Structure The Mission will have a General Council (GC) at the national level under the chairmanship of the Union Agriculture Minister. Name of the Mission National Mission on Oilseeds and Oil Palm (NMOOP) has been subsumed with NFSM as NFSM-(Oilseeds & Oil palm) from 2018-19. The District Food Security Mission Executive Committee (DFSMEC) exists under the District Collector for guiding the District Level Agency in project formulation, implementation and monitoring of the Scheme components.
5 Objectives (a) Increase production of rice, wheat, pulses (maize and barley), food grains (jowar, bajra, ragi and other millets) and cash crops (jute, cotton and sugarcane) through expansion of area and increasing productivity in a sustainable manner in the identified districts of the country. Organic farming under PKVY will preferably be promoted in hilly, tribal and rain-fed areas. Success in marketing will be one of the key components taken into account for outcome evaluation along with other indicators such as improvement in soil health, reduction in cost of cultivation, etc. To issue soil health cards every 2 years to all farmers of the country, so as to provide a basis for addressing nutrient deficiencies in fertilization practices,.
In total, 253 lakh sample numbers will be tested to generate 10.74 crore soil health cards in each of the cycles. The State Government and other designated implementing agencies shall, as far as possible, ensure the active participation of the Panchayati Raj Institutions (PRIs) in the implementation of this scheme. The procedure for the application of the State Department of Agriculture is the Nodal Department for the implementation of the Scheme.

Recognize, appreciate and develop modern management tools, techniques of problem solving approaches and the use of mechanisms of personnel management, resource management, input management and finally conflict management at the organizational level. To serve as a repository of ideas and to develop communication and documentation services at national, regional and international levels related to plant health management. Collect and compare information on plant protection technology for extension between state extension officers and farmers.
Development of systematic links between state, regional, national and international institutions of outstanding achievements in the field of plant protection technology. Establish links with national and international institutions and create knowledge exchange networks through a program of institutional cooperation and consultancy. Provide feedback on training programs, conduct program-oriented research in the areas of Plant Protection, Integrated Pest Management, Pesticide Management Plant Quarantine, and pesticide delivery systems and residues.
Provide policy support to the central government in various crop protection sectors including IPM, pesticide management, plant quarantine, biosecurity, SPS and market access issues. Gain a general understanding of crop protection systems and policies, along with operational issues and limitations at each step and stage.

Census of Agriculture: The objective of the Census of Agriculture scheme is to collect/aggregate data on structural aspects of operational agricultural holdings in the country to provide aggregates for basic agricultural characteristics to be used as a benchmark for estimates between censuses. Comprehensive Scheme for Study of Cost of Production of Major Crops in India: The main objectives of the scheme are (i) to collect and collate field data on cost of production and production related to major crops and (ii) to generate crop-wise data. and state estimates of the costs of growing and producing mandatory crops.
Agro-Economic Research Centres/Units: To conduct research/evaluative studies on the country's agro-economic problems of interest to Central and State Governments. Planning, Management and Policy Formulation Plan: Create funds to conduct short-term surveys, engage consultancy services, report publication, bring improvements in agricultural statistics methodology; strategy for crop development, conferences/workshops etc. Improvement of agricultural statistics: The purpose of the scheme is to improve agricultural statistics and to collect data on area/production/yield percentage for main crops.
Forecasting Agricultural Output using Space, Agro- Meteorology and Land Based Observation (FASAL): To
The results of the agricultural census are published in three reports namely (i) All India Report on the number and area of operational holdings. ii) All India Report on Agriculture Census containing information on number, area and other basic characteristics of operating holdings such as land use, cropping pattern, irrigation status, tenancy etc. iii) All India Report on Input Survey containing information on use of inputs by operating holdings. The results of the Agricultural Census are published in the form of reports and are posted for public use on the Ministry's website at http://agcensus.nic.in. The Marketed Surplus Ratio (MSR) is also estimated and reported in the annual publication of Agricultural Statistics at a Glance. Cost study data is also used by various government organizations/institutions and researchers for study purposes. III) Agro-economic research centres/units: The methodology provides for collection of data on agro-economic problems and issues through agro-economic research centres/units.
The objective of SHKB is to improve the quality of statistics of the area and production of agricultural crops through supervision and monitoring. These checks relate specifically to (i) Enumeration of areas under crops covered in selected villages as recorded by the Patwari; (ii) Total area under each crop recorded. Under EARAS, an agency has been established in the Permanent Settlement States to generate area and production estimates of major crops and land use statistics on the basis of a complete enumeration of 20% of villages each year.
Census of Agriculture: In each state/UT, there is a central unit called the State Census of Agriculture Unit responsible for coordinating the activities of the Census of Agriculture. Comprehensive Scheme for Study of Cost of Cultivation of Major Crops in India: Under the scheme, field data is collected by 16 implementing agencies using cost accounting method from 8100 sample farms spread over 20 states. Agro-Economic Research Centres/Units: Conducting research studies in 12 Agro-Economic Research Centers and 3 Agro-Economic Research Units affiliated to Agricultural/State Universities and Institutes to cover the entire country.
Improving Agricultural Statistics: The scheme is being implemented by DES in 26 states through State Agricultural Statistics Authorities (SASAs) as state implementing agencies. Forecasting agricultural production using space, agro-meteorology and field observation: the FASAL program is part of the umbrella program Integrated Scheme on Agriculture Census, Economics & Statistics. The scheme is staff-oriented and the staff deployed under the scheme consists of employees of the national implementing authorities.
The employees employed in the scheme by the implementing bodies are not government employees, and are therefore not relevant.

Projects promoted by private entrepreneurs other than state agencies will, however, be eligible for assistance under the sub-scheme irrespective of the reforms made by the State Governments/UTs in their respective APMC Acts. SFAC would provide venture capital to eligible projects based on the recommendations of the notified financial institution financing the project. The capital cost of the project for grant purposes will be calculated on the basis of the project cost as estimated by the financial institution or the actual cost of the eligible components certified by a Chartered Accountant, whichever is lower.
Autonomous Bodies of the Government, Local Bodies (except .. Municipal Corporations for storage infrastructure projects), Panchayats;. National level institutions can submit the proposals directly to DMI, Head Office for sanction of assistance, Priority in the sanction will be given to the States that are actively interested in the implementation of the sub-scheme. The sub-scheme for certification of agricultural commodities is voluntary as per the provisions of the Act.
The scheme deals with the reform of the agricultural market system through the implementation of an e-market platform. Provision of hardware and software systems at the identified location in the states covered under Phase-I of the scheme. Eligibility Farmers, regardless of farm size, grow/grow notified crops in notified area(s) and have an insurable interest are entitled to cover under the scheme.
