Where Consortia/Joint Ventures/Subcontractors are involved, the tax status of each party must also be Compliant at any time from the bid closing date. NB: Cleaners' wages should not be less than the minimum wage as prescribed by the Department of Employment and Labor Sectoral Determination 1: Contract Cleaning Sector, South Africa. The scored value for each criterion will be multiplied by the specified weighting for the relevant criterion to obtain the marks for each criterion.

These points will be added and expressed as a fraction of the best possible score for all criteria. Functionality will be evaluated based on the supporting documentation provided by the bidders in accordance with the below functionality criteria and values. In the first phase bids will be evaluated on functionality while in the second phase evaluation will be done in accordance with 80/20 preference points system as detailed below.

The functionality evaluation will be individually evaluated by the members of the bid evaluation committee in accordance with the criteria and functionality values ​​below.

The points achieved by the tenderer against the level of B-BBEE contribution will be added to the points achieved for the price. The appointment of the successful tenderer is subject to the conclusion of a Service Level Agreement (SLA) between the DALRRD and the successful tenderer, which governs all rights and obligations in relation to the requested services. The successful tenderer will be expected to notify the department of subcontracting arrangements and access to subcontractors for quality, compliance, security and tax purposes.

The successful Bidders must undertake to disclose information relating to the contract only in terms of the SLA and only to the parties stipulated in the SLA, both during the contract period and thereafter. Any deficiency identified by the service provider after the contract has been awarded and which will have an impact on the contract price will be for the service provider's account. Does not accept responsibility/liability for any damage suffered by the Service Provider or the staff for the duration of the project.

The DALRRD will enter into a Service Level Agreement upon the appointment of the suitable Service Provider.

Such rejected deliveries will be kept at the cost and risk of the supplier who, when requested, will immediately remove them at his own expense and immediately replace them with deliveries that do meet the requirements of the contract. If the supplier fails to supply the replacement supplies immediately, the buyer may, without giving the supplier further opportunity to replace the rejected supplies, purchase such supplies as may be necessary at the supplier's expense. The details of shipment and/or other documents to be provided by the supplier are specified in SCC.

As specified in SCC, the supplier may be required to provide one or more of the following materials, notices and information related to spare parts manufactured or distributed by the supplier:. a) the spare parts that the buyer may purchase from the supplier, provided that this choice does not release the supplier from any warranty obligation under the contract; And. b) in case of cessation of production of spare parts:. i) Advance notice to Buyer of impending termination in sufficient time to enable Buyer to obtain any necessary requirements; And. ii) upon such termination, upon request, provide to purchaser free of charge the blueprints, drawings and specifications of the spare parts. The supplier further warrants that all goods supplied under this contract shall be free from defects arising in design, materials or workmanship (except where the design and/or material is required by the buyer's specifications) or from any act or omission of the supplier, which may develop during normal use of the delivered goods in the circumstances prevailing in the country of final destination. Such notice, whether in the original bid or later, shall not relieve the supplier of any liability or obligation under the contract.

As soon as practicable after receiving the Supplier's notice, the Buyer shall assess the situation and may, at its discretion, extend the Supplier's time for performance, with or without the imposition of penalties, in which case the extension shall be ratified by the parties by amendment of contract.
