KAZAKH HIGHER EDUCATION SYSTEM IN THE CONTEXT OF COMPETITION FROM CHINESE AND RUSSIAN UNIVERSITIES
Methodology, Methods, Research Instruments or Resources Used: The theoretical framework is borrowed from Albert Hirschmann's Exit-Voice-Loyalty framework. The paper's empirical data consists of national and international higher education statistics and surveys conducted in 50 schools involving 1,400 secondary school students. Therefore, this paper proposes some strategies to achieve the balance between the Exit-Voice option in higher education in Kazakhstan.

THREAT OR OPPORTUNITY FOR LOCAL SCIENTIFIC COMMUNITIES?
This development related to the internationalization of research is perceived in different ways in different contexts. On the other hand, non-English-speaking scholarly communities may view this issue as neo-colonialism, since most of the aforementioned high-profile international journals are published in English, which puts non-anglophone scholars at a disadvantage. We argue that the view of the internationalization of research through the prism of neoliberalism and neocolonialism is one-dimensional.
The purpose of this paper is to explore and understand the responses of Kazakhstani academia to the internationalization of research.

The starting point for the project is to examine and determine the current professional structure necessary for modern employers in partner countries. This study will create an understanding of problem areas in legislation, education and professional standards and will form part of the basis for their further correction.
After determining the current experience of cooperation with business and universities, as well as the requirements of the business environment, the project aims to set up and implement a new standard for establishing links between companies and universities, either for the launch of innovative products or a targeted future training of staff or the sharing of experiences with young entrepreneurs. It is also expected that such a standard will also implement some practice-oriented training programs, tools and methods in a form suitable for implementation in the learning process. The purpose of the research is to trace, assess and analyze the reference list of selected master's theses submitted to the Nazarbayev University (NU) Repository of the five schools of the NU, namely the Graduate School of Education (GSE), Graduate School of Public Policy (GSPP), School of Engineering (SEng), School of Humanities and Social Sciences (SHSS) and School of Science and Technology (SST).
Each subject librarian selects at least 50% of the total number of theses in the NU Repository. The thesis reference list will be reviewed for accuracy in the citation style/format adopted by the school. First of all, what happened to the role of the faculty advisor during the preparation of the thesis.
Students mainly forgot to mention the location of the publisher when citing books. Some students also alternately use "bibliography" instead of "references" to title the reference list. Inclusion of interviews as part of the bibliography (for example, when APA style specifically calls for them not to be included).
This research will also be used to further assess the NU Library's collection development strategy in terms of the number of items referenced that are not found in the NUL collection. The aim of the project is to expand cooperation between corporate universities in partner countries by changing the educational paradigm in accordance with the requirements of the Bologna Process. This was due to the reasons for strengthening international cooperation, and the similar evolution of domestic cooperation.

RESEARCH ETHICS REVIEW AS ONE WAY TO PROTECT HUMAN SUBJECT AND NOT ONLY
According to Bryson (2007), stakeholder analysis is extremely vital in considering ways to increase policy effectiveness or solve policy problems, because any policy primarily serves and involves people, groups or organizations. Also, the theoretical framework will highlight the benefits of the process and emphasize the importance of educational policy of establishing institutionalized research ethics review boards. Furthermore, the literature review using the theoretical framework of stakeholders will allow to shed light on ways to increase policy efficiency and suggest some recommendations for policy improvement.
The stakeholders that will be discussed in this article are human subjects involved in research, a university, and researchers or faculty. As history shows, many studies and experiments have been conducted involving human subjects, with adverse consequences for the human participants. One of the most famous examples is the Nazi medical experiments, where prisoners were forced to participate in various medical experiments, which for most of them ended in death or untreated diseases.
Some of the study participants were deliberately infected with syphilis, while the remainder were already infected and were deceived that they would receive treatment for syphilis (Meltzoff, 2005). The literature illustrates that there are cases of the research proposal with psychological and emotional risks that were prevented and rejected by IRB (Ashcraft & Krause, 2007). This is an example of the efficiency of the boards in terms of protecting human subjects from minimal or more.
Yet, some empirical studies emphasized that educators recognize the importance of ethics review boards as a way to protect human subjects ( Ashcraft & Krause, 2007 ; Ferraro, Szigeti, Dawes, & Pan, 1999 ). As Sikes (2013) noted, educators may not always have sufficient prior knowledge of the risks their research may entail. This mainly concerns the faculties who recently joined the university with a different context and culture, with different regulations and moral norms (Zhang, 2017).
In particular, it is of great importance to spread more knowledge among teachers and researchers about the listed benefits and values of the process, for subjects, universities and researchers alike.
