I am deeply honoured to be invited to deliver this opening address for the Malaysian Institute of Architects Convention and the inaugural ASEAN Architect Congress 2010.
I would also like to welcome all the delegates from afar who came to especially attend the Convention and the Congress. I was made to understand that the heads of the International Union of Architects (UIA), the Asian Regional Council of Architects (ARCASIA) as well as Presidents of our neighboring Architects’ Institutes, are also here.
I would also like to take this opportunity to give due credit to the architecture
community for its contributions to Malaysia and ASEAN. As architects, you have played a pivotal role in moulding a nation’s landscape and contributed in shaping a nation’s psyche. The skylines of ASEAN countries are a testament of your commitment to help transform your respective countries landscape. More importantly you have been a close strategic partner in various ASEAN’s building conservation efforts and hence have critically helped retain our valuable heritage.
In the light of the latest global demographic and economic challenges, the architecture fraternity will be called upon to contribute more in terms of nation building. The EVENTS

challenges are many. For one, the modern economy is being driven by the talent competition between urban hubs and no longer exclusively between nations. Talents increasingly are now very selective on the cities where they want to work. Vibrantly designed cities have become significant elements to a nation’s economic growth.
In the next few decades, many new economic hubs and clusters will emerge, and they will all be competing for limited talent and investments. ASEAN has to reinvent itself so as not to be left behind in this race for global talents and investments.
In this competitive context, ASEAN’s architects will play a vital frontline role, by creating inspiring urban landscapes that makes it possible for ASEAN to anchor these scarce talents and investors. A visually creative landscape will also immensely help fashion a creative society that will provide the requisite innovation in this new economic order.
However, attracting talents is just one part of the equation.
ASEAN aspirations to have high economic growth should be inclusive of all its population segments. The successful en bloc re-development of London’s inner city areas such as the Docklands are some of the urban examples that comes to mind in terms of regenerating fringe community in previously unfashionable areas. Such rejuvenation should also strive to enhance a nations’ social capital by facilitating inter-community engagement and interaction.
Another new emerging area where architects’ creativity would be critical is in environmentally sensitive designs. With rapid urbanization, many cities are grappling with the challenge of balancing the impact of growth on the wider ecology.
On this note, the Malaysian Government’s commitment to the advancement of sustainable cities is exemplified by its provision of numerous incentives such as the Green Building Index initiative. Beyond the tax and other financial incentives, the government also recognizes that a balanced and integrated approach is required to implement these initiatives successfully.
To this end, a high level National Green Technology Council chaired by the YAB Prime Minister to coordinate the resolution of issues among various stakeholders, has been established early this year to spearhead the implementation of the Malaysia’s Green Agenda.
It has been 3 years since Malaysia signed the ASEAN Mutual
Recognition Arrangement on Architectural Services. Indeed I am happy to note that one of the fruits of the aforementioned agreement was the establishment to the ASEAN Architect Council with the objective of promoting cooperation among ASEAN Architects. This will surely go far to facilities the mobility of the architect services in ASEAN.
Inevitably globalization means architects and creative professionals in ASEAN will need to compete with the best in the world to ply their trade. Indeed by 2012, architecture services will be fully liberalized within the ASEAN region. This is an early opportunity for local architects to enhance their capacities and capabilities through collaboration and networking amongst ASEAN professionals. To be globally competitive, ASEAN architects need to further develop a unique approach to design or become a specialist in an area of expertise.
In view of this, the 10th Malaysia Plan proposes to further enhance competition and market mechanism within the public services. The Malaysian Government via the Public Works Ministry has further embarked on open design competition for projects of national interest to help identify emerging Malaysian architects and spur unique Malaysian designs. Above all, these design competitions will facilitate the injection of fresh private sector ideas allowing stronger private-public sector partnership.
I would also like to take this opportunity to strongly urge the respective local governments and architects alike to treat the urban hubs as a piece of artwork whereby structural designs are really details on a canvas. However it is paramount that we should strive to find our own distinct sense of identity, reflecting ASEAN cultural and climatic values. It is my personal hope that ASEAN architects combines unequivocal modernity and a sophisticated sense of cultural presence in their designs. Their
“avant garde” designs should embody an ASEAN essence;
contemporary yet uniquely home grown.
Last but not least, I wish the Malaysian Institute of Architects Convention and the ASEAN Architect Congress every success and hope all participants will gain a fruitful and invigorating experience from these events. I hope this year’s forums and exhibition will be the much awaited platform to position Malaysian and ASEAN’s design ideas in its rightful place on the world map. It is my pleasure to now declare the Malaysian Institute of Architects Convention, the SEAN Architect Congress and the ARCHIDEX 2010 open. Thank you.
My warmest welcome to all delegates and in particular those from ASEAN countries and others.
I also wish to express, on behalf of the ASEAN Architect Council, our greatest appreciation and thanks to PAM and particularly the President, Ar Boon Chee Wee for making this occasion possible.
My appreciation also goes to LAM and the President Dato Nur Haizi for the support given in establishing the ASEAN Architects Secretariat to promote cooperation among architects in the ASEAN Member States and this inaugural Congress.
I believe that this is the right step forward for us architects in this region to cooperate and share our knowledge, expertise and jointly contribute to the development of the region. Our services should move seamlessly across borders for us to share the economic benefits together.
On 15th December 1995 the ASEAN Framework Agreement on Services was signed by the Governments of the
Member States with the objective of expanding the scope of liberalization beyond the commitments made by ASEAN under GATS and toward the realization of ASEAN Economic Community.
This was followed by several meetings of the sectoral working groups in the Coordinating Committee on Services (CCS) that established protocols and timelines for the liberalization targets for the various services sectors.
On 27th November 2007, our ASEAN Economic Ministers signed the ASEAN Agreement on Mutual Recognition Arrangement (MRA) on Architectural Services, to facilitate the mobility of professionals within ASEAN and enhance information exchange in order to promote best practices on standards of architectural education, professional practice and qualification. Several meetings of the Expert Group on Architectural Services over the last few years culminated with the establishment of the ASEAN Architect Council, whose main functions include; maintaining a Register of ASEAN Architects (AAR), promote strategies toward the reduction of barriers to practice by AA and generally monitor the successful implementation of the MRA.
Hence on 30th June 2009 the ASEAN Architect Council was inaugurated in Bagan, Myanmar. Malaysia was chosen as the Secretariat and Chairman for a 2 year term. So today marks our first anniversary and we are holding our first ASEAN Architect Congress to network, talk about design, innovation, creativity, green technology and sustainability.
For a long time we have been dependent on the technologies from the west. Today Asian advancements are being sought after. Certainly this 20th century is Asia’s century. We shall forge further to greater heights if we cooperate with a shared vision to make ASEAN and Asia a developed region and continent respectively, but sustainable.

As a start, each of the participating Member States shall register their Architects who meet our prerequisite as ASEAN Architects. This will facilitate them to move across borders to practice as their qualifications are duly recognized by the Professional Regulatory Authority of the respective ASEAN country. To strengthen the spirit of cooperation, the foreign architect will collaborate with the local or hosting Architect.
I wish to take the cue from the EU as an example. The Architects’ Council of Europe was founded on 11th May 1990 in Treviso, Italy. It was the merger of the former of Liaison Committee of the Architects of the United Europe (CLAEU) and the former Council of European Architects (CEA). It has the ears of the European Parliament on matters in the area of European architectural and professional policy. Its membership includes all EU countries and 45 Member organizations, Regulatory Bodies and Professional Associations. It represents 450,000 practicing architects in EU.
So, they have more than 20 year’s head start over us.
Several European Governments have also established their respective Architectural policies in order to provide appropriate framework for urban developments and built environment which stimulate growth and sustainability. PAM has formulated the same several years ago and hopes to get governmental recognition. I urge that all ASEAN Member States do the same.
With globalization they already pose a formidable challenge to us in the immediate future. Their presence and branding in our turf, in Asia is so pronounced that change our urban landscape, design thinking and exerting uneasy influence not only over domestic private client groups but also government agencies.
So I urge that those of you architects with extensive experience of not less than 10 years to seriously consider registering as ASEAN Architects with our Monitoring Committees. The international recognition of your capabilities and professional status will help change the mindset of our domestic clients to do likewise. This liberalization strategy is a win-win situation to both the foreign and hosting architects.
Next, we shall also embark upon the trainee exchange program among ASEAN Member states through the Graduate Internship Exchange Program (GIEP). This will allow architectural graduates from a Member State to be employed as trainees in private offices in another Member State.
The Secretariat is compiling data on architects’ status in all Member States and will be available in our AAC website

Good morning, and welcome to the launch of the eleventh edition of ARCHIDEX, that is held in conjunction with PAM’s Annual Convention and this year, with the inaugural ASEAN Architect Congress.
On behalf of the organising team, I wish to first convey our gratitude to our Guest of Honour this morning, Yang Amat Berhormat Tan Sri Dato’ Haji Muhyiddin Hj Mohd Yassin – our honourable Deputy Prime Minister Malaysia, Minister of Education Malaysia, and PAM Honorary Member since 1994, for taking time his off from his hectic schedule to join fellow PAM Members and members of the building and construction industry in the launch of this event.
Our heartfelt thanks to our Special Guest Yang Berhormat Dato’ Shaziman Abu Mansor for being with us this morning, and for the Ministry’s continued support and endorsement of this annual event of the building and construction industry over the years.
We would also like to thank Yang Berbahagia Dato’ Architect Nur Haizi Abdul Hai - President of Board of Architects Malaysia, for her support and guidance to us through the years.
In an interview with a writer of a Japanese press on the events that will be held over the next four days, I was aptly reminded by her that we have clearly aligned all our key events during this period along two areas that PAM has been championing in the last year: design, and green.
A New Design Economy
In the quickening pace of global economic change, design, and green, are the two fundamental and crucial differentiating factors in enhancing our global competitiveness, and more importantly, in future-proofing our economies.
The potential of these two industries, both being similarly high value economies, is immense, when developed in tandem.
In design especially, studies and researches by traditional design economies such as United Kingdom and the United States have shown that their competitiveness are seriously under threat by emerging Asian design powerhouse that had invested heavily in their design economies in the earlier years of this century.
In this year, PAM has been leading the call for a concerted focus on our nation’s design and creative economy, and offered architecture and architects, as an all encompassing design and creative profession to drive this insurgence of Malaysia as a design and creative nation.
Architecture And The New Design Economy
For a start, on the architecture front, we have encouraged the government to first adopt a visionary, defining and all-embracing Malaysian Architectural Policy or MAP as a commitment of the government to architecture of excellence, and as a role model to the private sector.

MAP is envisaged by PAM as a national platform that seeks to engage architecture as an overall tool for national development, and rightly so, as architecture is the means of communicating the nation’s aspirations, at home and abroad, and reflects the well-being of the citizens of a nation.
As a forward looking document, the MAP will also set out a very convincing agenda to nurture the next generation of architectural talents, provide opportunities for the participation of emerging architects, and support the promotion of the profession.
Secondly, we next urge the Governments to lead by providing more opportunities for the discovery of Malaysian architects, especially our emerging architectural talents, through open competitions, for all projects of national and public interests, starting with projects by governmental agencies and
government-linked companies, to set an example to the private sector; if necessary by a two-stage, three-stage or even a “wild card” system to allow younger architects the equal opportunity to participate.
To architects, open competition is a form of community consultation, a chance for research and development in our architectural approaches, and the time to sharpen our tools and benchmark our design and creative output against our peers nationally, and internationally.
In this regards, on behalf of Malaysian architects, PAM congratulates the Ministry of Works, through the Public Works Department and the Board of Architects for organising the recent Design Competition for Government Hospitals.
PAM too has walked the talk with the open competition that we have also recently launched for a site that our Education Fund owns, near here.
Thirdly, we then seek to continue to work with the Government and its agencies on more strategic cooperation to enhance the visibility of Malaysian architecture worldwide, by organizing international touring exhibition of Malaysian architects’ works, and by supporting Malaysian architects’ participation in international architectural exhibitions, the centre piece being the Venice Architecture Biennale in which Malaysia, in a historic collaboration by the Malaysian External Trade and Development Corporation MATRADE and PAM, will participate for the first time in the history of Malaysian architecture.
From late August, over 20 Malaysian architectural practices and individuals, and students from at least two Malaysian architectural schools will exhibit their works for three months, in this almost thirty year-old “by-invitation” only exhibition, and earn the credential of having exhibited at the Venice Biennale.
The last Venice Architecture Biennale in 2008 attracted close to 130,000 visitors, on an average of 1,827 visitors per day, and will continue to attract the world’s most influential architects, designers, urban planners, developers and critics this year.
Through the grant from PAM’s education fund and the
respective university’s mobility programme, PAM has also engaged our architectural students by providing them the rare opportunity to be stationed in Venice during the exhibition period.
Malaysia’s participation was announced in a joint press conference by MATRADE and PAM yesterday, and the preview of this much anticipated exhibition has been installed here temporarily for viewing during this event, before it leaves for Venice.
To reach out and present the emerging works of Malaysian architects to an extensively wider audience worldwide, PAM has also recently launched the Architects Malaysia publication.
In addition to being the most comprehensive reference on the capacity and capability profiles of over 500 PAM Members’
firms, this timely publication is also a testimonial collection of Malaysian architects’ pursuit of architectural excellence in their works over the years; and the impressive range of works reflects Malaysia’s visions and aspirations, and the social, cultural and economic well-being of the nation.
With the support of MATRADE, the publication will be distributed worldwide through MATRADE’s global network of trade
commissioners and offices.
As much as these are outbound promotion efforts by PAM of Malaysian architects and Malaysian architecture, they are also intentionally inbound promotion as well, as we have sense that our public, and the government, still have doubt over the capabilities of our Malaysian architects.
We hope to address this further in our outreach programme to the public, and to the government, including government agencies and government-linked companies, in our forthcoming joint celebration of the 90th anniversary of the architectural profession in Malaysia, and the World Day of Architecture in early October this year.
Green And The New Design Economy
PAM would like to take this opportunity to thank YB Dato’
Shaziman for launching the Green Building Index here on 21 May last year, and his stewardship of the green transformation of Malaysia.
We are pleased to announce that since the launch by YB and in slightly over a year, Green Building Index has received over 80 applications for certification, with thanks to the acceptance by the industry, and the endorsement by the government.
To ensure that our building and construction industry has the human capital, knowledge and skill to deliver in green, we have continued to invest our resources in our popular Green Building Index Facilitator course. To date, in slightly over a year, we have trained over 1000 participants from the building and construction industry, as well other interested members from other industries.
This month, with the support and encouragement of Dato’ Sri Prof Ir Dr Judin Abdul Karim, the Director General of Public Works Department, we will also be conducting an in-house Green Building Index Facilitator Course at the Public Works
Department, being the single largest employer of building professional in the country, by our volunteer trainers, at no cost to the government.
At this rate of progress, and as we have also been working with universities to train our students in the same green building course, we believe our wish for all building professionals in the country to be green professionals , will be realized in the very near future.
We see this as PAM’s investment in the industry, as we strongly believe that this is an investment in a future economic path for the nation.
The Green Hall, the latest feature of ARCHIDEX is our initiative to address the mismatch of demand, and supply of green products in the industry that we have observed potentially could lead to inflated procurement costs for green buildings, which would be counterproductive to the industry’s green transformation efforts.
PAM Contract
The most outstanding design will remain just that, a design, unless turned into reality by building processes. This operation of transformation from a design to a building requires an agreement which sets out how it should be done, who does what, for how much, and at what risk – in essence, a contract. A well drafted contract will reflect the aspirations of the contracting parties as partners that are committed to a relationship for a successful outcome.
In this regards, PAM Contract or PAM Form had served the building and construction industry of Malaysia very well since 1969, and remained as the only widely used suites of contract in the conventional procurement of private building works in Malaysia.
The publication of this “PAM 2006 Contract Handbook” marks the culmination of seven years of collaboration by the core authors Ar Tan Pei Ing, Sr Low Khian Seng, Ar Jerry Sum and Ar Chee Soo Teng; and we are most honoured that our honourable Deputy Prime Minister has agreed to launch it this morning.
I am confident that this book will be an indispensable resource for both experienced and emerging practitioners, as well as all individuals involved with the building and construction industry.
Spirit Of Voluntarism
Perhaps it is our idealism, or some say naivety, the MAP, Architect Malaysia, the Venice Architecture Biennale, the Green Building Index, the PAM Contract, are all testament of the spirit of volunteerism by member of PAM and professionals of the industry, and in that same spirit, PAM will continue to drive the initiatives that will lead the profession and the industry in meeting the objectives and targets of the next Malaysia Plan and the new Economic Policy.
On that note, I would like to take this opportunity to again thank Yang Amat Berhormat Tan Sri Dato’ Haji Muhyiddin Hj Mohd Yassin, and Yang Berhormat Dato’ Shaziman Abu Mansor for honouring us your presence with us this morning.

Report of the roof collapse of the Stadium Mizan Zainal Abidin, Terengganu
Council is satisfied that there is no evidence in the report linking or implicating the architect of having contributed to the collapse of the roof at Stadium Sultan Mizan Zainal Abidin, Kuala Lumpur.
MEMbErShiP AND CONSTiTuTiON
International Membership Council Members unanimously endorsed the proposed amendments to the PAM Byelaws to all to be tabled at PAM EGM.
Fellow Membership Council unanimously endorsed the proposed amendment to delete clause 13.2 (b) to allow for the preservation of the existing right of a member who was a Malaysian citizen at the time of his or her admission into the PAM Membership. The amendments would be circulated to members for their comments and within 30days if there is no comment from members, PAM would register the amendments to the PAM Byelaws with ROS.
Malaysia Candidature for UIA Bureau Position Council unanimously agreed to encourage Dato’ Sri Ar Esa Mohamed to vie for a higher position in UIA.
