The responsible engineer means the engineer officer who oversees and oversees the work and who signs the contract on behalf of the director. Commencement Date of Work: The date of commencement of work is the commencement date specified in the work order (taking into account any necessary extension of time obtained by the duty engineer, if applicable), or the first site transfer date, whichever is later, in accordance with any phasing as indicated in the tender document. Note the number of envelopes in which the bid documents must be submitted, the number of documents - including the names and contents of each of the documents to be submitted.
The confidentiality of offers is maintained using proprietary 128-bit Socket Layer encryption technology. Bidders are advised to follow the instructions in the Bidder Instructions for e-submission of bids online through the Central Public Procurement Portal for e-procurement at https://eprocure.gov.in/eprocure/app. The tenderer must also submit the resume/portfolio of the personnel who will be deployed on site for the management and maintenance (minimum 2) of the entire system.
Important Note
For the calculation of the average, the year in which no turnover was reported would also be taken into account. The registration of companies/contractors must be valid on the last day of tendering or the extended date of tendering. 4.1) misleading or false representations in forms, statements and attachments submitted as proof of qualification requirements; and/or.
Evaluation of Bids
The Technical evaluation which shall be done as per the Annexure 15 of the NIT. The evaluation will be done by duly constituted committee of IIT Bhilai
The Financial Evaluation will be done only for those bidders who qualify for the technical bid and secure 70% marks in the technical bid
SECTION – II: TERMS AND CONDITIONS
In case any discrepancy is noticed between the documents as uploaded at the time of submission of bid online, then the bid submitted becomes invalid. Estimated production is not applicable if 100% or part of the rooftop solar system is defective or not working. Net Meter Cables, equipment, etc. that can stop the delivery/recording of solar energy produced.
In case 100% or part of the rooftop solar system is defective, the power producer (Contractor) shall pay the Institute for the assumed output as per the prevailing rate of CSPDCL. This can be implemented in case IIT Bhilai wants to own the project before the PPA tenure. In case of any further delay, the Institute will repair the system at its own expense and 1.5 times the repair cost will be charged by the contractor.
SECTION-III: SCOPE OF WORK
Details of Scope of Work
In case the Institute suggests some changes, the contractor will be obliged to make these changes. This period of obtaining approval of shop drawings shall be deemed to be included in the total commissioning period of the project. Transmission of power up to and including the interconnection point(s) where metering is done for energy accounting shall be the responsibility of the contractor at his own cost.
The maintenance of the transmission system up to and including the connection point is the responsibility of the contractor, which is carried out entirely at his own risk and expense. Any damage to the structure/waterproofing shall be repaired as directed by the Institute/CPWD at the cost of the selected contractor. However, the contractor must make the best option according to the conditions on the roof, and it must be approved by the responsible engineer of the Institute.
Technical Specifications
Inverter/PCU
Junction boxes/enclosures must be IP 65 or better (outdoor)/ IP54 or better (indoor) and comply with IEC 529 specifications. The PV system must not introduce a DC current greater than 0.5% of the continuous maximum rated output current of the inverter , into the mains interface when tested at 100% rated output power. 2.6) The inverter must be capable of transmitting or discharging reactive power and must have an internal protection device against any maintenance fault on the supply line and against lightning on the power supply.
A serial number, code, or other marking identifying the manufacturing location and batch or date of manufacture within a 12-month period. 2.7.5) Output voltage, type of voltage (a.c. or d.c.), frequency, maximum continuous current and for a.c. outputs, the power or power factor for each output. 2.8) A marking shall be placed next to each fuse or fuse holder, or on the fuse holder, or at any other location, provided that it is clear to which fuse the marking applies, stating the amperage and voltage rating of fuses that can be changed in the installed place.
In case the consumer has a 3-ϕ connection, the 1-ϕ/3-ϕ inverter must be provided by the supplier according to the consumer's requirements and state regulations. 2.10) Inverter/PCU shall be capable of fully automatic operation including wake-up synchronization. The output power from the SPV will be fed to the inverters/PCUs which will convert the DC produced by the SPV array into AC and feed it to the main grid after synchronisation. 2.12.2). In the event of a power failure on the power grid, it is required that any independent power-producing inverters connected to the grid switch off within a short time.
This prevents the DC-to-AC converters from continuing to supply power to small sections of the grid, known as "islands". Powered islands pose a risk to workers who can expect the area to be without power, and they can also damage grid-connected equipment.
Module Mounting Structures
3.7) The upper edge of the module must be covered with a wind shield to prevent building air from entering the module. Slight clearance should be provided on both sides (top and bottom) to allow cooling air. 3.8) Suitable fastening arrangement such as jointing and calming must be provided to secure the installation against the specific wind speed.
The Empaneled Agency is fully responsible for any damage to the SPV system caused by high wind speed within the warranty period as per the technical specification. The structures must be designed in such a way that each module can be easily replaced, repaired and cleaned. The array structure should be designed to occupy a minimum of space without compromising the output of the SPV panels.
Adequate clearance must be provided between two panel frames and panel rows to facilitate personnel protection, ease of installation, replacement, panel cleaning, and electrical maintenance. . 3.11). The structure must be designed to withstand the environmental conditions of operation for at least 25 years. 3.12). The mounting structure should be non-invasive ballast type and any penetration of the roof should be avoided. b).
The minimum distance of the structure from the roof level should be between 70-150 mm to allow ventilation for cooling, also easy cleaning and maintenance of panels and cleaning of terrace. Parallel to the tin shed (flat holds zero degree tile angle), if shed slope in correct south direction. With the same tilt angle based on the tilt of the tin shed to get the maximum output.
Module mounting fasteners should be SS-304 only and remaining fasteners either SS-304 or HDG 8.8 Grade.
The minimum section must be 80 mm on the web side and 50 mm on the flange side in the lip section. The minimum section must be 80 mm on the web side and 50 mm on the flange side in the lip section. e) Front/Rear Bracing – The section for the bracing section must be at least 3mm thick. f) Connection – The structure connection must be fully screwed.
