Pre Bid Clarifications for Tender for Annual Maintenance Contract for Landscape and Horticulture Works

Sl No Query Clarification
1 What is the minimum number of employees to be engaged?
The current contractor has engaged 1 highly skilled supervisor and 13 unskilled helpers to manage the maintenance of the existing setup. This is the bare minimum human resource to ensure smooth operations of the landscape and hardscape of the campus.
2 Can an employer restrict his share of contribution to the wage ceiling limit of Rs. 15,000?
An employer is under no obligation to contribute over and above the PF wage ceiling limit. The employer may, however, voluntarily contribute over the ceiling limit.
3 As Highly skilled gardener will not be covered under ESI, will he be eligible for Workman’s
compensation?
Such employee/s may be covered under Mediclaim policy. The contractor may, at his discretion, extend the benefit to his family, equivalent to total ESI deduction on max wage ceiling limit (employee & employer
contribution).
4 Is PF & ESI both mandatory for employees?
ESI and EPF can be restricted to employees salaried below Rs 21,000 & below Rs 15,000 respectively.
5 Is professional tax applicable to all? Applicable to employees salaried above 15,000 6 Price Bid for other consumable
items
It is mandatory to quote for other consumable items. The L1 will be declared on the basis of manpower quote.
However, the L1 has to match the price of the lowest quote for consumable items.
7 Should service charges be included in price bids for other consumable items?
The price to be quoted for consumable items is only for supply of materials. Please mention the applicable rate of GST against each item.
8 Method of disposing the garbage It can be dumped in a pit for composting 9 Can the existing employees be
changed?
Yes, but only for if the employee’s performance is not satisfactory or becomes medically unfit to work
