This is because parents are an essential element in providing services and appropriate quality education for their children as stipulated by the Law of the Republic of Kazakhstan (Chapter 6, Article 31).1 This research study investigates the role of an NGO in empowering parents of children with Down syndrome in Kazakhstan. This research study used a qualitative approach by interviewing seven parent organization (NGO) respondents about the role of NGOs in empowering parents of children with special needs and how parents perceive NGO programs.

Challenges faced by NGOs in empowering parents

Lack of psychological support in NGO

From all the information gathered through interviews with parents of children with disabilities and representatives of NGOs, it can be concluded that the two organizations had a positive impact on all parents, especially in terms of increased self-esteem, leadership skills, improvement of their personal life and entrepreneurship as well as motivating, socializing and training them. More precisely, these organizations did not teach the legislation of the Republic of Kazakhstan on how to protect the rights of their children.
