In slum areas majority of older persons live below poverty line, where earning members’ limited income is not enough to even feed their families properly. In these families basic needs of older persons like walker, wheelchair, adult diapers, even walking sticks, remained unaddressed.

Agewell Foundation, an NGO working for welfare & empowerment of older persons across India in collaboration with Indian Oil Corporation, a Government of India PSU, has conducted a project “Distribution of Wheelchairs among Destitute Elderly in Slums across Delhi”. Main objectives of the campaign were as follows.

 To distribute wheelchairs among destitute and ailing elderly living in distress conditions

 Sensitize their family members/relatives and caregivers towards needs of elderly

 To help destitute elderly move around so that they can interact with others

 To ensure dignity and respect in old age

Under the campaign Agewell volunteers

visited and surveyed slums across Delhi,

interacted older persons/their family

members and identified destitute and

ailing elderly who could not move around

their houses due to various old age related

problems and diseases like acute old age,

weakness, severe illness, accidents,

fractures, etc. Agewell Foundation has

organized distribution camps in slums

across Delhi in coordination with local

volunteers. Agewell Foundation has

provided free wheelchairs to 250

destitute elderly under the campaign.

Agewell Foundation, an NGO working for welfare & empowerment of older persons across India in collaboration with Indian Oil Corporation, a central government PSU, has conducted a project titled "Distribution of Wheelchairs among Destitute Elderly". It has distributed 250 wheelchairs among destitute elderly living in slums across Delhi to make their life comfortable and enable them move around their residence during a period of 5 months from August to December 2016.

Main objectives of the campaign were as follows;

 To distribute wheelchairs among destitute and ailing elderly living in distress conditions

 Sensitize their family members/relatives and caregivers

 To help destitute elderly move around so that they can interact with others

 To ensure dignity and respect in old age Problems of Destitute Elderly addressed under the campaign

 Mobility problems of older persons

 Marginalization of older persons

 Physical weakness and other age related problems

 Need of healthcare and medical equipment

 Unhygienic living conditions

Methodology of the campaign

Under the campaign Agewell volunteers visited and surveyed 30 slums across Delhi, interacted older persons and their family members and identified destitute and ailing elderly who could not move around their houses due to various old age related problems and diseases like acute old age, weakness, severe illness, accidents, fractures, etc. Out of these elderly those elderly were shortlisted who could be benefitted with wheelchair.

After the identification of potential beneficiaries, Agewell Foundation

procured wheelchairs and organized distribution camps at certain location in

coordination with local volunteers.

Feedback of beneficiaries and their family members

“It (wheelchair) has changed my life. I am a kidney patient and most of time I used to lay on dirty and unhygienic ground. I was frustrated with my living conditions. Now I spend my most of the time on wheelchairs and my family members also take care of me.”

Impact Assessment

During the campaign an Impact Assessment exercise was done to ascertain the level of impact of the campaign on the life of destitute elderly, benefitted with wheelchairs and their family members, caregivers, etc.

Main objective of the impact assessment was to evaluate the importance and relevance of the campaign in slums. At the same time, it was also determined to find out more effective procedures to implement such project in future.

Methodology of the Impact Assessment

Impact assessment was conducted by Agewell Research & Advocacy Centre.

To carry out impact assessment over 20 Agewell volunteers were identified to interact with respondents and collect required information from them in a time- bound framework. This activity was conducted during the month of November-December 2016.

Respondents were categorized in four major categories – 1. Beneficiary Destitute elderly

2. Family members of the beneficiary destitute elderly

3. Other respondents including their caregivers, neighbors, relatives, etc.

FINDINGS

 97% respondents (i.e. 291 out of 300 respondents) claimed that wheelchairs

have changed the life of needy elderly positively. Only 3% respondents were

not agreed with this fact.

 Out of them, 84.2% respondents said that life of beneficiaries has changed to a great extent. While 15.8% said that it has changed their life to some extent.

 According to 91.7% respondents (i.e. 275 out of 300) has said that social interaction of beneficiaries has also increased after moving around on wheelchairs.

 However, 8.3 % respondents claimed that they saw no impact on social

interaction of beneficiaries.

 As per the onion of 87% respondents interviewed during the survey, attitude of family members/relatives/neighbors towards beneficiary elderly has changed positively with the campaign.

 Only 13% respondents said that their attitude towards beneficiary remained the same.

 When impact on health status of beneficiaries was assess on the completion of distribution of wheelchairs, 3/4

th

respondents claimed that impact on health condition of the beneficiary was positive.

 21.3% respondents reportedly said that their health status remained same as

earlier. While 3.7% respondents said that it affected the health of elderly

adversely.

 On analysis of the data obtained from volunteers, it was found that 80%

respondents realized that level of sensitization towards needs & rights of elderly family members has increased. However, 20% respondents claimed that level of sensitization towards needs of elderly remained unchanged.

SALIENT OBSERVATIONS

 The campaign “Distribution of Wheelchairs among Destitute Elderly in Slums of Delhi” has been found instrumental in many terms, whereas level of sensitization towards needs of elderly increased remarkably in slums, family members of beneficiaries were also found more sensitized about the issues concerning their elderly.

 Participation of local volunteers and family members of beneficiaries was quite encouraging during the campaign.

 Through the impact assessment it has been proved that this campaign could be more effective and result-oriented if it had been implemented at larger scale.

Responses from other responses clearly indicate and support the effectiveness and relevance of the campaign.

 During the survey, many local volunteers and relatives of beneficiaries

expressed their willingness to support and participate in such initiatives.

 Overall impact of the project on the society can be termed as optimistic &

encouraging. It has been successful in motivating slum dwellers to a large extent towards issues concerning their elderly.

 Study concludes that wheelchairs have not only helped destitute elderly living in slums lead a dignified and comfortable life in old age, but also played an instrumental role in making elderly friendly environment in the society.

Agewell Foundation is a not-for-profit NGO which has been working for the welfare and empowerment of older persons of India since 1999.
