EMD may be submitted only in the form of Bank Draft/FDR/Call Deposit in favor of Assam University, Silchar from a scheduled/nationalized bank, failing which the application will not be accepted. A soft copy of such EMD must be uploaded while submitting the tender and a hard copy of the EMD must be submitted to the Engineering Section, AUS on or before the day of tender opening. Registrations must be valid for 90 days from the date of registration opening and may need to be extended further if the University deems it necessary.
No Telefax/ Telefax/ Telegram/ Email of the Techno commercial and price bid will be accepted. The contractor shall also comply with the provisions of the Child Labor (Prohibition and Regulation) Act, 1986 and other labor laws. A quality certificate thereof must be submitted to the Department upon completion of the work by the Company or its Applicator, failing which payment shall not be waived.
Latest challan copy means confirmation of payment of month salary payment within two months from last date of submission of offer. 05% of the security money will be retained by the University from the invoice value which will be released after 01 (one) year of satisfactory completion of the work along with 05% of the Performance Guarantee, in addition to the security money percentage for the value executed roof treatment work. The amount of Security Money and PG of the executed value for the roof treatment works, calculated by the Engineering Section, will be released by the University after 05 (five) years from the date of completion of the work.
All potential tenderers will be notified of the change, which will be binding on all tenderers.

The tender must be accompanied by the Earnest Money Deposit pledged in favor of Assam University, Silchar, in the form of Demand Draft / FDR/Call Deposit as per the Notice Inviting Tender. Registrations that are not accompanied by a deposit will not be processed and will be summarily rejected. In the event of non-acceptance of the registration, but in any case not earlier than the expiry date of the period for which the registration is kept open, the Earnest Money will be forgiven.
If the successful tenderer fails or refuses to sign the contract properly within the period determined by the University or fails/refuses to start the work within the stipulated time, the Earnest Money will be forfeited without prejudice to his being liable for any further loss or damage. consequently entered into by the University. After submission of 5% performance bond, the 2% EMD submitted by the bidder during tender will be released. The tenders received and accepted will be evaluated to determine the best and lowest workable tender in the interest of the University for the complete work covered under the technical specifications and documents.
When the offer is accepted by the Customer, a formal contract may be signed b) and executed by and between the Customer and the selected tenderer within a .. c) time fixed by the Customer, which must in any event be within 15 days from the prescribed date for commencement of work. d) The contractor must be made available free of charge for a certified copy of the tender documents, except standard specifications, rate schedule and other printed and published documents together with all drawings which may be included in the tender documents. The work to be carried out under the Contract shall, except as otherwise provided in these conditions, include all labour, materials, tools, plant, equipment and transport which may be required for the preparation from time to time and in the full and complete execution and completion of the works. The Contractor shall be deemed to have satisfied himself, before tendering, of the correctness and sufficiency of his tender for the Works and of the rates and prices stated in the tender, which rates and prices, unless otherwise provided, shall cover all his obligations under to para. Contract and all matters and things necessary for the proper execution and maintenance of the works.
If there are different or conflicting provisions in any document forming part of the contract, the Executive Engineer, Assam University shall be the deciding authority as to the intent/interpretation of the document and his decision shall be final and binding on the contractor. Any error in the description, quantity or rate in the Bill of Quantities or any omission therefrom shall not invalidate the contract or relieve the contractor from carrying out all or part of the works contained therein in accordance with the drawings and specifications or from any of his obligations under to the contracts. Subject to any deduction to which the Employer may be entitled under the Contract, all payments to the Contactor for the Work will be made on completion of the Work to approved specifications via digital mode by direct credit to the Contractor's bank account d. satisfactory completion report and signature of the computerized measurement book and bill of site (i/c) of the proposed work and Executive Engineer without which payment will not be released.
The computerized measurement sheet should be submitted by the concerned work contractor for verification by the site and executive engineer before finalizing the bill payment. During this defect liability period, any defect(s) in the work performed shall be rectified by the Contractor at his/her cost and expense, failing which recovery shall be made from the security deposit and performance bond partially or fully as the case may be. maybe. However, in extreme circumstances where subcontracting of a portion of the work is unavoidable, the prior written permission of the Client will be obtained from the Contractor.

This certificate is issued without any guarantee or responsibility on the part of the Bank or any of its officers. Note: In case of a partnership firm, a certificate showing all partners as recorded with the Bank.
EXPERIENCE
Bidders are required to submit soft copies of their bids electronically to e-bidding. Bidders are requested to register on the e-Procurement Portal (https://mhrd.euniwizarde.com) by clicking on the “Online Bidder Registration” link on the e-bid portal by paying the registration fee of Rs. As part of the registration process, bidders will be required to select a unique username and assign a password for their accounts.
Bidders are advised to register their valid email address and mobile numbers as part of the registration process. Please review the offer advertisement and offer document carefully to understand the documents to be submitted as part of the offer. Please note the number of envelopes in which the tender documents must be submitted, the number of documents - including the names and contents of each of the documents to be submitted.
