REFORM

INTRODUCTION

BACKGROUND

TERMS OF REFERENCE FOR THE APPOINTMENT OF A SERVICE PROVIDER TO DEVELOP AND COMPILE CLIMATE CHANGE RESPONSE PLANS FOR AGRICULTURE, LAND REFORM AND RURAL DEVELOPMENT OVER A PERIOD OF TWELVE (12) MONTHS. Therefore, consideration of climate change risks and vulnerability assessments must be central to the Agriculture, Land Reform and Rural Development process and is critical to ensuring sustainable and climate-resilient land use. The panel further recommends that small-scale farmers should be supported to access climate information services and adopt conservation agriculture practices that are low-input, low-emissions and cheaper, such as low-till methods of crop production, which are more resilient to climate change and water scarcity.

Climate change responses aimed at reducing the rate of climate change to levels that occur naturally and specifically reducing atmospheric concentrations of greenhouse gases (mitigation) or responding to the adverse effects of climate change (adaptation). In line with the White Paper, all key actors, organizations or participants in relevant sectors or sub-sectors are required to prepare, submit, implement, monitor and report detailed climate change strategies and action plans that clearly define their roles and responsibilities . , policies, measures and interventions or actions to contribute in a measurable way to the achievement of the national climate change target.

PROBLEM STATEMENT

PURPOSE AND OBJECTIVES OF THE PROJECT

Introducing climate change mitigation strategies to limit or reduce greenhouse gas emissions in these sectors and empower communities with a sense of mitigation; To ensure that food production is not threatened in the agricultural sector through the stabilization of greenhouse gas concentrations in the atmosphere;

SCOPE OF WORK

The appointed Service Provider will prepare an inception report detailing the project plan with deliverables and financial plan/invoicing aligned with the project schedule, detailed actions and timeframes per phase;. The service provider must illustrate their understanding of the requirements of the Project as set out in Section 5 (Project Scope) above;. The service provider must plan and budget for an initiation meeting, project management meetings, project management committee meetings and meetings as required with stakeholders, as well as any meeting necessary to promote the project (With meals and venues excluded);

All logistical arrangements and administration for these meetings are performed by the Service Provider; And. Action-based minutes of all meetings must be prepared by the service provider and distributed to all relevant parties within 5 working days of the meeting.

Climate Change Risks and Vulnerability Assessment

Assessment of the socio-economic development and other non-climate factors: Such factors, (eg demographic change, use of resources, market trends) that have a significant influence on a vulnerability to climate change; and. Finally, it must be ensured that the climate change risk and vulnerability assessment is adapted to policy-making needs. Identify plans to reduce climate change, including pollution prevention plans that will ensure that food production is not threatened and allow economic development to continue in a sustainable manner;.

Responses to climate change should assess socio-economic, agriculture, land reform, health, rural human settlements, specialty resources as outlined in county rural development plans, land use management, waste management, and disaster management; And. All costs and benefits should be quantified where possible and meaningful, otherwise a qualitative assessment will be made. Executive summary outlining climate change risk and vulnerability assessment reports, mitigation and adaptation plans for each County Rural Development Plan within the Agriculture, Land Reform and Rural Development Sector. Unless otherwise agreed in writing, the successful Service Provider will be expected to submit reports upon completion of each phase.

The successful candidate must demonstrate the ability as well as the capacity to complete this project within the stipulated period.

The service provider is expected to physically involve certain identified officers in the implementation of the project to ensure the transfer of skills. The service provider is expected to prepare a final report describing the challenges; lessons learned and make recommendations for future similar projects. The service provider must submit a detailed skills transfer programme/plan to department officials;

The successful Service Provider will be expected to further discuss the project plan during the initial meeting with the Department outlining how the work will be structured. The successful Service Provider will be expected to enter into a service level agreement with the Department relating to the deliverables of the project.

Any costs for additional work by the Service Provider incurred over and above this bid which, in the sole opinion of the Chief Executive: Spatial Development Planning are due to reasons attributable to the Service Provider during any phase of the project, shall to be borne by the Service Provider. Functionality will be evaluated by members of the Bid Evaluation Committee in accordance with the functionality criteria and values ​​illustrated below. The composition of the project team should have persons with qualifications and knowledge as well as knowledge of climate change science, subjects of climate change mitigation and adaptation planning, climate change risk and vulnerability assessments, training and development.

It is the responsibility of the service provider to organize the progress report for the meetings and appoint one of its representatives to take minutes and distribute them to members of the Project Steering Committee (PSC) and Project Management Teams (PMTs). ). The Service Provider shall notify the Department one month in advance before replacing a regular officer.
