011 23381557Terms of Reference for the contractual position of Senior Consultant in Agriculture Census Division
Applications are invited from retired Govt. officials for appointment as Senior Consultant in Agriculture Census Division on contract basis for a period of six months, which is further extendable for undertaking various activities relating to collection, compilation/ processing/ dissemination of data of Agriculture Census S~heme, in the Agriculture Census Division, Department of Agriculture, Cooperation & Farm rs Welfare, Ministry of Agriculture & Farmers Welfare, Krishi Bhawan, New Delhi.
Essential Qualification:
• Post-Graduation degree in Statistics/Mathematical Statistics / Mathematics / Economics.
Essential Professional Experience:

Minimum 10 years experience in the field of designing and conducting Large scale sample surveys, preparation of validation programmes/procedures for data processing arid writing of reports.
Desirable:
• Experience in a Central Government Department/ PSUs/ Autonomous Originations in handling collection/ compilation / processing

dissemination of data related to Agriculture & allied sector.
• Working knowledge in Computer Programming including knowled&,e in Database Management System (DBMS), MS - office, FoxPro.
Age Limit:
Maximum age limit shall not be exceeding 65 years as on the last date for submission of application. However, engagement beyond 65 years and upto 70 years could be with the approval of Secretary (AC & FW) keeping in view his good health appropriate for the work and level of expertise.
Emoluments:
Maximum consolidated remuneration of Rs. 25,0001- (Twenty Five Thousand only) per month. However, the emoluments would be regulated in accordance with the extant rules/regulation in the subject matter.

Responsibllitie :The consultants engaged would be requir d to offer service for various activities of collection, compilation, processing/ dissemination of data of Agriculture Census Scheme including:
• Examination of data / Scrutiny of database of Agriculture Census<
(including Input SurveY; for various States and prepare comments for fmalizing the data.
• Compare results witJ:1 previous census data and other relevant Sal: fceS for consistency.
• Preparing schedules /instructions/ training materials/ All India reports on Agriculture Census Scheme.
• Preparing tabulation plan and other instruments for processing of data.
• Such other activities as may be assigned from time to time.
Method of Selection /
• The shortlisted candidates will be invited for a personal talk by a Committee constituted for this very purpose, whose decision will be fmal and no correspondence in this regard will be entertained. The outcome of the personal talk shall be intimated only to the selected candidates.
Terms and conditions
• Retired Government Employees having a mInlmUm of five years experience in the relevant field would be eligible for selection.
• The selected candidate will be required to perform his/her duties &
responsibilities from the Agriculture Census Division, Department of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture & . Fanners Welfare, Krishi Bhavan, New Delhi-llOOOl.
• Each selected candidate will be paid a consolidated remuneration of Rs. 25,000/- (Twenty Five Thousand only) per month payable on expiry of each calendar month.
• He will not be entitled to any other allowances like HRA. CCA etc.

• He will be eligible for TA/DA for undertaking official tours, if any, in connection with the implementation of the scheme as per TA/DA rules prevailing in Government of India.

• This contractual engagement is purely temporary in nature, initially for a period of 6 months extendable from time to time depending on requirement and performances of the incumbent.
• The incumbents shall' have no right or claim whatsoever for absorptionjregularizati<in of their services on the strength of this Ministry.
• There is no provision· for re-employment after termination of the assignmen t.
• The selected candidate(s) shall be eligible for 8 days leave in a calendar year on pro-rata basis. Therefore, the officer shall not draw any remuneration in case of hisjher absence beyond 8 days in a year (calculated on a pro-rata basis). Also un-availed leave in a calendar year cannot be carried forward to next calendar year.
• The shortlisted consultants shall· not indulge or disclose to any unauth~tised person (s), any details of office, operational process, technical know-how, security arrangements, and administrativej organizational matters as all are of confidentialj secret nature.
• The engagement can be discontinued by the competent authority without assigning any reasons thereof.
• The decision of Department of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture & Farmers Welfare, Government of India in this regard will be final and binding in all aspects
