Call for The APEC funded Specialists (Participants and Experts) for the Project

Emergency Preparedness Education: Learning from Experience, Science of Disasters, and Preparing for the Future (II)

Focus on Flood and Typhoon

(APEC HRD 05 12A) and

Brief Announcement for

7th APEC - Tsukuba International Conference:

Innovation of Mathematics Education through Lesson Study Challenges to Emergency Preparedness for Mathematics (II)

I. Call for Specialists

Rationale of the Project

There are a number of disasters in APEC economies. For saving our life, Emergency Preparedness Education is one of the most urgently needed topics for school education. The 5th APEC Education Ministerial Meeting Joint Statement (May 2012) agreed on the importance to “Continue to upgrade mathematics and science education capacity across the APEC member economies. Identify the best practices that ensure students are learning the foundation of mathematics and science and applying this learning to real-world issues, such as preserving the environment, reducing damage due to disasters, and achieving green and sustainable growth.”

On this demand, Emergency Preparedness Education: Learning from Experience, Science of Disasters, and Preparing for the Future (II): Focus on Flood and Typhoon (HRD05 12A), proposed by Japan and Thailand, was approved. as for second year of three years' projects. This project develops teaching materials of mathematics and scientific skills for disasters such as how to predict the area of flood and typhoon depending on the location. This project also provides scientific programmes for disasters and how to conduct evacuation system based on the scientific knowledge with the support of teachers. This project adopts the experience of APEC-HRDWG Mathematics Lesson Study Project (2006-2011) and 'Emergency Preparedness Education: Learning from Experience, Science of Disasters, and Preparing for the Future' (HRD 04 11A) . This project develops e-textbooks on mathematics for emergency preparation through the lesson studies done by the specialists. Mathematics is the major literacy subject which develops problem solving ability and every child learn it almost every day from the first grade of elementary school until upper secondary school.

Project Phases

The project, HRD 05 12A, is one year project from January 1st to December 31st, 2013. It has following phases.

Phase 1: Planning

January-February, 2013: Sharing experiences and scientific knowledge for typhoon, flood and tornado.

<February 14-17, 2013: Tokyo (Japan) Meeting for sharing>

a) Save the school children from disasters:

b) Sharing the scientific materials which should be taught in schools.

(This phase will be supported by APEC and Japan) Phase 2: Implementing

March-August, 2013: Lesson Studies for developing good practices in economies.

Adopt the shared scientific materials into each economy's classroom Produce sample materials for each economy from elementary to secondary.

(This phase will be supported by each economy) Phase 3: Summarizing

September-December, 2013: Developing the recommended visual materials for teaching <September, 2013: Khon Kaen, Thailand, Development Meeting >

a) Producing the materials for teaching through the meeting.

b) Developing the implementation plan for each economy (This phase will be supported by APEC and Thailand)

After Phase 3, participating institutions are expected to lead the teacher education program for emergency preparedness for typhoon, flood and tornado. The achievement of the project must be distributed from APEC HRD-Wiki site and APEC EP website. The project will continue the year 2014 on the subject of bush fire and volcanic eruptions.

Additionally, the achievement will be also published from the publishers, World Scientific, on the Lesson Study Series in mathematics and science, later.

Stakeholders of the Project and Participating Institutions

On the APEC funded projects, APEC only allows to use its travel grant for participants from the 11 eligible economies and maximum 6 experts. On the other hands, on the project, the project overseers ask each economy to engage in the lesson study on Phase 2 which aims to develop the subject matter in mathematics for disasters. It is the key component of the project and it will be managed by each specialist on his/her own funds or internal fund in each economy. Thus, the stakeholders of the project are the specialists who are recommended by each economy and must engage in lesson study in Phase 2 to produce materials.

On this demands, the actual roles of participants and experts who use APEC grant for their travel is to produce materials for the project in their economy through lesson study. On this reason, the project overseers named the APEC funded participants and experts as APEC funded specialists.

Based on the APEC regulations, the project overseers welcome every economy to use self fund for participations. University of Tsukuba, Japan and Khon Kaen University, Thailand also support other economies participations within their capacities in Phase 1 and Phase 3. The project overseers recognize self-funded specialists as well as APEC funded specialists.

The specialists must engage in lesson study within a few months for Phase 2. For engaging in, specialists are recommended to have the experience of lesson study in mathematics. Based on the past succeeded lesson study project in mathematics, the project overseers propose the participating institutions which have researchers who have the rich experience of lesson study in mathematics.

SEAMEO RECSAM (Malaysia),SEAMEO QITEP in Math (Indonesia), UP-NISMED (Philippines), and CEM and IPST (Thailand), and Teacher education institutions: MIOO (Russia), East China Normal Uni. North East China Normal Uni.(China), Hong Kong Institute of Education (Hong Kong), Korean National University of Education (Korea), Valparaiso C. Uni.(Chile).

Call for Specialists

Project Overseers would like to ask each economy to nominate one specialist who will be supported by APEC or Japan (in Phase 1), Thailand (in Phase 3) for his/her travel. Nomination of other specialists are very much welcome. However, project overseers inform whether they will be supported by the project side or not after the nominations, immediately. The deadline of the nomination is 31st, December, 2012. Based on the project proposal approved by APEC economies as the project code APEC HRD 05 12A, the following conditions are set for the specialists:

Condition 1: The specialists must be influential to the mathematics curriculum (including textbooks) from primary to secondary school.

Condition 2: The specialists must be influential to the teacher education.

Condition 3: The specialists can lead the lesson study from primary to secondary school.

Condition 4: The specialists can develop the booklet from the lesson study.

(Please look at the next chapter for knowing what they should prepare and achieve) Condition 5: When the specialists are recommended from economies, the economies must

guarantee to implement their lesson study projects under their belonging institutions in each economy.

Condition 6: The specialists work or collaborate with the participating institutions in each economy.

Condition 7: The specialists must attend the planning meeting in Phase 1 and the report meeting in Phase 3 and make presentations for the tasks of the project.

Please nominate the specialists from your economy with his/her full name, title, affiliation, gender and e-mail address and send it to the Project Overseer, Dr. Masami Isoda

([email protected]) no later than December 31, 2012.

Under the recommendation of economy, project overseers set the specialists. In case there are no nomination from the economy, project overseers try to set the specialists from the project side under the project proposal accepted by APEC.

In the last APEC lesson study project meeting in the year 2012, February, Tokyo, in Japan, we had 17 specialists and 130 overseer participants who came with specialists, in total 160 people, because it included rich program to learn lesson study. Overseer participants came to Japan by self fund. For emergency preparedness and pushing the movement of lesson study for improvement of the quality of education, the project overseers would like to ask each economy to announce this project and dispatch a number of participants who would like to learn lesson study and emergency preparedness on this project 2012. Please consider the gender because APEC pushing the welfare of both genders.

In case, there are no recommendation from the economy, the project overseers will recommend the appropriate specialists for APEC economies based on the past project experience. The participants who are funded and recommended by the economy as specialists on the conditions, the project overseers would like to recognize them as the self funded specialists under their economies.

II. APEC-Tsukuba International Conference

APEC-Tsukuba International Conference, planned for the project meeting for Phase 1, is opened for anyone from APEC economies. Presentations and discussions are done by specialists and their supporting participants. The objective of the APEC-Tsukuba International Conference is the preparation for Phase 2. For participation, participants must contact to the Project Overseers.

The object of the APEC-Tsukuba International Conference is the preparation for Phase 2.

On this demands, each specialist must have the presentation in relation to the following both topics in Japan.

Topic 1. Developing the tasks for the mathematical problem solving or mathematical modeling on the any situations of the Flood, Typhoon, and Tornado for each school level.

Topic 2. Status, experience and plan of lesson study in his/her economy

Accommodation

The conference are opened for everyone who would like to learn the project and lesson study activity on APEC regulation. The conference activity for the project is done by the specialists. Specialists are recommended to come with their colleagues and teachers for lesson study activity in Phase 2. Project overseers would like to ask specialists to support the travel tour of their colleagues.

Estimation of the cost for participations

The participation fee will be 10,000 yen (121USD) which are including lunch. In Japan, per diem will be 12,800 yen (almost 155USD or so). The cost of hotel will be 80USD or so.
