TERMS OF REFERENCE FOR THE APPOINTMENT OF A SERVICE PROVIDER TO RECEIVE A LAND DEVELOPMENT APPLICATION FOR THE PROPOSED SUBDIVISION AND REZONING OF THE OTHER PORTION OF. According to the approved City of Cape Town Southern District Plan (SDP) (2012), the proposed site location falls within the urban fringe of the city and is designated an urban development area. These should generally be developed at slightly higher densities than surrounding areas in support of a more compact city, but not to the detriment of the local area.
The service provider is required to undertake a land development application for rezoning (including any specialist studies required by the relevant authorities) for the site in the City of Cape Town. The Service Provider must consider all appropriate development proposals, taking into account any written submissions from DALRRD or consultation with DALRRD. Subject to the adoption of the rules and regulations set out in the latest Cape Town Municipal Planning By-law.
This is done to determine the merit of the proposal and obtain correct information about the application procedure to be followed relevant higher order planning frameworks and policies, bylaws, regulations and other requirements, as well as any application/advertising/notification fees payable. and the relevant application forms. The successful service provider is also expected to distribute all monthly progress reports to representatives of DALRRD.
