2 2. PROBLEM STATEMENT

OBJECTIVE OF THE PROJECT

Includes suitable categories of land use zoning and regulations for the entire municipal area, including areas not previously subject to a land use scheme;. Includes provisions allowing the incremental introduction of land use management and regulation in areas under traditional leadership, rural areas, informal settlements, slums and areas not previously subject to a land use scheme;. Include land use and development incentives to promote the effective implementation of the spatial development framework and other development policies;.

Include land use and development provisions specifically to promote effective implementation of national and provincial policies; and. Scheme regulations setting out the procedures and conditions relating to the use and development of land in each area;

6 4. THE SCOPE OF THE PROJECT

Categories of zoning and land use regulation for the entire municipal area (clauses of the scheme and relevant maps). Provides mechanisms to provide incentives in strategically identified areas to promote economic and spatial justice as principles included in the municipal spatial development framework. Transitional measures where necessary to ensure that a municipal land use scheme includes all existing land uses properly and provide mechanisms to migrate these land uses and associated rights to the new land use scheme developed wall to wall.

It provides mechanisms to link land use rights with the municipal assessment system and other applicable systems that make up the complete land use management system. The content and format(s) of the application should be linked to the electronic municipal land use management tool (to be developed by DALRRD). The same map template / layout should be used throughout the document for consistency.

SKILLS REQUIREMENTS

The target dates for each milestone (as well as the corresponding delivery) and the amount of financial compensation for the work performed are planned in Table 2.

REPORTING AND ACCOUNTABILITY

EVALUATION CRITERIA

In the first phase, bids are judged on functionality, in the second phase on presentation and in the third phase according to the 80/20 preference point system as defined above. The evaluation of the functionality will be individually evaluated by members of the Bid Evaluation Committee in accordance with the functionality, criteria and values ​​below (see Appendix A for evaluation criteria). The appropriate values ​​that will be used in scoring each criterion range from 1 is poor, 2 is average, 3 is good, 4 is very good, and 5 is excellent.
