in 09, deficient/scanty in 18 and 09 received no rainfall out of 36 meteorological sub-divisions.

Cumulative rainfall (01st March, 2016 to 06th April, 2016) Rainfall was excess/normal in 19 and deficient/scanty in 17 out of 36 meteorological sub-division.

2. Reservoir Status (For the week ending on 07.04.2016)

The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 62% of total reservoir capacity in the country.

 Water stock in 91 major reservoirs decreased to 37.92 BCM from the previous week’s level of 39.65 BCM. Current storage is lower than the last year’s position of 55.34 BCM and the average of last 10 year’s storage of 49.44 BCM.

The percentage to live capacity at FRL was 35% on 07/04/2015, 39% on 07/04/2014, 31% on 07/04/2013 and 31% on 07/04/2012.

There were 32 reservoirs having storage more than 80%, 23 reservoirs having storage between 50%

to 80% of Normal Storage, 26 reservoir having storage between 30% to 50%, 10 reservoir having storage upto 30% of Normal Storage and 04 reservoir having no live storage.

4. Pest & Diseases:

Incidence of Army worm on Maize crop has been reported damaging crop considerably in Muzaffarpur district of Bihar covering 10 Acre area. Farmers were advised to take necessary control measures to prevent further spread of this pest.

No shortage of Chemical / Bio-pesticides was reported from any State / UT.
