Abstract- Online working of a government or availability of its services online to its citizens at their door step is called E- Governance. E-Governance is E-Commerce era approach on- line availability of government services. The era and the methods used in E-Governance challenge offer a roadmap for efficient shipping of offerings on the door step. The allowing function of the Information and Communication technology (ICT) inside the transport of services inside the public and government region has received recognition. As a result, a revolution in phases of governance is taking region all over. E- Governance assumes extra importance within the context of control of today's governmental structures to achieve rapid growth and stepped forward quality of life. The technology and the methods used in E- Governance undertaking provides a roadmap for efficient transport of offerings on the door step. In today's time the development of any state relies upon at the makes use of E- Governance and also their penetration. Development of any state can be judge by means of the scope of E-Governance in that state. It has ushered in transparency within the governing system; saving of time due to provision of services via single window; reduction in corruption, comfort and empowerment. There are many demanding situations which are creating issues for Jammu and Kashmir authorities to run e-governance.

1 INTRODUCTION

ICT is "Information and Communication Technologies." ICT refers to technology that makes available proper to use to

telecommunications. It is parallel to Information Technology (IT), but focuses primarily on communication technologies.

ICT have various communication channels like Wi-Fi networks, cellular telephones, Internet etc. The speedy development and implementation of the Information and Communication Technology is remodeling every aspect of human life.

2 DEFINITION OF E-GOVERNANCE E-governance is the application of information and communication technology (ICT) for delivering government services, exchange of information communication transactions, integration of various stand-alone systems and services between government-to-customer (G2C), government-to-business (G2B), government-to-government (G2G) as well as back office processes and interactions within the entire government framework.

3 CHALLENGES OF E-GOVERNANCE IN JAMMU AND KASHMIR

There are a large number of obstacles in implementation of e-governance in Jammu and Kashmir.

Different Language: The people of Jammu and Kashmir represent a wide range of ethnicities and faiths.

The languages spoken by people from various areas vary greatly.

Since most e-Government apps are designed in English, linguistic diversity among target populations presents a significant barrier to entry when rolling out new initiatives. Further, not everyone speaks English as a first language.

Therefore, it becomes difficult for the

programs that will be used throughout the UT in a way that is acceptable to users of a given language.

Low Literacy: To be literate is to be able to read and write fluently in any language. Nobody can be deemed literate if they can read but not write. To be deemed literate does not need any certain level of schooling or background. The poor level of education in India is a major roadblock to the success of e- Government initiatives. The failure of many e-Government efforts may be traced back to the fact that the general populace, including the illiterate, cannot use the available services.

Low IT Literacy: There is a significant illiteracy rate in Jammu and Kashmir and even among the educated, few have expertise in IT (IT). Most citizens lack basic knowledge about how to make use of IT. With such a low rate of IT literacy, how can eGovernment programs be effective in Jammu and Kashmir? One of the main problems with eGovernment in UT is that many people aren't tech savvy.

Therefore, it is essential to first raise awareness of IT among the UT populace.

Recognition of Applications:

Recognition by the public of the e- Government services is another major obstacle. It may be difficult to win over the public to the benefits of e-government, but once they do, getting people to embrace it is a breeze.

Lack of integrated services: The majority of state and federal e- governance offerings are not coordinated with one another. It's possible that poor coordination between government agencies is to blame.

Lack of awareness in people:

Unfortunately, the vast majority of UTare still clueless about how useful and convenient e-Government services can be for them. Although the government recognizes the need of informing the public, it does little to do so. One of the biggest

obstacles to launching successful e- Government initiatives is a general lack of understanding.

Services are not accessible easily:

The promise of e-Governance is that government operations will become more streamlined and efficient, but this can only be realized if the service is made accessible to every single person. Therefore, all services must be available 24/7 worldwide.

Despite the rise in Internet users, many citizens in Jammu and Kashmir still lack the resources necessary to participate in e- Government initiatives. This might be due to a lack of access to, or unfamiliarity with, appropriate information and communication technologies and equipment.

Therefore, as part of their efforts toward universal access, governments must offer internet access through public terminals.

Internet blockade. Most of the times the internet is barred in Kashmir valley, so this is one of the most important hindrances in the valley to e governance. Because of the non availability of internet connection majority of the people are not able to use e governance facilities. So the government of Jammu and Kashmir should take steps to run this service without any disruption by which people can avail these services in a smooth manner.

4 CONCLUSION

There are numerous demanding situations for the implementation of e- government in Jammu and Kashmir.

These Challenges are like low literacy, lack of awareness, low broadband penetration, loss of device integration inside a department, and all different reasons. A vision is required to implement the e-governance in Jammu and Kashmir.

To meet the vision the Challenges inside the implementation of e-government need to be overcome. Then the surroundings desire to be evolved for the powerful implementation of e-governance in Jammu and Kashmir. We are able to say that e-Governance is the important thing to the "Good Governance" for the growing states like Jammu and Kashmir to minimize corruption, offers efficient and
