Systematic Analysis of the Management and Operation of National Qualifications

The pursuit of a meritocratic society is predicated on the advent of a just society. In this regard, the maintenance of the national qualifications system constitutes the key to the promotion of fairness in society. This study introduces a process through which the management and operation of competency-based national qualifications can adequately reflect the needs of customers. The social values of transparency and fairness of the procedure are analyzed herein.
In particular, the national qualifications are currently managed based on individual statutes and administered by several individual departments. Moreover, the national qualifications should be operated in a systematic and coherent manner.
The management and operation of national qualifications based on the National Qualifications Framework Act is identified herein as the basic direction which should be followed.
A nationwide survey on 132 national qualifications was conducted. Among them, 114 responded to the survey on the eligibility qualifications and main contents of management and operation. 53.5% of qualification is licensed, 21% is certified and 32% is recognized. More than 70% of the commissioned institutions are public institutions and more than 50% of the budget is commissions of the agencies
This research presents four recommendations. First is the establishment of national qualification governance system. Second is the systemization of national qualification management. Third is the strengthening of quality assurance system and reliability. Fourth is the establishment of informations system and its utilization system.
