Empanelment of Govt. Agencies Invitation for expression of interest
Assam University, Silchar invites expression of interest from reputed PSUs and Govt.
Agencies having extensive experience in construction work of Multi-storey Buildings, cost estimation & experience in Public Health, Sanitation works, Electrical Sub-Stations and other Installations etc.
The aim of seeking Expression of Interest is to empanel PSUs for preparation of Concept plan, Architectural plan, Structural design & drawing, duly proof checked by any reputed firm, cost estimation, for construction of multi-storey buildings including boys &
girls hostels, multipurpose halls, residential buildings etc. and execution including supervision of construction works for upcoming projects at Assam University, Silchar.
The interested Agencies are requested to apply with their credential/information/testimonials in prescribed format given in Part-I(A) & Part-I(B).
Hard copy of same is to be sent, to the Executive Engineer, Assam University, Silchar, Assam, Pin-788 011 super-scribing on the top of the envelope “Empanelment of Govt. Agencies”. The duration of the contract will be valid for a period of 3 (three) years from the date of execution of agreement with the empanelled agencies.
Detail terms and conditions including prescribed format is available in the website at www.aus.ac.in. The last date of submission of application is 17/09/2019 (2:00 PM).

PART-II(A)
Instructions to the Applicants before filling up of Application Form
1) As the time is the essence of the Contract Agreement, the ability and competence of the applicants to render required service within the specified time frame will be a major factor while deciding the selection of the Architects for preparation of a panel of Construction Agencies.
2) Elligibility criteria of PSUs/ Govt Construction Agencies:
The agency should have Arhitects of extensive experience for preparation of site plan, concept plan, architectual plan, structural design & drawing, cost estimation in the form of BOQ etc. of multy storey hostel building, functional building, residential building, soil testing and other relevant construction activities. Also the Agency should have experience in executing as well as quality monitoring of major construction projects like-
(i) 2 single building of executed cost not less than 15.00 crs in total, or (ii) 1 single building of executed cost not less than 10.00 crs during last 7
years ending 31st July, 2019 under IIT, NIT, Central/ State University or an Institute of National importance.
3) The applications shall be signed by the person/s on behalf of the organization having necessary Authorization/Power of attorney to do so. Each page of application shall be signed (copy of Power of Attorney/Memorandum of Association shall be furnished along with the application and Original should be produced subsequently for verification & return).
4) Intending applicants are required to submit their full Bio-Data in duplicate giving details about their organization, experience, technical personnel in their organization, proven competence to handle major works, in house computer aided design facilities etc. in the enclosed Performa.
5) Both the forms of applications (original and duplicate copy) shall contain copies of all the enclosures separately.
6) If the space in the Proforma is insufficient for furnishing full details, such information may be supplemented on separate sheet stating therein the part of the Proforma and serial number. Separate sheets shall be used for each part of the application.
7) The Agency must have at least two qualified graduate architects (having minimum of 5 years experience) for preparation of concept plan, architectural plan, structural design & drawing, services, landscape, ancillary works and cost estimation based on current Delhi Schedule of Rates and Non-Schedule items if require based on Market rate analysis including the preparation of estimate for repairing/ renovation works by APWD Schedule of Rate/ DSR to avoid non-schedule items as far as practicable. Also the Agency must have a number of qualified graduate and diploma engineers for supervision and quality control of the construction works entrusted to the Agency for execution.
8) The Agency shall, with the prior approval of the University and within the agreed fees, engage the services of well qualified specialists or consultants pertaining to the following services.
(i) Structural (ii) Electrical
(iii) Sanitary, drainage and water supply (iv) Air conditioning
The fees of these specialists/consultants appointed under this clause shall be paid by the Agency, who shall also be responsible for all the consultancy services, action, omission & commissions of such specialists consultants engaged.
9) While filling up the application with regard to the list of important projects completed or on hand, the Agency shall include separate sheet in the prescribed format.
10) As recommended by MHRD, for all MHRD Institutions, Engineering, Procurement and Construction (EPC) contract has been mandated for all major engineering works. Therefore, the Agency intending to participate in this EOI must have adequate knowledge regarding the clauses of EPC mode of contract and moreover the Agency must abide by the instructions of EPC mode of contract.
11) The service charge of the Agency has to be quoted in % (percentage) in a separate sealed envelope super scribing “Agency Charge/ Service Charge”.
The break-up of the service charge must be shown in a page indicating:
i) Service charge for soil testing in % (percentage)
ii) Service charge for Drawing & Design in % (percentage)
iii) Service charge for preparing of detail estimate & BOQ in % (percentage) including UGC documents, viz., Abstract of Cost, Rate Conformity Certificate etc.
iv) Service charge for proof-checking of drawing, design and estimate in
% (percentage)
v) Service charge for execution, supervision and quality control of work in % (percentage)
No service charge can be charged for preparation of preliminary estimate and conceptual drawing along with UGC documents.
12) Services to be rendered by the Agency.
(a) To take instructions from the University and prepare sketch designs making revisions till sketch designs are finally approved by the University and making preliminary estimates of cost.
(b) To nominate and instruct consultants for soil testing etc.
(c) To prepare architectural working drawings, structural drawings including detailed design calculation and their vetting from reputed Govt. agency and all other drawings for various stages required for completion of the particular project.
(d) To draw detailed specifications, estimates, rate analysis, draft tender for various trades, detailed notice inviting tender (DNIT).
(e) To prepare and supply all drawings to the University Authority for execution.
(f) To execute and supervise the construction works including quality control till handing over of the project to University.
(g) To submit Complete and updated Drawings after completion of the construction including pipeline lay-out to electrical circuit lay-out. Both the softcopy as well as hardcopy is to be submitted to the Executive Engineer, Assam University Silchar.
(h) Any other services in connection with the said works and normally rendered by the Agency and not referred to in above.
13) Empanelment will be done on the basis of marks obtained which will be derived out from the record of past experience, experience of key personnel and financial strength, as per Table given below.

The University shall short list all the consultants who secure the minimum required marks [normally 50%].
14) Decision of the University in regard to preparation of panel of the Agency shall be final. The University is not bound to assign any reasons thereof.
15) The panel of Agencies once prepared, shall be valid for a period of 3 (three) years and the University is free to reduce/extend this time limit at University’s discretion.
16) The Agency for any particular work shall be selected from the respective panel at the discretion of the University and such selected agencies are required to execute agreements as per University format.
17) Applications containing false and/or incomplete information are liable for rejection.
18) Up coming project of the University will be informed to the empanelled agencies for preparation of conceptual plan and preliminary estimate for onwards submission to UGC/MHRD/HEFA for their approval. The Agency cannot claim any fees for that as the charges for this service will be applicable only if the projects get sanctioned or the work is executed by that empanelled agency only.
The project will be undertaken in phase manner and on priority basis as decided by the University.
19) Agency Service Charge:
The Service charges of the Agency will be as per agreed rate between AU Silchar and empanelled agency on executed value of the project and the service charge will include:
i) Preparation of conceptual plan and preliminary estimate ii) Soil testing charges
iii) Architect fees for the preparation of detailed drawing, estimate etc.
iv) Proof-checking charges
v) Execution and supervision charges
vi) Quality control measures like field and laboratory test charges for concrete, steel etc.
vii) Any type of escalation during the execution of project
viii) GST, Labour cess, Income tax etc. and any other taxes as levied by the Govt. of India
PART-II(B)
General terms & conditions pertaining to services by the Empanelled Agencies Item No. EOI-01: Scope of work

1. Soil investigation and calculation of data for structural analysis and drawing is to be carried out by the Architect at their cost and responsibility. The said investigation is to be carried out within the time period prescribed for item under EOI-02
2. Preparation of technically sound, detailed and complete architectural plan, design, drawings, structural design, working drawings, etc. for the project (given under name of work) of Assam University Silchar, as per the requirement/desire and based upon actual construction site and soil condition and submission of the same to the University Authority.
3. The detailed estimate in the form of BOQ submitted by the Architect/Consultant based on which online tender has to be invited by the Empanelled Agency. Under no circumstances the deviation of BOQ should exceed +10% limit after completion of project.
4. Preparation and submission of site layout plan indicating the circulation system, inter-model transport facilities, surface parking, compound wall, internal roads, etc.
and basic drawings, designs and cost estimate (showing details of materials required to be used) for normal sanitary, water supply and electrical services including telephone line, computer network, audio systems Air conditioning where applicable etc., as per requirement of AU,Silchar.
5. Providing architectural consultancy for implementation of the aforesaid project and other facilities (i.e. parking facilities of cycle for student, playing space etc.) as per requirement of AU Silchar.
6. Visit of Architects, Structural Engineers and/or appropriate expert from the firm to the University regularly for addition, alternation, discussion/consultation as per requirement of AU Silchar.
No TA & DA will be paid to architect(s)/consultant(s)/engineer(s)/experts in connection to any such visit to be made by any such person(s) to AUS except providing lodging at Assam University, Silchar Guest House as per availability and on payment of requisite amount, on request of the architect /consultant/engineer/expert.
7. Proof-checking of all these drawings and estimate before execution of the project or during execution as per the necessity of the site.
8. The Agency has to invite online tender and stick to CPWD Works Manual for selecting L-1 Bidder and to follow CPWD Specification strictly during execution of the project.
9. The Agency has to execute and supervise entire construction works maintaining the quality and assuring the timely completion of the project.
10. The Agency has to follow labour rules and other necessary GOI instruction related to constructions strictly.
Item No. EOI-02: Preparation & Stage-wise submission of drawings etc. & time frame:

Based on the requirements furnished by AU, Silchar and the site condition, the conceptual drawings with two/three alternate proposals with necessary plans, sections and elevations, sketch views etc. with their merits and demerits and preliminary estimates (based on plinth area rate), are to be submitted in 5 (five) sets for study/approval (if found suitable) by AU, Silchar.
(iii) Submission of Modified Conceptual Drawings:
If the conceptual drawing is found suitable for the AU Silchar, the University authority may accept it; or, if the University authority suggests the Agency to resubmit the conceptual drawing by incorporating some modifications/
alternations/additions, the Agency shall resubmit 5 (five) sets of modified conceptual drawings by incorporating the suggestions etc. for consideration for approval by Assam University, Silchar.

II. Post-approval Stage:
If the modified conceptual drawing(s) is approved by Assam University, Silchar, the Agency shall prepare and submit the followings: (i) Tender Drawings, (ii) Working Drawings, (iii) Cost estimation in the form of BOQ to the authority of AU Silchar. The time frame for submitting the drawings along with other details to the AU Silchar authority are mentioned below against each of the items:

Tender drawing (a part of tender document) is to be comprises of Architectural plan, elevation, different section, site plan etc. 12 (twelve) sets of such drawing along with soft copy to be submitted as per time schedule.

Submission of Working drawings should be prepared based on
technically sound designed data for civil structures 30 days from the date of

Drawings: (including all services) and electrical installations/wiring. The drawings should contain all the details required for implementation of the project and be good enough for carrying out construction of civil structures and electrical installations/wiring etc. of the project.
All the design steps followed, calculations and design data must be submitted along with the working drawing.
All structural drawings should be proof checked by any reputed firm.

6 sets at 1:100, 2 sets at 1:50, 2 sets at 1:25 scales.
Large scale drawings (larger than those mentioned) and more numbers of small size drawings, if required, are to be supplied by the architect on demand of the University.

After finalization of tender by the Agency, the accepted tender including relevant documents have to be submitted by the Agency.

& Supervision: The agency has to execute the work entrusted (construction/repairing/renovation) under the supervision of expert and technically sound engineers.
Till the completion of

control: The agency must ensure good quality construction works through different laboratory and field tests as per CPWD specification and the report has to be submitted to the University.

Item No. EOI-3: Providing Services during Implementation Stage During carrying out construction activities,
(i) The Architect of the Agency shall incorporate all the suggestions, changes etc., as would be proposed by AU Silchar, in the drawings and should deliver them to AUS authority within a certain time frame, to be informed to Agency in due course of time.
(ii) The Architect of the Agency shall provide architectural consultancy services during execution of civil works and electrical installations/wirings and other facilities (i.e.
parking facilities of cycle for student, playing space etc.) for the aforesaid building(s) under the project, as per requirement of AU Silchar.
(iii) Architect(s) and his appropriate team members (Structural Engineers etc.) of the Agency will visit the construction site at AU Silchar regularly for addition, alteration, discussion/consultation as per requirement of AU Silchar, during implementation of the project.
(iv) All structural drawings are to be proof checked by any reputed firm to be engaged by the Agency before acceptance by the AUS authority.
No TA & DA will be entitled/paid to architect(s)/consultant(s)/engineer(s) of the Agency for any such visit to AU Silchar except providing lodging at AU Silchar Guest House, on payment basis as per availability of seats on request of the Agency.
Item No. EOI-4: Terms and Condition in Execution of the Assignment
(i) The Agency shall prepare and submit Tender Drawings comprises of site plan, architectural plans, elevation, different section & key drawing in 12 sets.
(ii) The Agency shall prepare and submit Working Drawings duly proof checked as stated in 10 sets. The drawings should contain all the details required data, figures etc as would be required for practical implementation of the project and be good enough for carrying out construction of civil and electrical installations/wiring etc. during the progress of work.
The soft copy of design steps followed, calculations and design data must be submitted along with the hard copy of the working drawing.
(iii) In addition to the above stated drawings, the working drawing should include other relevant drawings etc.
(iv) The Agency shall take full responsibility for the preparation of the technically sound design of all the structure, specifications of all items required for the successful completion of the project.
(v) The detailed estimate in the form of BOQ submitted by the Agency based on which online tender will be invited. Under no circumstances the deviation of item(s) of BOQ should exceed +10% limit after completion of project. Penalty will be imposed if the deviation over BOQ after completion of the project crosses +10% limit as the Agency has to take prior approval of the Competent Authority of the University before execution. The penalty amount will be decided by the University authority.
(vi) The Agency shall appoint a qualified and capable representative who will be available at the work site to explain and interpret the drawings and specifications; sort out minor difficulties/details faced during execution stage and must ensure that the execution of the work is going on in accordance with planning, design, drawing etc.
approved by the University. The Agency himself will also attend meetings, as and when required, and give regular visit to the work site as and when necessary.
(vii) Agency will extend all sorts of services in successful implementation of the project, in accordance to the approval given by the University, starting from the beginning of the project up to its successful completion.
(viii) In the event Agency fails to perform any/all of the aforesaid assignments, this agreement will automatically stand cancelled. Under such circumstances, the University shall have the right/power to execute/complete the project of its own, or by engaging any new Agency/party, as per the choice/desire of AU Silchar.
Under such circumstances, no service charge will be paid to the agency for the incomplete portion of job/work/project. Further, the Agency will have to compensate for the inconvenience/loss incurred to AUS in the form of penalty. The penalty amount will be decided by AUS authority.
(ix) The Agency shall exercise all reasonable skill, care and diligence in the discharge of the assigned duties and shall exercise such general superintendence and inspection in regard to providing aforesaid services and should ensure that works are being executed in accordance with their drawings.
(x) The Agency shall make necessary revisions as may be required by the University in the drawings, designs etc. and in other documents submitted by him at the draft stage.
Any subsequent revisions required to be made by the University in drawings; designs and documents, after their approval and/or during execution stage shall be made by the agency without any additional payment.
(xi) The University shall have the liberty to postpone or not to execute any work or part thereof. Under such circumstances, the Agency shall not be entitled to any service charge/ compensation for the non-executed portion of the work, except the service charge payable to the Agency based on the stages of service provided by the agency as per the decision of the Competent Authority of the University.
Item No. EOI-5: General Terms & Conditions:
The general terms and conditions are as per General Conditions of Contract of the University.
i) All the drawings, design and other documents relating to Tender Drawings (as stated earlier) in connection with the project under consideration, must reach at a time, to the AU Silchar authority.
ii) All the drawings, design, estimates and other documents relating to Working Drawings in connection with the project under consideration, must reach at a time, to the AU Silchar authority.
iii) All the pages of all the drawings, estimates and all other documents, relevant to the project are to be signed by the Agency and submitted to the AU Silchar authority.
iv) All the relevant drawings, estimates, design data and all other relevant documents, as stated earlier, must reach AU Silchar authority within the specified time.
Item No. EOI-6: Arbitration:
(i) All differences and disputes arising between the University and the Agency on any matter connected with this agreement or in regard to the interpretation of the content except service charges for the work thereof shall be referred as decided by the University Authority.
(ii) All legal disputes, if any, will be subjected to the courts under the jurisdiction of the Silchar Court, Cachar.
