The A-MMP aims to meet the needs of the farming community and its other concerned stakeholders, by providing relevant information and services through the various delivery channels available in their environment to assist them in making rational decisions . The project will be rolled out in other states after successful implementation in the first phase. Farmer centricity and service orientation in the programs by providing location-specific and up-to-date crop management related information in terms of Good Agricultural Practices (GAP), Package of Practices (PoP) etc., as well as personalized advisory services.
Enable private sector participation for the benefit of farmers by providing an integrated platform to promote value addition services in extension, marketing (input and output) and post-harvest and storage. Under this project, 12 Cluster of Services are to be provided to the farming community through ICT intervention.

Drought disrupts agricultural programs, reduces breeding stock and threatens permanent erosion of the capital and resources of farming families and/or businesses. The effects of drought are largely non-structural and spread over a larger geographic area than damage from other natural hazards. The non-structural feature of drought impacts has certainly hindered the development of accurate, reliable and timely severity estimates and ultimately the formulation of drought preparedness plans by most governments.
If we are to make progress in reducing the severe effects of drought, we need to improve our understanding of the hazard and the factors that influence vulnerability. Meteorological drought is usually defined based on the degree of dryness (compared to a . "normal" or average amount) and the duration of the dry period. Plant water demand depends on prevailing weather conditions, biological characteristics of the specific plant, its growth stage and the physical and biological characteristics of the soil.
Hydrological drought is related to the effects of periods of precipitation deficits on surface or subsurface water supplies (i.e. streamflow, reservoir and water body levels, groundwater levels). Precipitation deficits take longer to become apparent in components of the hydrological system, such as soil moisture, streamflow, and groundwater and reservoir levels.

Draught MIS
The data entered into the system by the data entry operator has to be validated and approved by the user at the Tehsil/Block level. The data should be considered forwarded only after tehsil/block level user approval. Data Entry Operator: He should have access only to enter data related to all parameters for his tehsil/block.
Tehsil/Block Level User: Should have access to update the data submitted by the data entry operator and approve the data for submission. He should be able to see the report of any tehsil/block under his district and cumulative reports of his district. He should be able to view the reports of any tehsil/block of the state based on the selection of district.
Administrator: Should be able to perform all administrative tasks such as user creation, master updates etc. The user's Tehsil/Block/District/State should be associated with each user profile and should be considered associated with each login for granting access to the user.
Drought Management Workflow Application
The form for submitting the memorandum must be as per formats provided in the Annexure Submission of Report by IDCT. The application should give each user a dashboard view of all the activities to be performed/performed by the user in the system. For example, the State Aid Commissioner should be able to see on his dashboard a list of all the districts where the drought has been declared.
Similarly, the ministry user should be able to see the list of states that have submitted the memorandum under NCCF. Calculation of area specific vulnerability magnitude on a scale of 1-10 for all villages/tehsils declared as drought affected. It should be displayed along with all workflow users along with the name of the village/tehsil/district as required.
The application must maintain a complete audit trail of all user interactions with the system. 5. The application must provide notification of users via SMS and e-mail for all activities.
