^(zuNL), the corporate entity of Visakhapatnam Steel Plant (VSP), is a PSE under

Ministry

of Steel

with

roo% ownership of Government of

India.

RINL is operating

an integrated steel plant (BF-BoF route) having a capacity of 7.9 Mtpa Liquid steel

at Visakhapatnam. Major production facilities are placed at

Annexure-t.

zuNL is the first

Steel

plant in India to be certified for all three

system standards

i.e.,

ISO 9oo1:2ooo, ^ISO r4oor.:2ooo and ISO 45oo1 and is the

first

^PSE to be certified

for

ISO

5ooor for

Energy Management system.

zuNL has established itself as one of the leading manufacturer of Long steel products in India and caters to diverse applications

in

Manufacturing and Construction sectors. The

principal

products of VSP include steel products comprising

of

Re-bars,

Wire

rods, Rounds Structurals, Blooms &

Billets and Pig iron.

The

plant

is located

in the proximity

of

two

major ports. Visakhapatnam Port

Trust

^(VPT) and Gangavaram Port

Limited

(GPL)

with

GPL being the deepest

port

in India

unloading facilities for

turnaround of

large vessels

DWT RINL is surrounded by a large network of Rail and

Road linkages

with the

National Highway-r6 passing along the piant boundary thus offering good logistical infrastructure.

1. Objective:

RINL

is

looking to partner with

Companies

having interests in

steel

and

steel

making raw materials and invites business proposals for Supply of

Steel

fiom RINL.

Potential partner may participate by way of:

. Supplyrng

one

or more

key Raw

materials (like coking

coal

/BF

^coke,

iron ore) and

terms conditions.

and / or

. Funding working capital and in turn take steel products

as

per mutually

agreed

terms and conditions.

z. Business Model:

RINL would

engage

with potential partners to

evolve a business

model

and

finalize related terms

and

conditions.

3. EOI Submission

The EOI respondents should

be

in the

business

of

steel

or

steel

making raw materials

EOI may be submitted

in the FORMAT

placed at

Annexure-z in

a sealed envelope to the following address:

"Expression of Interest (EOI)" may be submitted personally or be sent by Courier/Registered Post/

Any EOI (including an EOI received at any

point in

the Company other than the location of lodgment, regardless

of

when

it

was received)

will

be deemed to be late

if it

is received

in

EOI box or at the postal address provided after the Last date & Time of Submission.

zuNL may at its sole discretion extend the last date and

time

of submission

of

EOI by issuing ^a corrigendum. Such extension,

if

any, shall be notified on RINL website and shall be applicable to

all the interested parties. The interested parties are

requested

to visit

4. DISCLATMER

This document is being issued to only

elicit

an Expression of Interest

from

interested parties and shall not constitute any

binding

commitment

from zuNL/

VSP to proceed

with

the work or

invite

any or all interested parties

in

the subsequent discussion/bidding process.

The EOI Request is not the subject

ofany

process contract or any contractual obligation between zuNL and the applicant or potential applicants. Mere submission of EOI

will

not confer any

right

for award of contract/agreement.

RINL may at its absolute discretion, elect to abandon any part or whole of the process

without

giving

prior intimation

to the applicant or potential applicants. No financial obligations, whatsoever, shall accrue to

RINL/

VSP

in

such an event.

zuNL reserves the

right

to consider or reject any proposal at any

point

of time

without

assigning any reasons, whatsoever.

RINL

is

not bound contractually or in

any

other

way

to any Proponent to this EOL RINL

is not liable for

any costs

of compensation in relation to the consideration

of

this EOL
